@justinamash Yes, impoundment. The Congressional Budget and Impoundment Control Act of 1974 needs to be repealed or ruled unconstitutional. I believe the Trump admin will be challenging this.

A president can legitimately refuse to spend money if he or she believes and asserts that the specific spending is unconstitutional. The president’s discretion here is connected to an aspect of the separation of powers that is often ignored or mistakenly denied. Each branch has an independent obligation to interpret and uphold the Constitution within its sphere of power and responsibility: making laws, executing laws, or deciding cases.
