Israel began new operations in Gaza overnight. The IDF made the announcement of what it says are “extensive strikes” three hours ago. Israel has cancelled school in communities in the Gaza border. IDF: Following a situational assessment, changes will be made to the IDF Home Front Command's defensive guidelines as of 02:00 today (Tuesday). As part of the changes, the areas of the communities near the Gaza Strip will change from Full Activity to Limited activity, meaning educational activity will not be allowed. The areas of the Western Negev and Western Lachish remains unchanged - Full Activity.

“The Battle for Legitimacy in Urban Warfare” my latest @RCDefense w/Professor Geoffrey Corn. Despite this significant change in strategic imperatives (understanding the implications of changing from counterterrorism to a large-scale combined arms maneuver campaign), an interactive report by The New York Times report, “Israel Loosened Its Rules to Bomb Hamas Fighters, Killing Many More Civilians,” failed on two levels. First, the article did not clearly explain the difference between altering the civilian casualty threshold and the ultimate proportionality decision required within that threshold. Second, the article failed to acknowledge how a radical shift in operational context justified this change. Exacerbating the misleading nature of the NYT article was the way it addressed modifications of other IDF precautionary measures, such as protocols for observing potential enemy targets and warning tactics such as roof knocks: dropping low-yield explosive on top of buildings as warning shots that give civilians time to flee an imminent attack. But again, it failed to explain why extensive strike precautions taken by Israel in pre-October 7th counterterrorism campaign logically be ill-suited to a high-intensity war against Hamas where military requirements might preclude such measures. By not distinguishing between the operational adjustments to civilian risk mitigation procedures, the New York Times report contributed to a distorted understanding of how context impacts LOAC implementation. Reading about the 1940-41 Blitz, I learned the Nazis dropped 13,000 tons of bombs on 8.5 million Londoners, killing 30,000, or one in 280. Israel in 2023-24 dropped 6 times the tonnage for twice as long on an area a fifth as big with 1/4 as many people, killing 47,000––one in 45.
