Regarding this Parliament, I have been patient before, but this term there will be no room for leaders who seek titles without helping the people they lead. I am directing NRM leaders to return to the parishes and ensure that existing government programmes are lifting people out of poverty. I do not want to hear excuses about poverty while solutions already exist. Ministers and government officials who fail in this responsibility will be held accountable. This is Kisanja no sleep . Enough is enough.

She emphasized that robust preparedness saves time, and in outbreaks, time saves lives. She further stressed the urgent need to strengthen cross-border surveillance systems, noting that response delays can have serious consequences. Dr. Belizaire underscored the critical role of local leadership in outbreak response and highlighted the importance of empowering border surveillance teams and ensuring real-time communication. She also noted that the outbreak is a clear reminder that diseases do not respect national borders, underscoring the need for sustained political commitment. She emphasized that cross-border collaboration is not optional but a fundamental pillar of effective disease outbreak control. Describing the meeting as an opportunity to move from agreements to concrete implementation, Dr. Belizaire called for cross-border collaboration to be institutionalized as a continuous practice. Due to public demand let me give you an example of network corruption.... The so-called King Censor Mulenga owns King Caesar University.. Mulenga appoints Hon. Chris Baryomunsi Chairperson University Council. Mulenga appoints Hon. Tayebwa chairperson of Board of Trustees at King Caesar University. Hon. Baryomunsi appoints Mulenga's wife (Dr. Basaza) Chairperson UCC and her sister (Dr Hibanka) boat member of NITA-U. Hon. Baryomunsi appoints Hon. Tayebwa's brother (Kibandama) Chairperson NITA-U. This is a corruption network. Someone may wonder how King Censor University acts as a centre of the corruption network... You can fill in dots for details. But I can tell you billions of government funds gets siphoned through such networks undetected. These kinds of networks are all over the place. You will see for example someone pushing for a budget increase for NITA-U in parliament or officials in a ministry fighting with the minister over control of projects in an authority like NITA-U? But it makes sense when you know of the existence of a corruption network....

A high-level Ministerial Meeting on cross-border coordination for the Ebola outbreak response is underway at Speke Resort Munyonyo, bringing together regional leaders and partners to strengthen collaboration, preparedness and response. The meeting is attended by Permanent Secretary Dr. @DianaAtwine, Africa CDC Director General Dr. @Dr_JeanKaseya, Ministers of Health from DRC and South Sudan, alongside partners working to develop a coordinated response strategy. Dr. Diana Atwine called for commitment, and transparency, emphasizing that “no one is safe until everyone is safe.” Dr. Jean Kaseya applauded H.E. @KagutaMuseveni for his swift leadership and Uganda’s rapid response efforts, while commending Dr. Atwine for steering the national response. He stressed that this outbreak response “will be led by Africa, for Africa, and by Africans.” The Minister of Health from DRC, Dr. Roger Samuel Kamba noted that outbreaks do not respect borders, highlighting the need for coordinated measures to protect communities. The Minister of Health from South Sudan, Hon. Luke Thompson appreciated the timely convening of the meeting, noting that regional strength lies in unity and readiness. This is a low brow copycat attempt to recycle something I said long ago when the @newvisionwire interviewed me about Betty Nambooze’s “Bad DP” campaign to discredit the party leadership. I answered that her ‘chances of leading DP is as good as her chances of becoming Miss Uganda’. But original thinking is not for everyone. Most people stop at inductive and deductive reasoning but some of us venture beyond and go into abductive reasoning (that is the ability to see what lies in the empty spaces between dots). That is why several weeks ago I was the only one able of see the former Speaker as an “outgoing” Speaker. No amount of deductive and inductive reasoning could lead to that conclusion.
