Trump’s Board of Peace Just Moved on Gaza by @HowidyHamza Middle East UNCOVERED While naval standoffs in the Persian Gulf consume the world’s attention, Gaza has nearly vanished from the headlines even as the rubble and the people living in it have not gone anywhere. But amidst all this chaos, a major diplomatic shift has occurred: Trump’s Board of Peace Director General, Nicolay Mladenov, announced that a new framework has been agreed upon by all mediators to the Gaza war. Full disarmament of Hamas and all armed groups, including anti-Hamas militias, is set as a precondition for reconstruction and advancing Palestinian unity. Hamas and Palestinian Islamic Jihad answered the following day with conspicuous displays of force, as Saraya al-Quds, PIJ’s armed wing, and Hamas’s al-Qassam Brigades appeared in multiple locations in military uniform, distributing sweets to mark the first day of Eid al-Fitr. The framework is simple: “All militias with no exception.” The message: we are still here, we are still armed, we are the day after. But the Hamas that appeared on Gaza’s streets distributing Eid sweets is a shadow military force operating from a severely weakened position. It is a movement increasingly anxious about its own irrelevance. With its commanders killed, battalions dismantled, funding and smuggling routes cut off, and its weapons production largely destroyed, the organization that launched the October 7 attacks no longer exists. Hamas’s Political Leadership Knows This to Be True What remains in Hamas’s hands is modest: roughly 10% of its prewar rocket arsenal and an estimated 17,000 remaining fighters, most inexperienced, and approximately 10,000 rifles as well as crudely assembled IEDs made from unexploded Israeli ordnance. For an organization that has historically treated any discussion of disarmament as inconceivable, their “concession” that “heavy” weapons were “reasonable to discuss” is a major shift. And yet these remaining light weapons are not nothing. For Hamas, surrendering these Kalashnikovs and pistols is an existential question: it means surrendering the power to govern through intimidation, the only card Hamas has left to play. They are the mechanism through which Hamas imposes “order” on a civilian population of two million people who have every reason to resent it. They are the one thing Hamas cannot afford to give up. Gaza’s people deserve the chance to build something new, free from the rule of armed militias and from the permanent shadow of war that serves only their corrupt overlords. Pro-Palestine advocates have done significant work in pushing to end the war and expand humanitarian aid. But if that effort stops short of confronting the forces obstructing Gaza’s recovery, what exactly is the plan? Gaza’s people are anguished, exhausted, and have been stripped of nearly everything. Calling for a Gaza free from siege, but not free from armed authoritarian rule, leaves the central issue unresolved. What is at stake is the possibility of ordinary life: cities governed by institutions, laws that protect their citizens, and rights that apply equally to all. That is not an unreasonable demand.

A significant and concerning shift is taking place in Lebanon, with Sunni factions uniting behind Saudi Arabia in an effort to challenge the Iran-backed Hezbollah. Christians are also backing this alignment. While some interpret this as a move against Hezbollah and potentially toward peace with Israel, that is not necessarily the case. Rather, it reflects a shift in influence - out with Iran, in with Saudi Arabia - raising concerns about replacing one external power with another. Saudi Arabia is also working to prevent any peace agreement between Israel and Lebanon. Under different circumstances, the U.S. administration might intervene, but Trump is currently focused on Iran. Additionally, following tensions between Saudi Arabia and the UAE, Washington has adopted a more neutral stance, as it maintains strategic interests with both. Lebanon, meanwhile, remains a lower priority.

The Shiite Family in Lebanon: One Brother in the Army, Another a Terrorist Operative On April 29, the IDF eliminated Muhammad Ahmad Sultan, an Amal operative, in the village of Al-Sawana in southern Lebanon. In the vehicle with him was his brother, Hussein Ahmad Sultan, who serves as a soldier in the Lebanese Army. The IDF did not target a Lebanese Army soldier, but rather an operative in the Amal movement—an organization that actively participates in the fighting alongside Hezbollah against Israel in southern Lebanon. Nabih Berri, leader of the Amal movement and Speaker of the Lebanese Parliament, operates within a dual strategy: outwardly as a state actor and political mediator, while simultaneously leading an organization that is actively involved in combat alongside Hezbollah. This incident is not unusual; rather, it reflects a deep-rooted pattern within Shiite society in southern Lebanon. Members of the same family may belong to different frameworks—some within the Lebanese state (the Lebanese Army), and others within Hezbollah and Amal. This case once again highlights a structural issue within the Lebanese Army. The significant presence of the Shiite population within its ranks, combined with the social and political influence of Hezbollah and Amal over this population, creates a reality of overlapping—and at times conflicting—loyalties. In some cases, the boundary between state service and identification with a terrorist organization becomes blurred. During the war, the Lebanese Army did not take an active part in the fighting and was not designated as a target by the IDF. Nevertheless, the question arises as to why more than 40 Lebanese Army soldiers have been killed so far during the course of the conflict. Some of these cases can be attributed to operational errors. However, others reflect a more complex reality: Hezbollah’s use of areas and infrastructure associated with the Lebanese Army, and at times reliance on the presence of soldiers as a protective element. In other cases, soldiers found themselves, on their own initiative, in areas where Hezbollah and Amal were operating, becoming caught in active combat zones—some even within the framework of operational cooperation on the ground.

Mass funerals in Lebanon reflect the scale of Hezbollah’s losses In recent weeks since the ceasefire, there has been a growing number of reports from across Lebanon documenting mass funerals of Hezbollah operatives, taking place simultaneously in multiple locations. These events provide a significant indication of the scale of losses the organization has sustained during the current fighting. Hezbollah systematically refrains from publishing full and official figures regarding its casualties. This pattern of behaviour is intended, among other things, to obscure the number of its military operatives eliminated and to incorporate them into the overall count of civilian casualties in Lebanon during the war, without distinguishing between combatants and civilians. This pattern leads to a distortion of the overall picture: the inclusion of Hezbollah operatives among civilian casualties contributes to presenting an unusually high number of “civilian deaths” in Lebanon, and at times creates the impression that the primary harm has been inflicted on the civilian population. However, despite the fact that Hezbollah systematically operates from within civilian environments and embeds its military infrastructure within civilian populations—while also using these areas as human shields—the data indicates that most of those killed are Hezbollah operatives. This is largely the result of targeted strikes carried out by the IDF based on precise intelligence.

On April 13, a live broadcast documented the launch of a barrage of approximately 10 rockets by Hezbollah toward Israel from a densely populated urban area in the heart of the city of Tyre. Most of the rockets were intercepted; however, one struck a residential building in the city of Nahariya, injuring a civilian and causing significant property damage. This incident once again illustrates Hezbollah’s operational pattern, which is based on launching attacks from densely populated civilian environments while embedding military infrastructure within civilian populations. This pattern forms part of a broader method of using civilians as human shields—both to conceal military activity and to impose operational and perceptual constraints on the opposing side. In this context, the irony is also evident: fire launched from within a densely populated civilian area in Lebanon toward a densely populated civilian city in Israel, thereby exposing two civilian populations to direct risk—one as the launch site and the other as the target. Since October 2023, numerous pieces of evidence have been collected documenting this pattern of Hezbollah’s operations, indicating the systematic use of civilian environments and populations as human shields.
