Nagpur Municipal Corporation's New Scam: 👉 NMC recovered penalty from garbage operators for their poor performance. 👉 NMC used Rs 2.5 crore from that penalty to purchase 25 auto-tippers and handed them back to the same operators! ❗ What does this mean?
