An on-ground fact finding mission meets and talks with stadium authorities and the 2 victims, and finds @MCD_Delhi has violated @SupremeCourtIND Order and is responsible for the unfortunate incidents at the @authority69530 @SAI_JLNDelhi JLN Stadium. 1. Dogs have lived in the JLN compound for 40+ years. There are 5 designated feeding points. Most Indian athletes are familiar and friendly with the dogs, and foreign delegates at this event have also mentioned that they have no problem with the presence of dogs. 2. Every previous event at the JLN Stadium has been handled by the MCD with the caregivers to cordon off all the dogs in an area within the premises. This time, feeders were not involved. Established procedure was broken. 3. MCD personnel managed to catch just 11 out of 45 dogs. Many were frightened, chased and driven away. At previous events, 100% of the dogs were peacefully cordoned off with the help of feeders. 4. The previous method involving feeders ensured zero bites in 40+ years. 5. Removal of familiar dogs allowed entry of new dogs due to the vacuum effect. The dog that bit both the coaches seems to be one such dog. 6. 3-4 MCD teams continued to chase and frighten the dogs daily. We spotted 2 terror-stricken dogs running near the exit point, even as we were leaving the stadium. 7. Dogs running in fear are stressed and can be highly reactive. 8. The resultant mishaps have been caused by ineffective, unscientific and unproven methods applied by the MCD without involvement of feeders. 9. It is this haphazard violation of prescribed procedures as well as flouting of the order of the Hon'ble Supreme Court forbidding the removal of friendly, sterilized dogs from their natural territories which is to blame. 10. If there's someone who has embarrassed the nation, it is clearly the Municipal Corporation of Delhi @MCD_Delhi.
