Police departments nationwide hadn't cooperated with the FBI when it mandated NIBRS compliance back in 2021... despite the FBI giving five years notice and offering additional funding to participate in a system which had been in existence for about 20 years at that point in time... This is what led to the "crime is under-reported" bullshit repeatedly spewed by conservative media.

None of this factors in the possibility of over-reporting, which seems probable in recent Pennsylvania crime stats, such as implausible spikes in vehicle theft & larceny... There had been so many vehicle thefts in Philadelphia, that nobody can figure out where that many stolen vehicles could have vanished to. (2/2)
