We have attended two pre-mediation sessions, one full board mediation session, and one session where the MOH representative was unable to attend. All the parties are making key professional considerations. But we are hopeful that, in the coming week, we shall have the last mediation session where we may have the final outcome of this whole process.

The Paradox The Ministry of Health (MoH) 's policy to delay graduation of Nursing students until internship completion risks violating Section 24 (2) (a) of Universities and Other Tertiary Institutions Act and other relevant guidelines. This Act mandates universities—under the Ministry of Education and Sports (MoES)—to award degrees to trainees upon meeting the minimum academic requirements. By tethering an academic certificate to a professional licensure requirement (which falls under the Ministry of Health (MoH) and regulatory councils), the policy risks conflating the roles between (MoES) and professional regulation (MoH). Medical association and other groups have already flagged this as a "conflation of distinct processes," opening the door for protracted litigation that could freeze the 2026 medical internship deployment.

From a student of medicine … ————- “Good morning Spire I hope you are doing well. Thank you for continuously airing out the concerns of the Ugandan citizens . I wish you could also let the society have a view on today's post in new vision about medical students graduating after six years (after internship). Spire this is really heartbreaking, six years are very many for a youth,we spend most of our young age in medical school only for the government to cuff us till the end of six years! Some students who do medicine may not even be interested in practicing but use their degree to get into other fields, if this decision is effected, internship will be mandatory. Also, about the ministry of health and the nursing council, universities introduced the Higher Education Certificate (HEC) after which students qualify for different courses including medicine and nursing. The pioneers of this course that joined medical school were denied internship saying they didn't qualify to do those courses and that the ministry and nursing council doesn't know about HEC. Those students have had a year at home since they couldn't be deployed, and even the issue hasn't been worked on, registration for internship starts in June but there is no concrete information, these students could still be left behind again! @SsonkoArthur The leadership is still in the mediation process. And this will be concluded soon. We are hoping that all can be concluded at the mediation level by all the parties at earliest possible.
