This pretty much proves that whoever is running the TTC has no idea who these people are using drugs on the subway. It is mostly homeless people with serious issues and most of them won’t have $10 handy to pay a fine let alone $10,000.

Most addicts do not want treatment. In Ontario, we currently do not have a legal mechanism to force them into a treatment facility as we do with mental illness. Many homeless people have money, but they spend it on drugs, if they had more money, they wouldn't stop being homeless. Addiction is brutal. We need to include addiction causing public disorder under the Mental Health Act of Ontario. It is time to confine and force people into treatment, as we do with other mental illnesses.
