Really pleased to have been asked by @DanNeidle to comment on his detailed work. His final proposal (raise cap to £20m but have a tapered clawback on relief below that level if the farm is sold) should address the issue for the vast majority of family farmers.

New data on farms and inheritance tax: a third of farm estates over £1.5m aren’t farmers but wealthy people avoiding IHT by sinking money into farmland. The Budget hits farmers too hard and tax avoiders too lightly. It needs to change.

@MonkEmma @MrJamesMay Apparently not. Its value for IHT is as farmland, not development land. Prices have been driven up by wealthy people buying farmland to avoid IHT.

@MrJamesMay I suspect it’s because the “value” of the land has been pushed up to crazy levels over the decades driven by other land worth for houses, developments etc. No one would actually pay THAT value to buy the land if they had to farm it. It’s the mismatch between the two

I’m trying to follow the great farming debate but, as an economics illiterate, I’m baffled. If a farm has a nominal value of, say, £3m but generates an income of only c. £40k, how can it really be worth that much? This is not, bt dubs, a loaded question. I’m interested.

I’m in Yorkshire viewing a 1216 sq ft mid 50’s semi, with 4 beds, it sold in 2001 for £124,000, in 2018 for £350,000 & is now on for £495,000. This is not sustainable (and mucking about with SDLT isn’t going to solve the problem) we have to take a really radical approach.

@winkywinkle @KirstieMAllsopp And you can stop the loophole that lets developers wriggle out of affordable housing targets after planning permission to build more and more 4 and 5 bed houses. They don’t have to justify it - just say “ah, profit is looking a bit tight - best cut affordable from 40% to 10%”

@ChrisG01 @andyfrom_embsay @ShloppyThirds @DavidDavisMP When a farmer applies for APR, the land is valued only for its worth for agriculture. What you would get selling it for windfarms, or housing etc is irrelevant. If a farm is unproductive, the land is "worthless" for agriculture.

I am deeply concerned about the future of farming in East Yorkshire, where the size of the average farm is ~230 acres, with values ranging ~£2.5-£3.5 million. To the farmers in my constituency, the proposed £1 million cap on Agricultural Property Relief is simply not enough.

@ShloppyThirds @DavidDavisMP Because land is worth money to corps that want to put solar panels all over it. Farmers are asset rich, but cash poor. And without the asset they can’t make money. They will have to sell land to pay the tax, less land = less chances to make money. Full stop
