In the mailbox today was a Cashiers Check from Wells Fargo for $3500 in the name of a business we sold 6 years ago. After further investigation it was from a claim we submitted for a fraudulent charge…10 years ago! Wow…the incompetence level 9.5

Yes, you are confusing what it says. This says a write-in candidate from the primary can, in theory, advance to the general if he or she comes in one of the top two spots. However, a write-in candidate who did not register (yes, write-in candidates must register) in the primary or otherwise have their name on the ballot can run in the general.

@AskCiti Credits for two of my Citi merchant offers haven't gone through on my credit card. One transaction was January 1 (and the Citi statement closed on January 8), and another transaction for a different Citi merchant offer was on January 19.
