The National government is assigned Policy formulation and implementation, regulation of water resources and standardization while the County Governments handles service provision.

Creation of the devolved governments and the enactment of Water Act 2016 created a new enabling environment for the water and sanitation sector to operate and thrive.

An Inter-Ministerial Committee has been formed to develop and implement a framework for the restoration of rivers, beginning with the Nairobi River and Athi River. The committee has already started work.

The Government is carrying out corrective actions to address environmental degradation and climate change, by among others reclaiming riparian lands, water catchment areas and forests.

This will increase the national access to sewerage services to about 40% by the year 2022.Water and Sanitation Sector, now expanded to include irrigation is a key driver of the Big Four Agenda of development.

It comprises of:- The Kenya Towns Sustainable Water Supply and Sanitation program at a cost of Kshs. 33 billion; the Water and Sanitation Development Project at a cost of Kshs 36 billion and the Lake Victoria Water and Sanitation Project at a cost of Kshs, 8,5 billion.
