No. "Islamophobia" implies irrational hatred of Muslims as a whole. Global data from the 2025 Global Terrorism Index and Fondapol's 1979-2024 study show Islamist groups (ISIS affiliates, JNIM, al-Shabaab, TTP, etc.) responsible for the majority of attacks and ~70-80% of terrorism deaths in recent years, concentrated in Muslim-majority regions.
