The biotech startup ecosystem in the US is being offshored to China rapidly right now-- costing great tech & science jobs in the US now and hurting US patients in the long run. Bipartisan opportunity here. NSCEB @biotech_gov members @SenToddYoung @SenAlexPadilla @RepBice @RoKhanna as well as members from states where biotech matters like @sethmoulton @JakeAuch should get behind this. It's now or never -- much harder to bring industries back vs stopping them from being lost in the first place. Let's do it!

Clip from email I got from an entrepreneur this week: "Because of China, investors are becoming less interested in investing in the oncology antibody space in the U.S. At the same time, pharma companies are licensing assets from Hengrui Pharma, while no one seems to care that there are more than 10,000 unemployed biotech scientists in Massachusetts, most of them in R&D. Many of these scientists are highly experienced, know how to develop excellent drugs, and have started companies, but there is literally very little early-stage funding available." We need to change course to maintain our biotech startup ecosystem in the US -- clear policy proposal below to add biotechnology to the COINS Act and keep US capital investing in US cos. Let your reps know you'd like them to add their voices to request Treasury to make this change! It makes a difference!

Just because you write something 50,000 words long doesn’t make it convincing. My proposal is to add biotech to COINS. That’s a specific and straightforward policy proposal. We’re already doing it with other strategic tech we want to protect in the US, so it’s very actionable. In fact a letter just went out 2 days ago from the Select Committee on China to Treasury Secretary Bessent asking for this policy to be implemented: chinaselectcommittee.house.gov/media/press-re… You’ve made a convoluted response to why that won’t work - inventing a new term (“eurowashing”) to make it sound more serious. I have explained ad nauseam that the 9 chess moves you are suggesting Chinese biotechs will need to make to combat this won’t happen. It’s on you to do the work to propose something actually convincing. The easy way to understand the game theory as to why what you are suggesting won’t happen is that the US won’t just sit there and let Chinese biotechs sneak through the EU. The reason the US has the power to stop this is that in the case of drugs (unlike cars, electronics, ships, etc) we are 70% of the profits in the drug industry. That is wild power — the US (via the FDA or other mechanisms) obviously has the power to set whatever rules we want about who has access to our domestic markets. And uniquely our domestic market is effectively the worldwide market. You have not explained how China can stop that without saying “well the US just won’t do that” — we will and we can! I believe in US R&D, I believe in Kendall Sq, I don’t think we should offshore genetic engineering. Stop giving up on us! Invest in the US biotech industry that rewarded you so handsomely the last 20 years. We need you Peter.
