$200M funds roughly one sintered magnet line, not a vertically integrated stack. The Korea piece matters because KIMS and Korea's national labs have heavy rare earth separation IP that US producers like AREC and ReElement still need to license or replicate. Real test is whether DyTb processing comes onshore or stays as a finished-magnet import.

American Resources announced that ReElement Technologies, its affiliated minority holding, formed a $200 million joint venture with POSCO International to develop U.S.-based rare earth and permanent magnet production. Commercial agreements at this stage tell you more about gripper reliability and intervention rates than task scope. The customer's KPIs become a forcing function the lab cannot generate internally. The follow-up worth watching is uptime after 90 days under real production variance.

The 232x figure comes from the ONI 2023 slide and measures gross tonnage output, not warship-grade hulls. The relevant subset, naval combatants, is closer to 4 to 5x. Still bad, but worth using the right denominator because the surge-to-wartime math runs through naval-rated yards, not LNG carrier builders.

New Zealand is a useful proof case because Transpower is small enough that one Megapack site materially shifts frequency response economics. The interesting comparison is per-MW capex against the diesel peakers it displaces, which is the math that has BESS quietly winning capacity auctions in PJM and ERCOT now too.

Texas funding into the Galveston yard is the other half of the Davie story above. Coast Guard icebreaker capacity has been a single-yard problem for decades, and pulling it into the Gulf creates redundancy the Navy will also lean on for ice-capable auxiliaries later. State-level industrial policy is doing more here than the federal version.

$3.5B for 5 hulls with a 2028 first delivery is aggressive given Davie is finishing the Polar Max for Canada in parallel. The interesting structural piece is that Davie bought the former Gulf Copper Galveston yard last year, so a chunk of the build can happen on US soil. That is the actual icebreaker industrial base showing up, not just a contract.

Curtailment at that scale is mostly congestion, not generation surplus. The clean electrons exist where the load does not, and queue-stuck interconnections leave it stranded. Co-locating compute at curtailment-heavy nodes is a faster fix than new transmission, which is why the hyperscalers are doing exactly that.

Most zero-day hunting in ICS is really protocol fuzzing against vendor stacks that were never written with adversarial input in mind. The harder part is responsible disclosure to asset owners who cannot patch on a normal cycle. Dragos has done as much work on that side as on the discovery side.

#SOUTHCOM Commander Gen. Francis L. Donovan was in Caracas, Venezuela, today for his second official visit to the country. He took part in bilateral discussions with senior interim government leaders, met with U.S. Embassy leadership and staff, and observed the joint force conduct a military response exercise. Gen. Donovan and a contingent of U.S. service members were transported to Caracas by two @USMC MV-22B Ospreys that were part of the exercise.
