All major parties declared their Candidates in our assembly constituency. Now i have only two options, either vote NOTA or Skip the Election. I decided to skip. This election ended for me as a Voter. Clue for my constituency-Birth place of a Chief Minister(lost election there)

My Parliamentary Speech on the issue of conducting preliminary exams in multiple languages, systematic injustice by exclusion of SC / ST and OBC candidates and the urgent reforms of UPSC. ****************************************** Thank you, Chairman, sir.   The Union Public Service Commission stands as the gateway through which lakhs of aspirants seek to realise their dreams, trusting it to be an engine of equality of opportunity in matters of public employment and of participation in good governance by joining the public service   Yet, the preliminary exams are conducted only in Hindi and English, while the Mains examination permits all 22 Scheduled Languages. Limiting the exams to only English and Hindi creates a barrier, disadvantaging intelligent students from non-Hindi and non-English backgrounds, especially South Indian students from Tamil Nadu, Andhra Pradesh, Karnataka & Kerala. Sir, what kind of system is this which allows equality at the final stage but denies it at the entry itself?   A student from Tamil Nadu, Karnataka, Kerala, Andhra Pradesh, West Bengal, Maharashtra, or the Northeast, who has studied and developed intellectual ability in their mother tongue, is forced to compete in a language that does not reflect their true potential. Thousands are eliminated at the very first stage -  not because they lack merit, but because the system denies them linguistic justice.   Many students from rural areas hesitate to appear for the civil services because the preliminary question paper is in English or Hindi. The restriction creates an uneven playing field, and the denial of equal access to public employment violates the very basis of the Constitution of India.   This is not meritocracy - this is exclusion by design. I demand, through the Chairman, sir, that the Preliminary Examination be conducted in all 22 Scheduled Languages immediately, including Tamil.   Secondly, sir, the examination cycle itself is excessively long. It takes nearly 15 months from Prelims to final selection. For an aspirant, one failed attempt means losing an  Entire year. Three attempts - and four to five years of their prime youth are gone.   Even the Parliamentary Standing Committee has flagged this excessive duration, yet the Government has offered no response. I urge the Government to shorten the cycle and consider conducting the Preliminary Examination twice a year.   Thirdly, sir, the interview process - the Personality Test - is opaque, unrecorded, and unreviewable. There is no transparency, no accountability, and no mechanism for scrutiny.   There is a clear perception, and increasingly evidence, that scoring patterns favour English fluency, urban exposure, and elite institutional backgrounds.   Further, there is serious apprehension among OBC, SC, and ST aspirants that, even when they secure marks on par with general category candidates in the written examination, they are awarded disproportionately lower marks in the interview, resulting in lower ranks and reduced opportunities and they are not found suitable. This is a systematic way eliminating OBC and ST Students.  Sir, this strikes at the very heart of social justice. The Government must disclose interview marks on a category- and board-wise basis and introduce a transparent, reviewable system.
