With 🇪🇺 support, two initiatives with @UN_OCT promote the full, safe & meaningful participation and leadership of women across security, justice & policy institutions. Insights and good practices will inform a future @theGCTF Framework Document to guide more inclusive institutional reforms.

In recognition of International Women's Day, we are reminded that rights, justice, and action are interconnected with meaningful reintegration, and that every woman deserves the opportunity, support, and tools to achieve socio-economic independence. Across Morocco, women once isolated by conflict, stigmatization, and loss are reclaiming their dignity and purpose through skills, livelihoods, restored autonomy and decision-making power. Through the Rehabilitation and Reintegration of Women Associated with Violent Extremism in Morocco program, Hedayah and the Mohammed VI Foundation for the Reintegration of Detainees (MVI) support women in their rehabilitation and reintegration journey. A core pillar of this work is socio-economic empowerment, equipping women with the skills and opportunities needed to rebuild their livelihoods and reclaim their roles within their families and communities.

Hedayah has welcomed a high-level delegation from the Republic of Uzbekistan and held focused discussions to drive forward Hedayah's ongoing and future cooperation in support of practical action to achieve the goals of Uzbekistan's National Action Plan on Preventing and Countering Extremism and Violent Extremism (2021-2026). The delegation included senior officials representing the Committee on Religious Affairs of the Republic of Uzbekistan, Din ishlari bo'yicha qo'mita (@Dinqumita_uz), and the Muslim Board of Uzbekistan for Youth Affairs. Hedayah has been working cooperatively with partners in #Uzbekistan to deliver two initiatives that support national efforts in preventing and countering extremism and violent extremism, leveraging two program funds provided to #Hedayah by the #EuropeanUnion. 1️⃣The first is focused on countering extremist ideology and aims to support religious actors in strengthening their communication capacities and developing alternative and counter-narratives that challenge extremism. 2️⃣The second is a three-year program supporting the Republic of Uzbekistan in developing sustainable, coordinated systems for the return, rehabilitation, and reintegration of returnees from Northeast Syria. This project is implemented through collaboration between Hedayah, the Global Community Engagement and Resilience Fund (GCERF), and the International Institute for Justice and the Rule of Law (IIJ). Discussions focused on the important role that religious and community actors play in shaping national resilience, as well as opportunities to strengthen responses to harmful online content through capacity building and training. Hedayah has been engaged with partners in Uzbekistan since 2022, and this meeting reflects Hedayah's sustained commitment to advancing a progressive global reduction in extremism and violent extremism efforts in Uzbekistan and across the region.

This week, the IIJ launched a high-level Trial Judges Counter-Terrorism Academic Curriculum (TJ CTAC) in Yaoundé, 🇨🇲. Thanks to the generous support of the @francediplo_EN, this high-level training programme brings together 24 trial judges from 🇧🇯🇨🇲🇨🇮🇬🇳🇹🇩🇸🇳🇨🇩. The course was opened by Director of the IIJ Academic Unit, Naoufel Gaied, the Internal Security Attaché, Colonel Florian Villalonga, representing H.E. the Ambassador of France to Cameroon @FRauCameroun, and the Secretary General of the Ministry of Justice of Cameroon, Mrs. FEH Helen KWANGA épouse GALEGA. The Secretary General of the Ministry of Justice of Cameroon commended the IIJ’s efforts in strengthening the capacities of practitioners engaged in counter-terrorism, while upholding the rule of law.

📢 GCERF Launches its Global Strategy 2026-29 for Preventing Violent Extremism and Terrorism. This year, the International Day for the Prevention of Violent Extremism is observed amid rising global instability. Armed conflicts are at their highest level in three decades, while shrinking development and humanitarian resources place additional strain on fragile communities, increasing the risk of violent extremism. Prevention begins with opportunity and having a space to belong. As we reflect on International Day for the Prevention of Violent Extremism as and when Conducive to Terrorism, #Hedayah highlights how locally led, community-based initiatives can address the socio-economic vulnerabilities extremist groups seek to exploit. Through the Strengthening Resilience to Violent Extremism (STRIVE) Global Program, funded by the @EU_Commission, and in partnership with Tunisia’s National Counter Terrorism Commission (@cnlct), Hedayah has supported the implementing CSO ‘Association Campagne’ in establishing a learning, meeting and leisure space for youth - Space 21 in #Tunisia’s Ariana governorate - a dedicated community hub designed to expand opportunity, inclusion, and resilience among young people in a low-income and vulnerable setting. Since its launch, Space 21 has supported over 300 young people through vocational training, entrepreneurship support, employability coaching, and social and digital clubs. The initiative focuses on practical pathways, helping youth access skills, networks, and alternatives that strengthen social cohesion and reduce vulnerability to extremists' recruitment. Since 2012, more than 4,000 people from Central Asia are believed to have joined ISIS, making the region one of the largest points of origin for foreign fighters. In #Uzbekistan , over 500 individuals have returned. These numbers underline why coordinated, evidence-based approaches to rehabilitation, and reintegration matter. With the support of the European Union (EU) through its @EU_FPI , #International and #national partners convened in Tashkent to advance coordinated Prosecution, Rehabilitation, and Reintegration (PRR) efforts in Uzbekistan, focusing on returnees from #Iraq and Northeast #Syria . The three-year programme which is funded by the EU and implemented by the Global Community Engagement and Resilience Fund (GCERF), @Hedayah_CVE and @iijmalta , supports Uzbekistan in: 🎯 ensuring prosecution processes are effective, fair, and aligned with international standards, while also investing in rehabilitation and social reintegration services ❤️‍🩹 expanding psychosocial care, skills training, and community-based reintegration support 📢 reducing stigma through public awareness and community engagement 🦾 strengthening national capacity to build evidence and coordination for long-term resilience and social cohesion Discussions brought together experts from Uzbekistan and international partners, including the Institute for Strategic and Regional Studies (ISRS), to confirm shared priorities, validate coordination mechanisms, and agree on practical measures and a joint 2026 workplan. The dialogue highlighted Uzbekistan’s integrated approach to combining security, justice, and social support within a nationally led framework. GCERF is pleased to contribute its expertise to this project, and with the EU FPI support, this partnership will help in effective reintegration and lasting stability in Uzbekistan and across Central Asia. @EU_Commission @eu_eeas
