Thank you, @SenatorDurbin for introducing this vital piece of legislation which addresses the backlogs WITHOUT killing employment based immigration for 193 out of 195 countries for a decade and without primarily benefiting only one industry.

@David_J_Bier Further, India's economy is currently in really bad shape, while the U.S. economy is doing relatively well. The bill creates a new incentive for dramatic increases in migration to the U.S. from India while creating a disincentive for ROW immigration because of the new backlog.
