However, I believe Commander (0-5) is as far down as he can be demoted, unless there’s evidence of other wrongdoings while he was in the Navy.
For an officer grade determination (OGD), you get demoted down to the last rank you served honorably as. Here, he knowingly and willingly threatened good order and discipline for the entire Armed Services while holding the retired rank of Captain (0-6). So, he’s lose the rank/s he committed the offense in.
Sometimes they’ll get knocked down more than one rank through an OGD when there’s evidence of misdeeds while holding other lower ranks.
