Monsieur le Ministre @onduhungirehe Votre réaction au post du fils de l’ancien président Habyarimana @JLHaby illustre malheureusement une pratique devenue récurrente dans la communication du régime de @rpfinkotanyi : détourner un débat politique légitime vers des attaques personnelles, des accusations graves et des rappels sélectifs de l’histoire, au lieu de répondre sur le fond des questions soulevées. Assimiler systématiquement toute voix critique à une menace pour la sécurité nationale ou à une proximité supposée avec les #FDLR ne renforce en rien la crédibilité d’un gouvernement. Au contraire, ce type de rhétorique appauvrit le débat public et restreint l’espace politique dont toute société a besoin pour progresser. De nombreux Rwandais, à l’intérieur du pays comme dans la diaspora, aspirent simplement à un débat ouvert et mature, où les questions politiques peuvent être discutées sans intimidation ni diabolisation. Répondre par des insinuations et des procès d’intention ne fait que renforcer l’idée que toute critique est automatiquement perçue comme un crime. Quant aux déplacements ou aux activités personnelles du fils de l’ancien président, les présenter comme une « insulte à l’intelligence » relève davantage de la disqualification politique que d’un argument sérieux. La véritable insulte à l’intelligence des citoyens serait plutôt de prétendre que tout Rwandais qui exprime une opinion politique en dehors de la ligne officielle doit nécessairement être présenté comme un ennemi de l’État. Le Rwanda mérite mieux qu’un débat fondé sur la peur et la stigmatisation. Un ministre des Affaires étrangères @RwandaMFA devrait contribuer à élever le niveau du débat public, et non à l’abaisser. Les propos du ministre Olivier Nduhungirehe @onduhungirehe vont dans la contradiction avec la propagande du ministre Bizimana. Comment expliquer celà quand il s'agit de deux ministres d'un même gouvernement ? Nduhungirehe dénonce -t-il Bizimana ? "Today's exchange has confirmed something we already know from history and from painful lived experience, that hate speech is not just speech. When it goes unchallenged, when it is normalised, when it is politically instrumentalised, it becomes an enabling factor for violence." Le réponse n'est pas loin. Le gouvernement rwandais @RwandaGov est passé maître dans la manipulation, le fond de la pensée des ministres est le même : la haine. Cela s'avère vrai dans la mesure où Mr Nduhungirehe rejoint son homologue dans la deuxième partie de ses propos où il abonde dans des accusations non avérées à l'encontre de la RDC.

As we have said from the beginning, any suggestion of an indefinite pause in President @realDonaldTrump’s plan to sanction the @PaulKagame regime was fiction—existing only in the minds of Kagame and his allies. Unlike the “unnamed sources” cited by @WSJ, we deal in facts and name names. There are a handful of individuals in Washington who present themselves as neutral but, in practice, have consistently aligned with @PaulKagame. They speak softly to the DRC while working behind the scenes to undermine its sovereignty, convinced they know what is best for “Africa.” Now, the same voices are attempting to reposition themselves as champions of accountability, using phrases like “This sends a blunt message.” The obvious question is: if you believed that, why did you not deliver your own blunt message when it mattered? Let us be clear: Kagame’s actions have resulted in the deaths of innocent Congolese civilians, open hostility toward the President of the United States (@realDonaldTrump), and direct contempt for U.S. interests. There is no moral equivalence here—and no obligation to extend courtesy to a regime that has shown none.

Any claim by “unnamed officials” in @WSJ that the U.S. has paused plans to sanction the @PaulKagame regime for ongoing #M23 atrocities is false. That fiction lives only in Kagame’s head and among his allies in D.C. Here are the facts: From @SecRubio and @US_SrAdvisorAF to official @WhiteHouse and @StateDept communiqués, as well as congressional leaders like Rep. Chris Smith, it has been clear that accountability is coming. Unlike @WSJ’s “unnamed officials,” we deal in reality, and we name names. Senator @LindseyGrahamSC is a man of honor. To suggest he is shielding #Kagame, a brutal war criminal, is absurd. What actually happened is that Kagame assured Sen. Graham that Rwanda would comply with the Washington Accords and that #M23 needed time to withdraw. As of February 27, M23 remains in eastern DRC committing atrocities. Fact: Kagame lied to Sen. #Graham. The Senator is known and respected. The one thing you do not do is lie to Senator Graham and then attempt to rewrite the narrative through selective leaks of a private call.
