𝐂𝐎𝐍𝐆𝐑𝐀𝐓𝐔𝐋𝐀𝐓𝐈𝐎𝐍𝐒/𝐊𝐔𝐃𝐎𝐒 𝐄𝐭𝐡𝐢𝐨𝐩𝐢𝐚𝐧 𝐇𝐨𝐮𝐬𝐞 𝐨𝐟 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐑𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐚𝐭𝐢𝐯𝐞𝐬 𝐨𝐧 𝐚𝐝𝐨𝐩𝐭𝐢𝐧𝐠 𝐭𝐡𝐞 𝐧𝐞𝐰 𝐂𝐫𝐢𝐦𝐢𝐧𝐚𝐥 𝐏𝐫𝐨𝐜𝐞𝐝𝐮𝐫𝐞 𝐚𝐧𝐝 𝐄𝐯𝐢𝐝𝐞𝐧𝐜𝐞 𝐂𝐨𝐝𝐞 𝐚𝐬 𝐏𝐫𝐨𝐜𝐥𝐚𝐦𝐚𝐭𝐢𝐨𝐧 𝐍𝐨. 𝟏𝟒𝟏𝟎/𝟐𝟎𝟐𝟔. As both a criminal defense lawyer in America and as a preteen who virtually memorized Ethiopian Criminal and Civil Procedure tagging along with my father in the courts, I am thrilled and overjoyed that a new proclamation has been enacted after 65 years! One of the major reasons I attended law school in the US is because of my love for procedure. Since the reform began in 2018, I have talked to Ethiopian judges, prosecutors, police officials, defense attorneys and lawmakers about revising the procedural laws of the country. The fact that the new proclamation has been enacted is monumental and epochal because so many stakeholders had to agree to the various changes and revisions. I CONGRATULATE all stakeholders in the criminal procedure and evidence code reform process. For non-lawyers, criminal procedure is the set of rules governing the investigation, prosecution, adjudication, and punishment of crimes. It defines how the criminal justice system operates from police investigation and arrest through trial, sentencing, and appeals, ensuring constitutional rights are protected while adjudicating guilt or innocence. 𝐈 𝐛𝐞𝐥𝐢𝐞𝐯𝐞 𝐭𝐡𝐞 𝐬𝐢𝐧𝐠𝐮𝐥𝐚𝐫 𝐩𝐮𝐫𝐩𝐨𝐬𝐞 𝐨𝐟 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐢𝐬 𝐭𝐡𝐞 𝐩𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐧𝐚𝐭𝐮𝐫𝐚𝐥 𝐫𝐢𝐠𝐡𝐭 𝐭𝐨 “𝐥𝐢𝐟𝐞, 𝐥𝐢𝐛𝐞𝐫𝐭𝐲 𝐚𝐧𝐝 𝐩𝐫𝐨𝐩𝐞𝐫𝐭𝐲/𝐩𝐮𝐫𝐬𝐮𝐢𝐭 𝐨𝐟 𝐡𝐚𝐩𝐩𝐢𝐧𝐞𝐬𝐬.” 𝐍𝐨 𝐝𝐞𝐦𝐨𝐜𝐫𝐚𝐭𝐢𝐜 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐜𝐚𝐧 𝐝𝐞𝐩𝐫𝐢𝐯𝐞 𝐚𝐧𝐲 𝐩𝐞𝐫𝐬𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞𝐬𝐞 𝐫𝐢𝐠𝐡𝐭𝐬 𝐰𝐢𝐭𝐡𝐨𝐮𝐭 𝐝𝐮𝐞 𝐩𝐫𝐨𝐜𝐞𝐬𝐬 𝐨𝐟 𝐥𝐚𝐰. It is true that over the past eight years the Government of Ethiopia has undertaken substantial legal and institutional reforms aimed at elevating Ethiopian laws to comply with international standards. To me, few things are more important than modernizing the legal system. Legal reform is necessary in meeting evolving societal, technological, and economic needs. Reform is vital to ensure laws remain relevant, fair, and effective. Above all, reform is necessary to strengthen the rule of law, promote social equity by protecting human rights, and foster economic development through stable, transparent legal frameworks. There is much more to be done to modernize the Ethiopian legal system and practices. But I want to congratulate and express my appreciation to all who continue to participate in the long and arduous legal reform process. William Pitt (the Elder) centuries ago told the House of Lords, “Unlimited power is apt to corrupt the minds of those who possess it; and this I know, my lords, that where laws end, tyranny begins.” I would add, “‘Friends, Ethiopians and countrymen, lend me your ears.’ Where the law remains unchanged for decades, it becomes outdated, irrelevant, and obsolete. Obsolete laws create legal, social, and economic problems leading to a loss of public confidence in the legal system. The House of People’s Representatives has adopted the new Criminal Procedure and Evidence Code as Proclamation No. 1410/2026. Over the past eight years, the Government of Ethiopia has undertaken a wide range of legal and institutional reforms aimed at strengthening constitutionality, enhancing the protection of rights, and consolidating the rule of law. Reform of the Criminal Procedure Code was identified as a key priority within this broader reform agenda. The previous Criminal Procedure Code of 1961, which had been in force for more than half a century, had become outdated. Comprehensive revision was therefore necessary to align it with the FDRE Constitution, the Criminal Justice Policy, and recent international developments, as well as to accommodate new processes and technologies. The newly adopted Criminal Procedure and Evidence Code is the result of extensive consultations conducted over several years. It marks a significant milestone in reforming the criminal justice system, introducing comprehensive rules of evidence and addressing gaps in criminal investigation and prosecution. #EthiopiaDelivers #PMOEthiopia

In an American courtroom, when the prosecution or defense complete presentation of their evidence, and have nothing more to add, it is cutomary for them to declare, “The defense/prosecution rests.” In promoting Addis Ababa as Africa’s most beautiful and exquisite city, and its residents as the most peaceful and hospitable people, I call my last witness in this video and submit my case to the court of world public opinion. 𝐒𝐄𝐄𝐈𝐍𝐆 𝐈𝐒 𝐁𝐄𝐋𝐈𝐄𝐕𝐈𝐍𝐆?! 𝐖𝐡𝐨𝐞𝐯𝐞𝐫 𝐬𝐚𝐢𝐝, “𝐒𝐞𝐞𝐢𝐧𝐠 𝐢𝐬 𝐛𝐞𝐥𝐢𝐞𝐯𝐢𝐧𝐠,” 𝐡𝐚𝐬 𝐧𝐨𝐭 𝐬𝐞𝐞𝐧 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚 𝐥𝐚𝐭𝐞𝐥𝐲. You can see Addis Ababa all day long, but you won’t believe your eyes, especially if you knew the “old” Addis Ababa (“old” is pre-2024). In 2020 (2012 E.C.), PM Abiy Ahmed urged all Ethiopians, and specifically Addis Ababans, “Let’s make Addis Ababa beautiful.” In 2026, Addis Ababa is not just “beautiful,” she is elegant, exquisite, gorgeous, lovely, stunning, pretty, superb, graceful, delightful, and wonderful. Are these words of hyperbole? Well, what makes a city “beautiful?” Nicely arranged brick and mortar? Shiny glass and steel? It is true, “beauty is in the eye of the beholder.” In my eyes, what makes Addis Ababa a beautiful city is that it offers a great quality of life, balancing safety, cleanliness, walkability, and vibrant public spaces with accessible services. Its neighborhoods are diverse, interesting and have maintained their distinct local character with ample green spaces. 𝐀𝐝𝐝𝐢𝐬 𝐢𝐬 𝐚 𝐜𝐥𝐞𝐚𝐧 𝐜𝐢𝐭𝐲! The city deploys an army of dedicated cleaning crews and community members for regular street sweeping, drain cleaning, and sanitation activities. City cleaning crews rise early and literally broom the streets. 𝐀𝐝𝐝𝐢𝐬 𝐢𝐬 𝐚 𝐰𝐚𝐥𝐤𝐚𝐛𝐥𝐞 𝐜𝐢𝐭𝐲, 𝐧𝐨𝐭 𝐚 𝐬𝐩𝐫𝐚𝐰𝐥𝐢𝐧𝐠 𝐮𝐫𝐛𝐚𝐧 𝐣𝐮𝐧𝐠𝐥𝐞. People can walk to and from work. In the neighborhoods, there is hustle and bustle as many of them are mixed-use zones with shops, cafes, stores, restaurants and homes in proximity. Addis has vibrant public spaces that are safe, clean with ample parks, soccer fields, squares, and well-designed streets that encourage social interaction. 𝐓𝐡𝐞 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚 𝐂𝐨𝐫𝐫𝐢𝐝𝐨𝐫 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 (𝐥𝐚𝐮𝐧𝐜𝐡𝐞𝐝 𝟐𝟎𝟐𝟒) 𝐡𝐚𝐬 𝐭𝐫𝐚𝐧𝐬𝐟𝐨𝐫𝐦𝐞𝐝 𝐭𝐡𝐞 𝐜𝐢𝐭𝐲 𝐰𝐢𝐭𝐡 𝐮𝐫𝐛𝐚𝐧 𝐫𝐞𝐧𝐞𝐰𝐚𝐥 𝐦𝐚𝐤𝐢𝐧𝐠 𝐢𝐭 𝐚 𝐦𝐨𝐝𝐞𝐫𝐧, 𝐩𝐞𝐝𝐞𝐬𝐭𝐫𝐢𝐚𝐧-𝐟𝐫𝐢𝐞𝐧𝐝𝐥𝐲, 𝐚𝐧𝐝 𝐬𝐮𝐬𝐭𝐚𝐢𝐧𝐚𝐛𝐥𝐞 𝐜𝐚𝐩𝐢𝐭𝐚𝐥. Roads have been widened, and massive changes made in lighting and overall enhanced infrastructure. 𝐓𝐡𝐞 𝐑𝐢𝐯𝐞𝐫𝐬𝐢𝐝𝐞 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 (𝐒𝐡𝐞𝐠𝐞𝐫 𝐑𝐢𝐯𝐞𝐫𝐬𝐢𝐝𝐞/𝐁𝐞𝐚𝐮𝐭𝐢𝐟𝐲𝐢𝐧𝐠 𝐒𝐡𝐞𝐠𝐞𝐫) 𝐢𝐬 𝐭𝐫𝐚𝐧𝐬𝐟𝐨𝐫𝐦𝐢𝐧𝐠 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚 𝐛𝐲 𝐜𝐨𝐧𝐯𝐞𝐫𝐭𝐢𝐧𝐠 𝐩𝐨𝐥𝐥𝐮𝐭𝐞𝐝 𝐫𝐢𝐯𝐞𝐫𝐛𝐚𝐧𝐤𝐬 𝐢𝐧𝐭𝐨 𝟒𝟕 𝐤𝐦 𝐨𝐟 𝐠𝐫𝐞𝐞𝐧 𝐬𝐩𝐚𝐜𝐞𝐬, 𝐩𝐚𝐫𝐤𝐬, 𝐚𝐧𝐝 𝐫𝐞𝐜𝐫𝐞𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐳𝐨𝐧𝐞𝐬. This major urban renewal aims to improve air quality, boosts eco-tourism, increases property values, and modernize the city infrastructure. 𝐎𝐟 𝐜𝐨𝐮𝐫𝐬𝐞, 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚 (𝐦𝐞𝐚𝐧𝐬 “𝐍𝐞𝐰 𝐅𝐥𝐨𝐰𝐞𝐫”) 𝐢𝐬 𝐧𝐨𝐭 𝐚𝐥𝐥 𝐬𝐮𝐧𝐬𝐡𝐢𝐧𝐞 𝐚𝐧𝐝 𝐫𝐨𝐬𝐞𝐬. It has its own challenges, problems and issues. 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚 𝐟𝐚𝐜𝐞𝐬 𝐭𝐫𝐚𝐧𝐬𝐩𝐨𝐫𝐭𝐚𝐭𝐢𝐨𝐧 𝐜𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬 𝐫𝐨𝐨𝐭𝐞𝐝 𝐢𝐧 𝐫𝐚𝐩𝐢𝐝 𝐮𝐫𝐛𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐚𝐧 𝐢𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞 𝐭𝐡𝐚𝐭 𝐡𝐚𝐬 𝐬𝐭𝐫𝐮𝐠𝐠𝐥𝐞𝐝 𝐭𝐨 𝐤𝐞𝐞𝐩 𝐩𝐚𝐜𝐞 𝐰𝐢𝐭𝐡 𝐝𝐞𝐦𝐚𝐧𝐝. There is traffic congestion, especially during peak hours, and limited public transport capacity. The public transport system, consisting of a mix of government-owned buses, a Light Rail Transit (LRT) system, and private mini-bus taxis, struggles with endless demand for capacity. 𝐁𝐮𝐭 𝐭𝐡𝐞 𝐜𝐢𝐭𝐲 𝐡𝐚𝐬 𝐢𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐞𝐝 𝐬𝐞𝐯𝐞𝐫𝐚𝐥 𝐢𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞𝐬 𝐚𝐧𝐝 𝐬𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐞𝐬 𝐭𝐨 𝐢𝐦𝐩𝐫𝐨𝐯𝐞 𝐭𝐡𝐞 𝐬𝐢𝐭𝐮𝐚𝐭𝐢𝐨𝐧. There are ongoing road projects, corridor development initiatives, and the construction of Bus Rapid Transit (BRT) lines aim to enhance capacity and connectivity. The Addis Ababa City government has developed an ambitious Non-Motorized Transport (NMT) Strategy and is promoting electric mobility, including the introduction of electric taxis and buses, to reduce congestion and emissions. Over 100 electric buses (e-buses) operate in the city as part of the public transport fleet and is a major part of the country’s green initiative to reduce fuel dependence and pollution. Technological Integration Initiatives are underway to introduce an Intelligent Transport System (ITS) network for better traffic management and electronic ticketing systems to improve fare collection and data analysis. There is a Public Awareness: The “Menged Le Sew” (Roads for People) project which has been instrumental in raising awareness about the potential of non-motorized transport and reclaiming public space. 𝐀𝐝𝐝𝐢𝐬 𝐢𝐬 𝐚 𝐬𝐚𝐟𝐞 𝐜𝐢𝐭𝐲, 𝐛𝐮𝐭 𝐢𝐭 𝐡𝐚𝐬 𝐢𝐬𝐬𝐮𝐞𝐬, 𝐥𝐢𝐤𝐞 𝐦𝐚𝐧𝐲 𝐮𝐫𝐛𝐚𝐧 𝐚𝐫𝐞𝐚𝐬 𝐢𝐧 𝐭𝐡𝐞 𝐰𝐨𝐫𝐥𝐝, 𝐰𝐢𝐭𝐡 𝐩𝐞𝐭𝐭𝐲 𝐜𝐫𝐢𝐦𝐞 such as pickpocketing, scams, phone snatching and confrontational theft of cash, phones, jewelry, or bags. These crimes are driven by unemployment and rural-urban migration. 𝐓𝐡𝐞 𝐟𝐚𝐜𝐭 𝐢𝐬 𝐭𝐡𝐚𝐭 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚 𝐢𝐬 𝐬𝐚𝐟𝐞𝐫 𝐭𝐡𝐚𝐧 𝐦𝐚𝐧𝐲 𝐨𝐭𝐡𝐞𝐫 𝐦𝐚𝐣𝐨𝐫 𝐀𝐟𝐫𝐢𝐜𝐚𝐧 𝐜𝐚𝐩𝐢𝐭𝐚𝐥𝐬. For instance, Nairobi generally has a higher, more violent crime rate than Addis Ababa, frequently appearing among top African cities for high crime. 𝐀𝐢𝐫 𝐩𝐨𝐥𝐥𝐮𝐭𝐢𝐨𝐧 𝐢𝐬 𝐚 𝐩𝐫𝐨𝐛𝐥𝐞𝐦 𝐢𝐧 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚, 𝐞𝐬𝐩𝐞𝐜𝐢𝐚𝐥𝐥𝐲 𝐢𝐧 𝐭𝐡𝐞 𝐞𝐯𝐞𝐧𝐢𝐧𝐠. Significant contributors include emissions from old vehicles, diesel buses, trucks, open waste burning, and residential biomass use for cooking and heating. 𝐁𝐮𝐭 𝐭𝐡𝐞 𝐜𝐢𝐭𝐲 𝐨𝐟 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐟𝐞𝐝𝐞𝐫𝐚𝐥 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐚𝐫𝐞 𝐭𝐚𝐤𝐢𝐧𝐠 𝐚𝐠𝐠𝐫𝐞𝐬𝐬𝐢𝐯𝐞 𝐚𝐜𝐭𝐢𝐨𝐧 𝐄𝐭𝐡𝐢𝐨𝐩𝐢𝐚 𝐭𝐨 𝐫𝐞𝐝𝐮𝐜𝐞 𝐞𝐦𝐢𝐬𝐬𝐢𝐨𝐧𝐬. Ethiopia became the world's first country to ban fossil fuel car imports in early 2024, driving a rapid shift toward electric vehicles (EVs) to curb 4$ billion in annual fuel import costs. With massive tax exemptions and rising adoption, EVs now make up about 6% of all vehicles. Over 100,000 EVs are on the road, with charging infrastructure expanding rapidly. 𝐓𝐡𝐞 𝐜𝐢𝐭𝐲, 𝐭𝐡𝐞 𝐟𝐞𝐝𝐞𝐫𝐚𝐥 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐩𝐫𝐢𝐯𝐚𝐭𝐞 𝐬𝐞𝐜𝐭𝐨𝐫 𝐚𝐫𝐞 𝐰𝐨𝐫𝐤𝐢𝐧𝐠 𝐢𝐧 𝐜𝐨𝐧𝐜𝐞𝐫𝐭to adopt air pollution reduction strategies by reducing open burning, creating vehicle emissions standards, improving vehicle emissions testing and enforcement, creating stronger standards for fuel quality, improving air quality monitoring and removing old gross polluting vehicles from circulation. 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚’𝐬 𝐦𝐚𝐬𝐬𝐢𝐯𝐞 𝐮𝐫𝐛𝐚𝐧 𝐫𝐞𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐡𝐚𝐬 𝐢𝐦𝐩𝐚𝐜𝐭𝐞𝐝 𝐜𝐞𝐫𝐭𝐚𝐢𝐧 𝐚𝐫𝐞𝐚𝐬 𝐬𝐮𝐜𝐡 𝐚𝐬 𝐭𝐡𝐞 𝐏𝐢𝐚𝐬𝐬𝐚 𝐚𝐧𝐝 𝐊𝐚𝐳𝐚𝐧𝐜𝐡𝐢𝐬 𝐚𝐫𝐞𝐚𝐬. My old neighborhood of Kazanchis, which was a densely populated area characterized by substandard housing and lack of basic water and sanitation services, today boasts modern infrastructure and high-rise developments. While upgrading infrastructure, building high-end real estate, and creating public spaces, there have been demolitions in Piassa and Kazanchis. But many of the residents have been allocated condominiums on the outskirts of the city. Like all modernizing cities, Addis Ababa is undergoing a major urban transformation. But its aspiration is to become an equitable, livable, and inviting city to tourists and inclusively benefit its local residents. 𝐖𝐡𝐢𝐥𝐞 “𝐑𝐨𝐦𝐞 𝐰𝐚𝐬 𝐧𝐨𝐭 𝐛𝐮𝐢𝐥𝐭 𝐢𝐧 𝐚 𝐝𝐚𝐲,” 𝐀𝐝𝐝𝐢𝐬 𝐀𝐛𝐚𝐛𝐚 𝐢𝐬 𝐫𝐞-𝐛𝐮𝐢𝐥𝐭, 𝐫𝐞-𝐡𝐚𝐛𝐢𝐥𝐢𝐭𝐚𝐭𝐞𝐝 𝐚𝐧𝐝 𝐫𝐞-𝐜𝐫𝐞𝐚𝐭𝐞𝐝 𝐢𝐧 𝐭𝐰𝐨 𝐲𝐞𝐚𝐫𝐬. So, back to PM Abiy’s plea to beautify Addis Ababa. In 2020, the Man talked the talk, and between 2024-26, he walked, and walked and walked the talk day and night, rain or shine and got the job done come hell or high water. 𝐓𝐡𝐞 𝐌𝐚𝐧 𝐮𝐧𝐝𝐞𝐫 𝐩𝐫𝐨𝐦𝐢𝐬𝐞𝐝, 𝐛𝐮𝐭 𝐢𝐧 𝐭𝐰𝐨 𝐲𝐞𝐚𝐫𝐬 𝐰𝐞𝐧𝐭 𝐢𝐧𝐭𝐨 𝐨𝐯𝐞𝐫𝐝𝐫𝐢𝐯𝐞 𝐚𝐧𝐝 𝐨𝐯𝐞𝐫𝐝𝐞𝐥𝐢𝐯𝐞𝐫𝐞𝐝 𝐨𝐧 𝐡𝐢𝐬 𝐩𝐫𝐨𝐦𝐢𝐬𝐞 𝐨𝐟 𝐛𝐞𝐚𝐮𝐭𝐢𝐟𝐲𝐢𝐧𝐠 𝐀𝐝𝐝𝐢𝐬. Failure is always an option, but not for the Man. I normally don’t respond to armchair theorists, but I thought you were better informed than that. Indeed, You are free to please a narrative. I am equally free to challenge misinformation. With all due respect, claiming that 🇩🇯’s #ports are « expensive and inefficient » is not serious economics, it is simply a convenient talking point detached from facts. After Ethiopia lost direct access to the sea, Djibouti did not merely provide an alternative. Djibouti built the entire logistics backbone that enabled #Ethiopia’s #economic #transformation. More importantly, how can anyone credibly argue that Djibouti’s port investments are « insufficient »or « inappropriate »when over $10 billion has been invested in world-class infrastructure, including: • Deep-sea ports • Specialized terminals • An electrified railway • Integrated logistics corridors This is not inefficiency. This is strategic infrastructures built at scale and serving not only Ethiopia, but global trade and regional integration. Let me be absolutely clear: Without Djibouti, Ethiopia’s transformation at this scale would not have been possible. Djibouti has been an indispensable pillar of Ethiopia’s industrialization journey. As for the recurring narrative about the « billions paid to Djibouti». I welcome a transparent, fact-based debate with open books and verifiable data. Be my guest. I speak not from theory, but from direct involvement as one of the contributors and witnesses to this exceptional 🇩🇯🇪🇹 partnership journey. And also a great friend and lover of Ethiopia. You may well find that an apology to Djibouti is in order. Djibouti is not a burden. Djibouti is and has been a #strategic #multiplier for Ethiopia. It is time to move beyond misleading narratives and return to facts.

I believe these media debates are central in the democratic process. Candidates present their policy positions, allowing voters to assess their position on key issues. The public can evaluate candidate qualities in terms of their competence, leadership, integrity. Candidates holding office are forced to justify their records. The debates increase political interest, encourage voter turnout, and foster a more informed electorate. In the attached video clip, a young lady representing the ruling Prosperity Party debates a young man representing the Amhara National Movement (ANM). The ANM Representative argues, “Ethiopian youth face an existential problem: To live or not to live, to benefit economically or not to benefit, and to move from one place to another in peace and work. The youth have lost their citizenship rights. Ethiopians are not respected on the basis of their citizenship. I can say they are citizenship-less. The current constitution views the youth not based on their age or citizenship but based on their ethnicity or region.” The PP representative responds, “I am surprised about the claims of NAM (ABN, in Amharic). Its very name is Amhara National Movement. So, it is not appropriate for this (regional) party to talk about Ethiopian youth in general. The name of the party shows it is a party that does not go beyond the boundaries of one ethnic group. Our party has proven itself by doing work that would last for generations...” For decades, I have been prophesying the rise of Ethiopia’s Cheetah (Young) Generation rising to shape and determine Ethiopia’s destiny. For decades and in all the years I have been writing my weekly commentaries, making speeches and giving media interviews, I never said I was going to change Ethiopia. I said my life’s mission is to change the minds of the young people who will change Ethiopia. As I watch in wonderment the vigorous and unfettered election debates, I can see clearly how Ethiopia’s young people will lead Ethiopia out of the land of poverty into the promised land of prosperity. 𝐈 𝐞𝐱𝐭𝐞𝐧𝐝 𝐬𝐩𝐞𝐜𝐢𝐚𝐥 𝐂𝐎𝐍𝐆𝐑𝐀𝐓𝐔𝐋𝐀𝐓𝐈𝐎𝐍𝐒 𝐀𝐍𝐃 𝐊𝐔𝐃𝐎𝐒 𝐭𝐨 𝐭𝐡𝐞 𝐏𝐞𝐨𝐩𝐥𝐞 𝐨𝐟 𝐃𝐢𝐫𝐞 𝐃𝐚𝐰𝐚 𝐨𝐧 𝐭𝐡𝐞 𝐨𝐩𝐞𝐧𝐢𝐧𝐠 𝐨𝐟 𝐭𝐡𝐞𝐢𝐫 𝐄𝐦𝐞𝐫𝐭𝐚 𝐋𝐢𝐛𝐫𝐚𝐫𝐲. I have a special attachment to libraries having spent a great deal of my youth and academic life in them. Libraries have played a special part in my life, especially intellectual life. In my youth, I avoided the “troubles of youth” (behavioral problems, social maladjustment) by spending long hours in the libraries during weekends and school holidays/vacations. I travelled the world and traversed the ages sitting in the library reading whatever caught my eye on the shelves. I read comic books and was inspired by the adventures of imaginary superheroes. I forced myself to discover the wisdom of the West by immersing myself in the literature of classical antiquity, the Renaissance (Aah! Shakespeare and Cervantes), the Enlightenment (Swift and Voltaire) and Modernism (Eliot and Joyce). I tried to discover the meaning of “ordered civil society,” “ethics and ,” “knowledge and doubt,” delving into the works of Plato, Aristotle, Kant, Locke, Descartes and Hume. When my soul rocked in darkness and I questioned the "meaning of life", I read Nietzsche, Kierkegaard, Dostoevsky, Russell, Wittgenstein, Sartre and others. 𝐁𝐨𝐨𝐤𝐬 𝐢𝐧 𝐭𝐡𝐞 𝐥𝐢𝐛𝐫𝐚𝐫𝐲 𝐨𝐩𝐞𝐧𝐞𝐝 𝐦𝐲 𝐦𝐢𝐧𝐝, 𝐦𝐲 𝐡𝐞𝐚𝐫𝐭 𝐚𝐧𝐝 𝐦𝐲 𝐬𝐨𝐮𝐥 𝐚𝐧𝐝 𝐦𝐚𝐝𝐞 𝐦𝐞 𝐭𝐡𝐞 𝐩𝐞𝐫𝐬𝐨𝐧 𝐈 𝐚𝐦 𝐭𝐨𝐝𝐚𝐲. In the late 1960s, the dream of many in my generation was to go abroad, especially to the US, to get higher education and live the American dream. Of course, that dream was what we saw in American publications, magazines, books and Hollywood movies. I could confidently say that long before I went to the US to do my undergraduate work in 1970, I knew more about American culture, society, literature, history and law, especially the Constitution, than the average American. I was in tune with the Civil Rights and Black Power Movement, the Counterculture Movement (hippie subculture), the Antiwar Movement and the Free Speech Movement. When I arrived in the US, I had no difficulty fitting in. I felt like I was home away from home. My very first job in America was "library assitant," shelving returned books. There is an idiom, “The world is your oyster.” It is intended to mean one has unlimited opportunities and the freedom to achieve anything in life, just like finding a valuable pearl inside an oyster. For me, “the world is the library.” I could find unlimited opportunities to acquire knowledge and let my imaginations go free. Dr. A.P.J. Abdul Kalam, the "Missile Man of India” ( for his pivotal role in developing India’s ballistic missile and nuclear weapons programs) and 11th President of India observed, “Libraries are the backbone of a nation. A library is not a luxury but one of the necessities of life.” Ray Bradbury, one of the most influential figures in 20th-century science fiction literature and author of Fahrenheit 451 (about a future society where books are outlawed and firemen burn any that are found" said, “Without libraries what have we? We have no past and no future.” 𝐅𝐨𝐫 𝐃𝐢𝐫𝐞 𝐃𝐚𝐰𝐚, 𝐄𝐦𝐞𝐫𝐭𝐚 𝐋𝐢𝐛𝐫𝐚𝐫𝐲 𝐢𝐬 𝐧𝐨𝐭 𝐚 𝐥𝐮𝐱𝐮𝐫𝐲 𝐛𝐮𝐭 𝐚𝐧 𝐚𝐛𝐬𝐨𝐥𝐮𝐭𝐞 𝐧𝐞𝐜𝐞𝐬𝐬𝐢𝐭𝐲. 𝐖𝐢𝐭𝐡 𝐄𝐦𝐞𝐫𝐭𝐚 𝐋𝐢𝐛𝐫𝐚𝐫𝐲, 𝐃𝐢𝐫𝐞 𝐃𝐚𝐰𝐚’𝐬 𝐩𝐚𝐬𝐭, 𝐩𝐫𝐞𝐬𝐞𝐧𝐭 𝐚𝐧𝐝 𝐟𝐮𝐭𝐮𝐫𝐞 𝐬𝐡𝐚𝐥𝐥 𝐛𝐞 𝐩𝐫𝐞𝐬𝐞𝐫𝐯𝐞𝐝. The Emerta Library is a project built using funds obtained from the sale of the book Medemer by Prime Minister Abiy Ahmed. The library is constructed on an area of more than 1,000 square meters and was built with modern infrastructure with three floors, including a terrace space so that users can read and use the services while enjoying the pleasant climate of Dire Dawa. The library includes a Braille reading section, an IT center designed for users with special needs, outdoor reading areas, private and group reading and study rooms, and a conference hall. Overall, the Library was built to serve up to 1,000 people at a time, and its bookshelves alone have the capacity to hold up to 1 million books. #PMOEthiopia

Today is the day the sun broke through a sky that had been dark for all of Africa and Black people! It is the day Ethiopia triumphed over invading forces who had encroached upon her borders and violated her sovereignty and her people's freedom on the mountains of Adwa. It is the day Ethiopia preserved civilization, which had remained unviolated for three thousand years. Our fore fathers and fore mothers deserve our utmost respect who through the sacrifice of their blood handed down to us an Ethiopia in which we live with pride, alongside a marvellous civilization, history, and great honour. We, the Ethiopians of today, must sustain the country our ancestors died to build by living in unity and love. Learning from them, we must say ‘No’ to poverty, division, and backward thinking, and transition Ethiopia toward prosperity. The time when Ethiopia becomes even greater than it has ever been, is not far off!

At 9:00 a.m. on March 1, 1896, Ethiopian troops – 100 thousand strong-- from their strategically hidden position in the hills overlooking the Adwa valley opened devastating crossfire on Italian forces with Hotchkiss artillery, Maxim machine guns and bolt action rifles. By 12 p.m., overwhelmed, outflanked and under relentless heavy barrage, the Italian troops fled the battlefield in panic with Ethiopian cavalry in pursuit. By the end of the day, 6 thousand Italian and colonial troops were killed, and 4 thousand captured. Ethiopian casualties numbered 7 thousand killed and 10 thousand wounded. From a strategic position on the flat-topped plateaus of Adwa, Emperor Menelik II and Empress Taytu Betul orchestrated a masterful tactical military campaign. Menelik used strategic deception – intelligence and misinformation and psychological warfare -- to outmaneuver the Italian commanders. Empress Taytu commanded her own contingent of 5 thousand infantry and 600 cavalry in the hills west of Adwa ready to provide logistical and tactical support. Many Europeans, incredulous that black people could win against a European army with such tactical supremacy and strategic dominance, rationalized the Adwa victory was the result of Ethiopians’ “Caucasian admixture” (European ancestry). Ethiopians’ decisive victory at Adwa made glorious history to last a thousand years and dealt a devastating blow to the myth of European white supremacy in the very heyday of the European Scramble for Africa. The Adwa victory forced Italy to recognize Ethiopia’s sovereignty and ensured international respect for Ethiopia as a sovereign and independent state. Adwa became a beacon of hope and a source of pride and inspiration for all black people and reinforced the idea of Ethiopia as a symbol of black freedom and self-determination. The Spirit of Adwa today lives in me. The Adwa victory has profoundly shaped my outlook on the world since childhood. I grew up feeling great pride that Ethiopians were special and exceptional people. If Ethiopians were the only black people in the world that were never subjected to white colonial rule, I reasoned it must be because they are special. For me, Ethiopian exceptionalism manifests itself not just in military victory over aggressors. It has a larger moral, spiritual and civilizational dimension rooted in Ethiopia’s scientifically demonstrated status as the cradle of humanity, the Land of Origins; and historically, as the undimmable beacon of freedom in Africa. I have met countless young Africans from countries that have undergone European colonialism, and African Americans whose ancestors have shouldered the burden of slavery and discrimination. In talking to them, I always sense in their words the intergenerational trauma of surviving colonialism and white supremacy. I see many of them struggling to discover their identity in a majority white society or living under a political and legal system created by colonial masters. 𝐈 𝐛𝐞𝐥𝐢𝐞𝐯𝐞 𝐀𝐝𝐰𝐚 𝐜𝐚𝐩𝐭𝐮𝐫𝐞𝐬 𝐭𝐡𝐞 𝐜𝐨𝐥𝐥𝐞𝐜𝐭𝐢𝐯𝐞 𝐢𝐝𝐞𝐧𝐭𝐢𝐭𝐲 𝐨𝐟 𝐚𝐥𝐥 𝐄𝐭𝐡𝐢𝐨𝐩𝐢𝐚𝐧𝐬 𝐫𝐨𝐨𝐭𝐞𝐝 𝐢𝐧 𝐭𝐡𝐞𝐢𝐫 𝐬𝐚𝐜𝐫𝐨𝐬𝐚𝐧𝐜𝐭 𝐮𝐧𝐢𝐭𝐲, 𝐬𝐨𝐯𝐞𝐫𝐞𝐢𝐠𝐧𝐭𝐲, 𝐝𝐢𝐠𝐧𝐢𝐭𝐲, 𝐭𝐞𝐫𝐫𝐢𝐭𝐨𝐫𝐢𝐚𝐥 𝐢𝐧𝐭𝐞𝐠𝐫𝐢𝐭𝐲 𝐚𝐧𝐝 𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲. 𝐈 𝐝𝐞𝐟𝐢𝐧𝐞 𝐭𝐡𝐞 𝐒𝐩𝐢𝐫𝐢𝐭 𝐨𝐟 𝐀𝐝𝐰𝐚 𝐚𝐬 𝐢𝐝𝐞𝐧𝐭𝐢𝐭𝐲 𝐚𝐧𝐝 𝐝𝐞𝐬𝐭𝐢𝐧𝐲 𝐟𝐨𝐫𝐠𝐞𝐝 𝐢𝐧 𝐕𝐢𝐜𝐭𝐨𝐫𝐲. Ethiopia has few friends, but is surrounded by enemies domestic and foreign, and frenemies. When we shed blood, sweat and tears to build the Grand Ethiopian Renaissance Dam, our historic enemies hellbent tried to make sure it will never be completed. They lobbied The World Bank and the IMF to deny Ethiopia any financial support for the dam. They weaponized the Trump Admisnistration in 2020 to arm-twist Ethiopia into surrendering her God-given right to use the water of the Blue Nile consistent with principles of international law. They dragged Ethiopia before the UN Security Council for sanctions a dozen times. Despite their wicked conspiracies, bitter and twisted lies, Ethiopia completed her dam and in the Spirit of Adwa became victorious. Ethiopia was once a poster nation for famine and drought, and was called a beggar nation. She was the object of global charity and handouts. Pop stars raised money for starving Ethiopians. USAID had the largest Productive Safety Net Program in Ethiopia. (Today, USAID is dead and gone. I am proud to have played a role in the demise of USAIDead.) 𝐈𝐧 𝐭𝐡𝐞 𝐒𝐩𝐢𝐫𝐢𝐭 𝐨𝐟 𝐀𝐝𝐰𝐚, 𝐭𝐨𝐝𝐚𝐲 𝐄𝐭𝐡𝐢𝐨𝐩𝐢𝐚 𝐢𝐬 𝐯𝐢𝐜𝐭𝐨𝐫𝐢𝐨𝐮𝐬𝐥𝐲 𝐚𝐭𝐭𝐚𝐢𝐧𝐢𝐧𝐠 𝐟𝐨𝐨𝐝 𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐚𝐧𝐝 𝐬𝐨𝐯𝐞𝐫𝐞𝐢𝐠𝐧𝐭𝐲 𝐰𝐢𝐭𝐡 𝐭𝐡𝐞 𝐰𝐢𝐝𝐞𝐬𝐩𝐫𝐞𝐚𝐝 𝐚𝐝𝐨𝐩𝐭𝐢𝐨𝐧 𝐨𝐟 𝐢𝐦𝐩𝐫𝐨𝐯𝐞𝐝, 𝐫𝐮𝐬𝐭-𝐫𝐞𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐰𝐡𝐞𝐚𝐭 𝐯𝐚𝐫𝐢𝐞𝐭𝐢𝐞𝐬. Ethiopia is Africa’s largest wheat producer, tripling its output and surpassing Egypt. Ethiopia success has been driven by widespread adoption of cluster farming and expanded irrigation, government policies which have improved seed distribution, fertilizer subsidies and enhanced agricultural extension services. Ethiopia is transforming from the land of famine to the land of cornucopia. For millennia, Ethiopia had an outlet to the sea, but has been landlocked for the past 30 years. It is sad that Ethiopia should remain an lonely island of prosperity in a Red Sea of poverty. Ethiopia’s port of Assab has been illegally and forcibly annexed by Eritrea. Somaliland, Kenya and Djibouti have offered autonomous seaport access to Ethiopia. 𝐈𝐧 𝐭𝐡𝐞 𝐒𝐩𝐢𝐫𝐢𝐭 𝐨𝐟 𝐀𝐝𝐰𝐚, 𝐄𝐭𝐡𝐢𝐨𝐩𝐢𝐚’𝐬 𝐩𝐮𝐫𝐬𝐮𝐢𝐭 𝐨𝐟 𝐬𝐞𝐚 𝐚𝐜𝐜𝐞𝐬𝐬 𝐢𝐬 𝐩𝐞𝐚𝐜𝐞𝐟𝐮𝐥 𝐚𝐧𝐝 𝐰𝐚𝐧𝐭𝐬 𝐚𝐜𝐜𝐞𝐬𝐬 𝐛𝐚𝐬𝐞𝐝 𝐨𝐧 𝐝𝐢𝐚𝐥𝐨𝐠𝐮𝐞 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐩𝐫𝐢𝐧𝐜𝐢𝐩𝐥𝐞 𝐨𝐟 𝐠𝐢𝐯𝐞 𝐚𝐧𝐝 𝐭𝐚𝐤𝐞. Ethiopia’s position is supported by the US, the Russian Federation, the EU, China, India, Turkiye, the UAE, Israel and many other countries. Just in the past month a wave of international leaders have come to strengthen relations with Ethiopia, including Italy’s PM Meloni, Turkey’s President Erdoğan, Israel’s President Herzog, Germany’s FM Wadephul and Saudi FM Prince Faisal. 𝐓𝐡𝐞 𝐢𝐦𝐦𝐮𝐭𝐚𝐛𝐥𝐞 𝐟𝐚𝐜𝐭 𝐢𝐬 𝐭𝐡𝐚𝐭 𝐄𝐭𝐡𝐢𝐨𝐩𝐢𝐚 𝐰𝐢𝐥𝐥 𝐧𝐨𝐭 𝐫𝐞𝐦𝐚𝐢𝐧 𝐚 𝐠𝐞𝐨𝐠𝐫𝐚𝐩𝐡𝐢𝐜 𝐩𝐫𝐢𝐬𝐨𝐧𝐞𝐫. 𝐈𝐧 𝐭𝐡𝐞 𝐒𝐩𝐢𝐫𝐢𝐭 𝐨𝐟 𝐀𝐝𝐰𝐚, 𝐄𝐭𝐡𝐢𝐨𝐩𝐢𝐚 𝐰𝐢𝐥𝐥 𝐡𝐚𝐯𝐞 𝐬𝐞𝐚 𝐚𝐜𝐜𝐞𝐬𝐬 𝐛𝐲 𝐡𝐨𝐨𝐤 𝐨𝐫 𝐜𝐫𝐨𝐨𝐤, 𝐛𝐲 𝐚𝐥𝐥 𝐦𝐞𝐚𝐧𝐬 𝐧𝐞𝐜𝐞𝐬𝐬𝐚𝐫𝐲, 𝐜𝐨𝐦𝐞 𝐡𝐞𝐥𝐥 𝐨𝐫 𝐡𝐢𝐠𝐡 𝐰𝐚𝐭𝐞𝐫, 𝐜𝐨𝐦𝐞 𝐰𝐡𝐚𝐭 𝐦𝐚𝐲 𝐚𝐧𝐝 𝐚𝐭 𝐚𝐥𝐥 𝐜𝐨𝐬𝐭𝐬. 𝐈𝐧 𝐭𝐡𝐞 𝐒𝐩𝐢𝐫𝐢𝐭 𝐨𝐟 𝐀𝐝𝐰𝐚, 𝐄𝐭𝐡𝐢𝐨𝐩𝐢𝐚 𝐡𝐚𝐬 𝐞𝐦𝐞𝐫𝐠𝐞𝐝 𝐚𝐬 𝐚 𝐠𝐥𝐨𝐛𝐚𝐥 𝐥𝐞𝐚𝐝𝐞𝐫 𝐢𝐧 𝐠𝐫𝐞𝐞𝐧 𝐥𝐞𝐠𝐚𝐜𝐲 𝐚𝐧𝐝 𝐮𝐫𝐛𝐚𝐧 𝐫𝐞𝐧𝐞𝐰𝐚𝐥, 𝐝𝐫𝐢𝐯𝐞𝐧 𝐛𝐲 𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐢𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞𝐬 𝐬𝐩𝐞𝐚𝐫𝐡𝐞𝐚𝐝𝐞𝐝 𝐛𝐲 𝐏𝐌 𝐀𝐛𝐢𝐲 𝐀𝐡𝐦𝐞𝐝. The Green Legacy Initiative, launched in 2019, has mobilized over 25 million citizens to plant more than 48 billion tree seedlings, making a world record in large-scale reforestation, agroforestry, urban greening, and climate resilience. Ethiopia’s leadership in environmental action has earned her international recognition, including being selected to host COP32 in 2027. The Corridor Development Project has transformed many parts of Ethiopia into modern, people-centered urban centers. Over 300 projects have been completed across 60 plus urban areas, featuring wide pedestrian walkways, bicycle lanes, green spaces, and modern infrastructure. 𝐓𝐡𝐞 𝐒𝐩𝐢𝐫𝐢𝐭 𝐨𝐟 𝐀𝐝𝐰𝐚 𝐟𝐨𝐫 𝐭𝐡𝐢𝐬 𝐚𝐧𝐝 𝐜𝐨𝐦𝐢𝐧𝐠 𝐠𝐞𝐧𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐬 𝐢𝐬 𝐭𝐡𝐞 𝐢𝐧𝐬𝐩𝐢𝐫𝐚𝐭𝐢𝐨𝐧 𝐭𝐨 𝐜𝐨𝐧𝐭𝐢𝐧𝐮𝐞 𝐭𝐨 𝐌𝐀𝐊𝐄 𝐄𝐓𝐇𝐈𝐎𝐏𝐈𝐀 𝐆𝐑𝐄𝐀𝐓 𝐀𝐆𝐀𝐈𝐍. The Spirit of Adwa will accelerate Ethiopia’s march out of poverty into the Promised Land of Prosperity. Ethiopia will replace toxic identity politics with the politics of national unity (Ethiopiawinet) based on dialogue, negotiation and compromise. We will MAKE ETHIOPIA GREAT AGAIN by building a pluralistic society that thrives and blossoms under the rule of law and protection of individual rights. I have been following Gregory Meeks, U.S. Representative for New York's 5th Congressional District for years. Meeks was die-hard supporter of the terrorist group Tigray People’s Liberation Front (TPLF). He left no stones unturned to impose crippling sanctions on Ethiopia in an attempt to restore the terrorist TPLF to power. There was no doubt in my mind that Meeks was on the take in his blind advocacy for the restoration of the terrorist TPLF to power Ethiopia. He has been labeled by watchdog groups such as Citizens for Responsibility and Ethics in Washington (CREW) as one of the most corrupt members of Congress. CREW included Meeks on its “Most Corrupt Members of Congress” list in multiple years, citing allegations including a $40,000 loan with no repayment terms from a businessman that was not properly disclosed, misuse of campaign funds resulting in a $63,000 fine from the FEC in 2008, and involvement with nonprofit organizations accused of misusing donations, including funds raised for Hurricane Katrina victims. House ethics investigations focused on Meeks’ purchase of a home in Queens for significantly below market value and his ties to financier R. Rubio’s Senate confirmation was 99-0, reflecting broad bipartisan respect for his vast foreign policy experience. Rubio’s speech at the 2026 Munich Security Conference was widely praised, with European diplomats expressing relief over his steady diplomatic tone. Media outlets like The Atlantic and The New Yorker have highlighted his increased political stature, noting his dual role as Secretary of State and National Security Adviser, a level of influence not seen since Henry Kissinger. Meeks, the Ranking Member of the House Foreign Affairs Committee, tried a cute comic stunt to portray Rubio as an overstretched and power hungry bureaucrat because he has consolidated roles as National Security Adviser and administrator of US aid without proper congressional consultation. Rubio robustly defended his actions, stating he was asked to serve in those roles and that the work was being done effectively, with USAID folded into the State Department. Rice was at the center of the conspiracy to launch the terrorist TPLF attack on the Ethiopian Northern Command on November 3-4, 2020, which eventually caused the deaths of nearly one million Ethiopians and billions of dollars in property destruction. Rice secretly masterminded, coordinated and planned with terrorist TPLF leaders and other US officials to launch a surprise attack on the Ethiopian Northern command timed to coincide with the U.S. presidential election to minimize global attention. Rice and her underlings, including Antony Blinken, Jake Sullivan, and Samantha Power, approved the operation and later worked to undermine the Ethiopian government through propaganda, diplomatic pressure, and efforts to frame the terrroist war as a "humanitarian crisis." When the terrorist TPLF was defeated, Rice orchestrated a “grey war” against Ethiopia using psychological operations (psyops) to vilify Ethiopian leaders; pushed for international investigations that falsely accuse Ethiopia of genocide and war crimes; promoted the TPLF as a legitimate negotiating partner, despite its role in the attack and attempting to use U.S. influence to force Ethiopia into negotiations with the TPLF. Dinqnesh ( or “Wonderful One” as we call her in Ethiopia) or Lucy (Australopithecus afarensis) was discovered in 1974 in the Great Rift Valley Afar Region of Northern Ethiopia. It is a 3.2-million-year-old fossil and one of the most complete early hominid skeletons ever found. Ardipithecus kadabba and Ardipithecus ramidus are two early hominin species also discovered in the Middle Awash region of Ethiopia in the Afar Depression of the East African Rift Zone. These species are believed to date back 5.8–5.2 million years ago marking a pivotal stage in human evolution. Fossils from the Lower Omo Valley in Southern Ethiopia, dated to 195,000 years ago, are among the oldest anatomically modern human remains, supporting the theory that homo sapiens ("thinking man") originated in Africa. The Lower Omo River Valley and the Middle Awash Valley are UNESCO World Heritage sites, recognized for their exceptional paleoanthropological significance. Scientific consensus, supported by DNA and fossil evidence, confirms that all modern humans trace their ancestry to African populations, with Ethiopia playing a central role in that origin story. Ethiopia has yielded the oldest known stone tools, dating back to around 2.6 million years ago, indicating early technological development. 𝐉𝐞𝐬𝐬𝐞 𝐋. 𝐉𝐚𝐜𝐤𝐬𝐨𝐧 𝐃𝐢𝐞𝐬, 𝐁𝐮𝐭 𝐊𝐞𝐞𝐩𝐬 𝐇𝐨𝐩𝐞 𝐀𝐥𝐢𝐯𝐞, 𝐅𝐨𝐫𝐞𝐯𝐞𝐫! The Reverend Jesse L. Jackson, Sr., was the indisputable heavyweight civil rights champion and icon in America for the past half century. He was also a towering global civil rights leader who championed human rights, democracy and freedom in South Africa, the Middle East, and Latin America. He was a charismatic and eloquent preacher and orator. His message on empowerment, justice, and inclusion had universal appeal and following. He carried the mantle of Dr. Martin Luther King, Jr. Reverend Jackson inspired oppressed peoples throughout the world with his message of “Keep Hope Alive,” which he popularized as a rallying cry for resilience and optimism during his 1984 presidential run. He inspired youth, especially African American, with his message of hope, resilience and defiance against injustice. He preached, “If my mind can conceive it, my heart can believe it, then I can achieve it.” He campaigned against the devasting drug epidemic in the African American community by preaching, “Hope not dope.” He affirmed the human dignity and self-worth of black people by defiantly declaring, “I am Somebody.” He taught never to give up and to "hold on and hold out” in the face of oppression and adversity. Despite his defiance to injustice in America, he never gave up on the promise of America. He believed “America is like a quilt,” a place of unity in diversity where people of diverse backgrounds live under the protection of the US Constituion. Jackson was an implacable advocate of reform in the American criminal justice system. He never tired reminding people that “Blacks make up more than 40% of the prison population, but only 13% of the nation’s population.” His solution was mass mobilization of voters to demand dramatic reform in the criminal justice system. Rev. Jackson advocated for reforms including “qualified immunity” for police (who intentionally violate citizens’ constitutional rights), chokeholds and no-knock warrants, and demanded a curb on the militarization of law enforcement, and establishment of a national registry for police misconduct. He pushed for broader reforms by demanding structural reforms in criminal sentencing, racial bias in jury selection, and reforming the death penalty. Rev. Jackson argued for removal of criminal history checkboxes from job applications and improving reentry programs for formerly incarcerated individuals. Rev. Jesse Jackson was a very special friend and relentless advocate for Ethiopia in the dispute over the Nile River and the construction of Grand Ethiopian Renaissance Dam (GERD). Rev. Jackson was an unapologetic advocate for Ethiopia in its dispute over the Grand Ethiopian Renaissance Dam (GERD), criticizing U.S. foreign policy decisions under the Trump administration as an affront to Ethiopian sovereignty and blatantly partial to Egypt. He condemned the suspension of U.S. aid to Ethiopia as unjust. He equated US pressure on Ethiopia to accept Egypt’s one-sided position as a form of neocolonialism. He also taught the international community that GERD is vital for lifting millions of Ethiopians out of poverty by providing electricity and economic growth. 𝐒𝐎 𝐈𝐓 𝐈𝐒 𝐖𝐈𝐓𝐇 𝐓𝐇𝐄 𝐖𝐎𝐑𝐊 𝐎𝐅 𝐓𝐇𝐎𝐒𝐄 𝐈𝐍 𝐓𝐇𝐄 𝐄𝐓𝐇𝐈𝐎𝐏𝐈𝐀𝐍 𝐉𝐔𝐒𝐓𝐈𝐂𝐄 𝐒𝐘𝐒𝐓𝐄𝐌 It was my pleasure and honor to join prosecutors and leadership of the Ministry of Justice of the Federal Democratic Republic of Ethiopia this past Friday at their 13th Monthly Panel Discussion. 𝐖𝐡𝐚𝐭 𝐚𝐧 𝐢𝐫𝐨𝐧𝐢𝐜 𝐭𝐰𝐢𝐬𝐭 𝐨𝐟 𝐟𝐚𝐭𝐞 𝐟𝐨𝐫 𝐦𝐞 𝐭𝐨 𝐧𝐨𝐰 𝐰𝐨𝐫𝐤 𝐰𝐢𝐭𝐡 𝐄𝐭𝐡𝐢𝐨𝐩𝐢𝐚𝐧 𝐩𝐨𝐥𝐢𝐜𝐞, 𝐭𝐡𝐞 𝐌𝐢𝐧𝐢𝐬𝐭𝐫𝐲 𝐨𝐟 𝐉𝐮𝐬𝐭𝐢𝐜𝐞 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐜𝐫𝐢𝐦𝐢𝐧𝐚𝐥 𝐣𝐮𝐬𝐭𝐢𝐜𝐞 𝐬𝐲𝐬𝐭𝐞𝐦! For years -- day after day, week after week, month after month -- I railed against the woyane/TPLF Ministry of (In)Justice, criminal (in)justice system and Ethiopian police (state) as a human rights activist, civil libertarian and constitutional lawyer in the US. I exposed the institutional perversion of the criminal justice system by the TPLF and its diabolical weaponization of prosecutorial resources against perceived political enemies and anyone suspected of being a dissident or regime critic. I demanded changes in the criminal justice system which fell on the deaf ears of TPLF oligarchs. To pressure the TPLF to change its evil ways, I undertook dedicated and relentless advocacy in the US Congress to pass various bills including HR 2003 (passed in the House in 2007); S.R.168 (co-sponsored by Senator [today Secretary of State] Marco Rubio, (with whom I worked to oppose confirmation of Gayle Smith, a TPLF groupie from their days in the bush and duirng the Obama and Biden adminstrations a deep state TPLF supporter), to become US Aid Administrator in 2015, and House Resolution 128 introduced by Rep. Chris Smith, the current Chairman of the House Foreign Affairs Africa Subcommittee. It’s easy to sit in an armchair in the diaspora and criticize, rail, rant and rave. What is hard is doing something that helps solve the situation which caused the criticism. The choice is clear for me: Continue to be part of the problem and complain until the cows come home. Or muster the courage, roll up my sleeves, put my nose to the grindstone and shoulder to the wheel and do the best I can to make the justice system better and MAKE ETHIOPIA GREAT AGAIN! I have found out that it is easy to criticize those in the arena when one has never been in the arena. It is easy to point and wag fingers and jeer and sneer from the sidelines. There is an old Ethiopian saying, “The sky is very near to someone who is sitting.” All s/he has to do is point at the sky. There have been tremendous changes in the Ethiopian criminal justice system over the past 7 years. Law enforcement institutions and their leadership operate at a heightened level of awareness in upholding the rule of law. Much work has been done to depoliticize and de-ethnicize the criminal justice institutions (police, prosecutors, courts, corrections). Much policy reform has been implemented. Much effort and resources are invested in the professionalization and enhanced accountability of law enforcement institutions. A determined effort has been underway to observe and protect human rights, respect civil liberties under the Ethiopian constitution and international conventions and hold gross rights violators accountable. Just like “a farmer’s work is never done,” so it is with the work of law enforcement institutions. There is much that needs to be done to improve accountability and transparency, enhance the skills and knowledge of those in law enforcement, build strong and durable community trust, and deepen the structural change. My talk at the Ministry of Justice focused on the topics of prosecutorial independence and discretion, accountability and transparency, and the safeguarding of constitutionalism and fundamental rights, drawing on lessons from U.S. constitutional practice. It was great pleasure for me to share my perspectives on the origins of the concept of the rule of law from its ancient origins in the works of Plato and Aristotle to Hobbes and Locke, the Magna Carta and its influence in the shaping of the US Constitution. I talked about the “Take Care clause” of the Art II of the US Constitution and how that clause fundamentally and specifically governs the administration of US federal criminal laws. I discussed the scope and limits of federal prosecutorial powers constitutionally (4th, 5th, 6th and 8th amendments), adminstratively by means of US Department of Justice Manual, Federal Rules of Criminal Procedure, Federal Rules of Evidence and rules of professional responsibility that emphasize the role of prosecutors as ministers of justice, not merely advocates for criminal conviction. I made certain recommendations to enhance the skills and training of junior prosecutors and the need for mentoring and reducing attrition of skilled and senior prosecutors in the Mionistry of Justice. In the Q&A session, I was asked penetrating question about the current disarray in prosecutorial authority in the US Department of Justice, the contrast in the rule of law and might makes right principles in the contemporary international system, the contrast in the US and Ethiopian constitutions, prosecutorial independence and political interference, reforms and improvements in the Ethiopian criminal justice system and the need for synergistic (medemer) engagement of stakeholders in the justice sector to bring about lasting durable changes and MAKE ETHIOPIA GREAT AGAIN! I thank the FDRE Ministry of Justice for making it possible for me to engage with its prosecutors and the leadership. Special thanks to all who attended the event. Since the July 2024 comprehensive macroeconomic reform, the National Bank of Ethiopia has been removing current account restrictions to ensure the development of the foreign exchange market. To further enhance the market, the Bank has made the following amendments to the foreign exchange regulations. Any service exporter is allowed to hold one hundred percent (100%) of its export proceeds in foreign exchange retention account for indefinite periods. Authorized banks are allowed to issue internationally recognized cards for all foreign exchange account holders that will be used by the customers to make outbound retail payments including e-commerce as long as the account holders have sufficient FX in their accounts. Any foreign exchange account holder, including retention accounts holders, can pay from his/her forex account for his/her spouse’s and children’s education, medical and travel expenses abroad upon presentation of valid documents. Profit-making institutions are allowed to open current, savings and time deposit foreign exchange accounts as long as the account holders get foreign currency from abroad in the form of grants/gifts and other foreign exchange sources other than export earnings for which retention account is the right foreign exchange account. The minimum requirement, USD 100 to open a foreign exchange savings account for resident and non-resident Ethiopians, including foreign nationals of Ethiopian origin has been removed. Outbound investment by Ethiopians has been allowed, subject to case-by-case approval by NBE. Without presenting a customs declaration, a person residing in Ethiopia enters into the territory of Ethiopia carrying a foreign currency can convert all foreign currency at an authorized Forex Bureau for the equivalent sum in Birr or deposit to his/her foreign currency account. Outbound remittance is allowed for Ethiopians not higher than USD three thousand (USD 3,000) for foreign exchange account holders and non-foreign exchange account holder Ethiopians for their family upon the provision of relevant documents. Authorized banks can enter into forward exchange transactions without any approval from the National Bank of Ethiopia. Without an approval letter from the National Bank of Ethiopia, foreign direct investment companies, embassies, international organizations including NGOs can open foreign exchange accounts at any authorized bank. The approval of external loans (both cash and in kind) and suppliers’ credit are allowed to be fully handled by Authorized banks in accordance with the foreign exchange directive requirements. Any exporter is allowed to get advance payment from any party as long as the parties (the sender and Ethiopian exporter) can reach an agreement that specifies, the sender is transferring the foreign exchange for advance payments and the exporter agreed to the terms and conditions, and that terms and conditions are presented to authorized bank. In addition, foreign currency receipts can be considered as an advance payment for the future export either (i) marked as “advance payment for future export or import” if the intention is to show the buyer or (ii) state the type of commodity to be exported or the invoice number or the contract number of the transaction, as the case may be, using the funds transferred in advance. Authorized banks are allowed to offer private external loan guarantees not exceeding 10 percent of their total capital. Authorized banks are allowed to pay foreign exchange not exceeding USD twenty thousand (USD 20,000) or other equivalent currencies, per case for medical and education services as an advance payment without visa and ticket requirements, based on foreign entity’s proof of letter and application of the customer. Investors who want to repatriate their dividends are entitled to remit net profit/dividend abroad on condition that the necessary documents in the directive are submitted to banks and commercial banks ensure that all the necessary documents are fulfilled as per the directive without requesting for NBE’s approval. To further enhance the working capital of the Independent Foreign Exchange Bureaus, the National bank of Ethiopia releases all Birr 30 million to those Independent Foreign Exchange Bureaus already operational for one year and above, and half of the security deposits (Birr 15 million) for those operational at least for six months. The cash holding limit of Independent Foreign Exchange Bureaus has been increased to 25 percent from the current 10 percent of their capital and any excess holding has to be sold to commercial banks. Forex bureaus including Independent Foreign Exchange Bureaus are allowed to provide cash foreign exchange sales for local payments such as Visa fees, immigration fees, license fees up on presentation of payment evidence. It is a FACT that the UK Government in the 1960 and ‘70s secretly funded Reuters to spread disinformation against the Soviet Union in the Middle East and Latin America. Between 2018-2022, Reuters maintained a $9.15 million contract with the US Defense Department to develop “automated defenses against social engineering attacks” (manipulative tactics used by cybercriminals). Reuters publishes its fake news which is systematically disseminated to the larger Western liberal fake news media. That fake news is picked up by dim-witted and feeble-minded politicians and others who declare moral outrage to give it additional legitimacy while spreading it to government policy circles. One benighted and shallow politician who has been duped by Reuters is Jim Risch, the republican chairman of the US Senate Foreign Relations Committee.
