Congress AND the VP can put forward the declaration ... so instituting an examination of Trump's fitness for office is a reasonable beginning to that process. If the VP chooses not to join once the examination is complete, he'll be on record endorsing the continued presidency of a man with clear middle-stage dementia ... which will only further deteriorate as dementia does.
