I remember the heavy deployment of police officers almost everywhere during the election period. I will never forget on the third day after the presidential election, I was coming from Entebbe Airport at around 2:00am and found over 100 police officers walking in a straight line, holding their guns and batons. The entire city felt sealed off. Security was everywhere. Every corner had deployment. You could see it. You could feel it. Today, I keep asking myself: where did all those officers go? Why are bijjambiya attacks increasing now, yet during the election period we did not see this kind of situation? Why is it that during elections, the country can be flooded with security personnel, but when ordinary citizens are being attacked in their homes and on the streets, it feels like there is silence and inaction? If the state had the capacity to mobilize that level of security then, why does that same urgency seem absent now when citizens are crying out for protection?
