HPCL would like to clarify with reference to media reports regarding the letter issued by the Rajasthan Petroleum Dealers Association (RPDA) dated 23.05.2026 and the proposed strike call from 01.06.2026. There are presently no supply constraints from OMCs in Rajasthan, and Petrol (MS) and Diesel (HSD) supplies are being provided to dealers as per demand across the state. Fuel availability and replenishment operations continue normally. Claims regarding forced deliveries of branded fuels and restrictions on fuel supply to farmers in drums are incorrect and do not reflect the actual operational position. Dealer-wise sales, district stock positions, and terminal stock availability are being reviewed regularly on a daily basis, and the same is being shared with the Government of Rajasthan through the State Level Coordinator (SLC) mechanism. Most of the issues highlighted in the RPDA communication pertain to matters concerning the Government of Rajasthan. In this regard, a meeting was already held last week under the Chairmanship of the Chief Secretary, Government of Rajasthan, where OMCs clearly communicated that fuel supplies across the state remain normal, stable, and uninterrupted. HPCL, along with other OMCs, continues to closely monitor the situation and remains committed to ensuring uninterrupted fuel availability and seamless customer service across Rajasthan. If there is really “No Fuel Shortage” in Rajasthan, as @HPCL claims, then why is the district administration @RajGovOfficial @RajCMO suddenly monitoring retail outlet sales, tracking “abnormal HSD demand,” and warning about diversion? If everything is normal, then why are dealers being questioned at all? No shortage. No restriction. No advisory. Really? Petroleum is an Essential Commodity. So where exactly is the legal basis for this pressure on dealers when: • No clear notification exists under the EC Act, • No statutory advisory has been issued by @PetroleumMin or PNGRB, • No public restriction order has been announced. Then on what grounds are dealers being informally targeted or monitored? Either there is a supply concern, or there isn’t. Which one is it? Because right now the messaging looks confused: • Government letters hint at ground-level concern, • OMCs keep posting “No Shortage, No Restriction” on social media. So what is the actual truth? The numbers clearly show the reality: 2018 Scenario: MS Margin: 4.31% on ₹76.56 HSD Margin: 3.28% on ₹70.00 2026 Scenario: MS Margin: 3.94% on ₹98.96 HSD Margin: 2.56% on ₹92.09 Despite fuel prices continuously rising, dealer margins in % terms are continuously shrinking. What Dealers have actually suffered: • Capital erosion • Margin erosion • Huge increase in manpower cost • Higher electricity & operational expenses • Increased compliance burden • Bank interest & finance cost escalation • Rising competition due to excessive RO saturation Today, Retail Outlets are surviving on volume, not profitability. Fixed per-litre margins are no longer sustainable in the present economic environment. If fuel prices continue to rise further while dealer commissions remain stagnant, the day is not far when Dealers will have to fund operations from their personal savings merely to keep outlets functional. Therefore, there is an urgent need to shift Dealer Commission from “per litre basis” to a “percentage linked model” so that dealer sustainability moves proportionately with inflation and fuel pricing dynamics. If legitimate concerns of Dealers continue to remain unheard, then Petroleum Dealers across India must collectively consider: • Smart operational restructuring • Curtailment of operational hours • Weekly offs for Retail Outlets • Cost optimisation measures No business can survive indefinitely with rising liabilities and declining real margins. However , even today the outlet continues to sale petroleum products from the outlet SRS Energy located at Village Beerai, Agra . @ChairmanIOCL the outlet is selling fuel openly , @AgraIocl says it has not given any permission to sale. Then what benefit your officers are getting from the dealer that even after coming into knowledge that sales are happening from the outlet, the officers are sitting tight in the matter? Further , when outlet is operational without permission from @IndianOilcl why any officer of @ChairmanIOCL has not reported the matter to District Administration of @OfficeOfDMAgra or @CPAgra_ to take action in the matter?? Leave reporting to any authority, if the outlet is not granted permission to sale then why the sales are not suspended using automation?? @OfficeOfDMAgra @CPAgra_ Sir, the letter from @IndianOilcl clearly states that the outlet is selling fuel without permission of IOCL. Under such circumstances the outlet has committed an offence. Request you to get the matter investigated as to how without any permission of @IndianOilcl this outlet is selling petroleum products and take necessary action as deemed fit in the facts and circumstances of the matter.

Before proceeding with formal registration and structuring, I invite stakeholders, fellow dealers, and industry participants to share their views on: • Whether there is a need for a truly independent and effective national-level body • Willingness to be part of such an initiative in an active or advisory capacity • Key structural and operational improvements that must be embedded from the outset At the same time, it is important to reflect honestly on the root causes behind the perceived decline or ineffectiveness of existing leadership platforms. Some critical areas that merit discussion: • Over-centralization of decision-making, limiting grassroots participation • Lack of transparency in representation and policy advocacy • Possible proximity to authorities impacting independence of voice • Weak legal strategy and absence of sustained institutional follow-through • Fragmentation of dealer interests across regions without a unified national framework The proposed vision is not merely to create another association, but to build a credible, legally sound, and policy-driven institution that: • Operates with accountability and documented mandates • Engages constructively with regulators while retaining independence • Leverages legal, commercial, and policy expertise for tangible outcomes • Ensures equitable representation across regions and dealer categories • Focuses on long-term sectoral reforms rather than short-term optics Your inputs will play a decisive role in shaping whether this moves forward, and more importantly, how it is built. Should this initiative proceed, the intent is to move ahead with a structured registration process and transparent framework under the leadership of @HemantSirohi1. Open to candid feedback, participation, and constructive critique.
