Independent #pharmacist and TPA Board Member @DrBenMcNabb testified this afternoon before the Texas Senate Health and Human Services Committee about potential waste and abuse by pharmacy benefit managers (PBMs) in Texas Medicaid. McNabb shared how a PBM reported to HHSC a payment of $148.50 to his #pharmacy for tolterodine, but after clawbacks he only received about $30. “If you’re relying on the PBM data to detect fraud, waste, and abuse, I don’t think you’re going to find it,” McNabb said. “The numbers are fundamentally distorted. They’ve set up a system that creates an obfuscation of the true cost of the drug. The payments can be overstated, and accountability becomes nearly impossible. That is the definition of waste, and when it’s done knowingly, through reporting mechanisms, it raises serious concerns about abuse.” Committee Chair @LoisKolkhorst provided reassuring comments about vertical integration among PBMs. “We’ve been trying to get after this for quite some time,” she said. “We’re going to be really successful this next session.” #PBMReform

Yet when “UNCLE PAUL” was in school education did not need fixing; because there was no “High Stakes Testing”, and teachers wrote their own test. Local Control reigned,then came “A Tax recapture” known as “Robin-hood” one of the first pieces expanding “Socialism” in Texas through the largest state expense. Our biggest obligation- Education of children- Nothing in education has been fixed it has been a sinking ship with NO “rising tide” to be found.

"What gets measured gets fixed" is a phrase I'm well known for in the Texas Senate, and it's at the heart of education reforms passed in HB 8 that measure our future students' success. House Pub Ed Chair @BradBuckleyDVM and I passed his HB 8 to prepare students for real-world achievement with a system that measures student growth. HB 8 replaces the STAAR with 3 shorter tests: beginning, middle, and end of the year. BOY and MOY scores are back in 48 hours, so teachers can give students immediate feedback! A-F accountability ratings were restored, and "lawfare" trying to block accountability was STOPPED as Texas must have a public accountability system year to year! The reforms give valuable time back to teachers and students in Texas classrooms. Fall 2027 can’t come fast enough for me as HB 8 is a win, win, win for all in Texas Public Education! 🤘 #txed #txlege

Yeah, local control is the question of the day. Yes I think there is some argument to say that the burden of taxation on property taxes is pretty high, and our appraisal system is completely out of whack. Which is how they value properties for taxation. So there are some things that need to be fixed but totally eliminating property taxes is insane. Yeah it’s no fun in Texas right now. A lot of people in my neck of the woods are scratching their heads.

@sbellsnyder @TXPolResearch Hmmm...whatever happened to Republicans believing in local control? Are Texas' property taxes unreasonable considering that there is no state income tax? Maybe it depends on where you live in Texas. Rural areas across the country have a hard time financially. I wish you luck.

Yes, local government is funded by property taxes, and sales tax. Both currently collected locally and decisions on how they get spent collected locally. What these new big government conservatives are now calling for is to have the state collect all the taxes and take away the local control. Which means Little towns like mine will be begging the state for money to fix potholes. It makes no sense.

In principle, yes, I’m against subsidies across the board. But we already have a fully taxpayer-funded education system. The question isn’t whether government is involved, it already is. The difference is who controls those dollars. Subsidies fund institutions. Letting funding follow students puts decisions with families. Locking funding into one system is the government-controlled market, not letting families choose.

Great to be with Plains Cotton Growers at their Annual Meeting this morning. The High Plains produces nearly one-third of the nation’s cotton. That’s not just impressive, it’s essential to Texas’ economy and the strength of our rural communities. Last session, we took action with HB 43 to expand access to loans and grants and give producers real tools to navigate rising costs, low prices, and ongoing challenges. And we’re not done. The interim charges I issued make clear we’re focused on keeping Texas agriculture strong, from improving access to capital to tackling threats like invasive species. Appreciate the producers and leaders who continue to show up and fight for this industry. Texas is, and will remain, a pro-agriculture state.
