CSF is grateful for the opportunity to testify before the Subcommittee on Communications & Technology of the U.S. House of Representatives Committee on Energy & Commerce today on “Securing U.S. Leadership of Communications Technology.”  This timely hearing will provide needed focus on the United States’ approach to the International Telecommunication Union World Radiocommunications Conference 2027, of which over 80 percent of agenda items will impact space activities.  Thank you to Committee leadership for the opportunity to share CSF’s perspectives on how the United States can win at WRC-27 and ensure continued U.S. space superiority.

CSF applauds passage of a full year funding bill for @NASA and @CommerceinSpace . This critical investment secures US leadership in space and science, ensuring we outpace China and remain the global pioneer of the final frontier.

CSF applauds @tedcruz introduction of the SAT Streamlining Act.  This bill is an important step towards modernizing and streamlining FCC licensing requirements, including by setting firm shot-clocks for processing U.S. satellite and earth station licenses, standardizing inter-governmental coordination processes, and ensuring parity in market access terms between U.S. and foreign satellite operators.  CSF will continue to work with the FCC and Congress to reform outdated licensing processes and accelerate growth and innovation in the commercial space industry. commerce.senate.gov/2026/1/sens-cr…

To effectively compete with China, the U.S. must establish a strong, sustained presence in cislunar space and on the lunar surface. This requires NASA to launch multiple crew and cargo missions to the Moon each year in order to more rapidly establish a lunar presence, build up communications and power infrastructure, and conduct more science. CSF commended Congress this summer for adding $10 billion for NASA in the One Big Beautiful Bill, ensuring progress on the Artemis campaign through Artemis 5. CSF also supports NASA’s proposed Commercial Transportation Systems program. This does not mean we should cancel the current architecture; rather, we should allow NASA to have multiple transportation options. This approach would increase mission frequency and ensure the U.S. has reliable access to deep space through diverse transportation options.

The Commercial Space Federation (CSF) applauds the nomination of Jared Isaacman @rookisaacman to serve as NASA Administrator. As China seeks to challenge American space superiority at every turn, Jared has the vision, experience, and grit - the “right stuff” - to lead NASA during this critical time. CSF also thanks @SeanDuffyWI for his service and leadership at NASA, and for his focus on returning U.S. astronauts to the Moon. NASA is lucky to continue to have a thoughtful and seasoned leader at the helm while Jared’s nomination is considered by the Senate.

The achievements of the International Space Station over 25 years are numerous, and the research and commercial activities on ISS are creating new and lucrative ventures in space that will improve life on Earth. As we prepare to deorbit the ISS and transition to modern, commercial space stations, CSF calls on NASA and Congress to support the policy of continuous human presence in space. FCC’s “Space Month” is all treats and no tricks. CSF applauds the FCC's new proposal to modernize its satellite and space licensing.  This proposal would eliminate outdated rules and implement a new framework that provides greater certainty to applicants, is far more efficient than the previous regime, and would be more capable of handling increased demand for licenses as the commercial space industry continues to flourish.  In addition, the Commission is seeking to allow more intensive use of the UMFUS bands and improve licensing efficiency.  These actions are key to maintaining U.S. dominance in space and ensuring that America wins Space Race 2.0. docs.fcc.gov/public/attachm… docs.fcc.gov/public/attachm…
