PGCIL won 26 of 45 ISTS projects in FY2025, about 53 percent by tariff value. When a single company handles more than half the sector’s long-term, capital-heavy projects, any delay or issue can affect the entire grid. High concentration also reduces competition and increases long-term risks. A practical fix could be a soft rule that no developer should hold more than 50 percent of under-construction projects. This would bring more balance, more private participation, and reduce systemic risk. Should such a critical sector depend so heavily on one company?
