PRESS STATEMENT | 17 June 2026
The Football Players Association Kangpokpi (FPAK) has strongly condemned what it describes as false and fabricated allegations against Paogoulal Chongloi, one of the three victims injured during the attack on Leilon Munlui Village, Kangpokpi District, on 15 June 2026.
According to FPAK, Paogoulal Chongloi sustained severe bomb splinter injuries during the attack and is a professional footballer, not a militant. The Association rejected attempts to portray an injured athlete as an armed combatant, calling such allegations irresponsible, defamatory, and harmful to an innocent victim undergoing medical treatment and recovery.
FPAK clarified that among the three injured victims, Paogoulal Chongloi is a professional footballer, Lunliandam Vaiphei is an Internally Displaced Person (IDP), and Genlenmang Vaiphei is a student. The Association highlighted Paogoulal's football career, including his development through Football for Change Academy, RoundGlass Punjab FC, Minerva Football Academy, Sadar Hills Football Academy, and his association with Mohun Bagan Super Giant.
The Association further expressed concern over reports of attempts to obstruct medical treatment for the injured victims and called upon all responsible authorities to uphold justice, protect human dignity, and ensure that lifesaving medical care remains free from prejudice, politics, and obstruction.
FPAK reiterated that labeling an injured footballer, a student, and a displaced civilian as militants is a grave injustice and urged the public and media to verify facts before spreading misinformation.

The Manipur Government, the Director of RIMS,and the entire hospital administration have failed in their constitutional duty and abandoned the most basic principles of medical ethics by forcibly evicting three Kuki patients from the state's premier medical institution in the dead of night.
This was not a medical transfer. It was capitulation to a hostile mob that had gathered outside the hospital gates. When a hospital chooses fear over its duty to protect vulnerable patients,it ceases to be a place of healing and becomes an instrument of discrimination.
RIMS was established through the collective efforts of the people and governments of the Northeast to provide healthcare without fear, favour, prejudice, or ethnic bias. By allowing intimidation and hatred to dictate its actions, the institution has betrayed that mandate and stained its credibility.
The question is not where these patients are being treated today. The real question is how a premier public hospital could permit ethnic hostility to determine who is entitled to medical care and safety.
For the Kuki people, this is yet another painful reminder that equal protection, dignity, and security can no longer be taken for granted.Complete separation is no longer merely a political aspiration, but it has become an existential necessity.

Security forces must not mirror the conduct of militants.
This behavior has no place in a disciplined army.
What occurred was an act of violence.
It violates public trust

IMPHAL, June 16, 2026 — The Regional Institute of Medical Sciences (RIMS), Imphal, reportedly suspended further treatment for three injured Kuki civilians, following a reported mob threat.
The three patients were admitted with injuries sustained in an incident allegedly attributed to an attack by NSCN-IM based in Konsakhul Area. Minutes after RIMS issued a statement on medical ethics and its duty to treat all patients “irrespective of background,” the Director and staff “unanimously agreed not to continue further treatment” for the three Kuki civilians pending their transfer from RIMS.
The decision reportedly followed a message circulated to “Meiteis and Manipur Nagas in Imphal” urging them to “mobilize en masse at RIMS Hospital to kill all the Kuki patients.” It further claims that “thousands of Meitei and Manipur Naga mobs stormed the premises of RIMS Hospital in an attempt to lynch the three Kuki civilians.”
RIMS is a National Institute under the Ministry of Health & Family Welfare, with the Union Health Minister as the President of the Board of Governors and the Manipur Chief Minister as Vice President. The motto of RIMS is “In the Service of Humanity,” and it states that the institution “is not the exclusive property of any one community.”
There are appeals to the Government of India to “immediately establish a similar premier medical facility equivalent to RIMS or AIIMS in every Kuki-dominated district” if the safety of Kuki patients cannot be guaranteed at RIMS Imphal.
“Every citizen must be able to access healthcare without the fear of mob lynching.”

Today in Leilon Vaiphei incident, when COBRA Team, CRPF, and BSF came and arrested Kuki village volunteers who guard their ancestral villages from NSCN-IM, ZUF-K, Kamson Group, Myanmar Meitei Militants, Shan National Army, and Junta Military, the Kuki women tried to stop the arrest. Unfortunately, COBRA Team and Central Forces fired towards Kuki civilian women present there.
This is the reason why Central Forces always have the right to shoot and use force against Kuki civilians, while completely ignoring Tangkhul community, Liangmai Milong, and Meitei Meira Paibis whenever they throw stones towards them. They are only strong against Kuki civilians.
While COBRA Team and Central Forces were carrying out these actions, some people from the Central Forces allegedly informed NSCN-IM, ZUF-K, Kamson Group, Myanmar Meitei Militants, Shan National Army, and Junta Military to come and burn villages again. They have now reached the Leilon Vaiphei area to start burning Kuki ancestral villages again.
This is how the Government of India, Central Forces, and BJP Government treat the Kuki Community. Let the United Nations and the world's largest democratic institutions address our demands, as COBRA Team and Central Forces are helping NSCN-IM, ZUF-K, Kamson Group, Shan National Army, and Junta Military who come from Burma under the protection of Tangkhul CSOs and Tangkhul pastors in the border areas.
The Kuki Community demands neutral Central Forces who stand for peace. Many COBRA Team and Central Force personnel are actively supporting NSCN-IM, ZUF-K, Kamson Group, and armed groups from the Myanmar side. This is the reason Kuki ancestral villages continue to face attacks and many Kuki civilians have died in ambushes.

Kuki-Zo women kneel and weep on the streets.
They pray for Leilon Vaiphei, a village locked down by force.
Where there should be protection, there is only fear. Women, children, and the elderly suffer again for wounds not their own.
Bring justice. End the fear.
