NSCN-IM, ULFA & Meitei Terrorists routinely collected consignments transported via small boats, with multiple successful shipments routed through this channel. From the late 1980s onwards, the ISI emerged as a primary provider of funding, sophisticated weapons & logistical support to the NSCN-IM. ■In the 1990s, it actively facilitated large-scale arms procurement from Thailand, often drawing from surplus stocks of the post-Cambodia conflict era. In one documented case, weapons were supplied to a group of 240 NSCN-IM militants. Financial support was equally substantial. One captured NSCN-IM high ranking cadre disclosed that the Pakistan's ISI had funnelled USD 1.7 million in three separate installments during the 1990s specifically for arms procurement. ■While NSCN-IM later diversified their revenue streams through criminal enterprises, such as bank robberies, extortion (euphemistically called "taxation"), blackmail & drug trafficking, the ISI's direct backing remained a cornerstone of their operational capability. ●Direct Engagement by Senior Leadership: NSCN-IM's top leadership maintained regular, high-level engagement with Pakistani agencies. Before his dramatic arrest in Bangkok in January 2000 while travelling on a fake South Korean passport after visiting Karachi, Th. Muivah had been in Pakistan personally negotiating fresh arms deals. ■Indian intelligence investigations following his arrest exposed the full extent of ISI support to the NSCN-IM. Muivah was detained along with Ningkhang Shimray, the outfit's chief arms procurer. Respected Sir/Madam, This letter is in response to your communication titled _“A Clarion Call”_ addressed to All Tribe Hohos of Nagaland, dated May 3, 2026. 1. On the Core Conflict: While it is correct that the primary conflict is between the Meitei and Kuki-Zo communities, it is pertinent to note that the initial protests were led by ATSUM, representing tribal communities. The Meitei community subsequently initiated targeted violence against the Kuki-Zo community. At a time when tribal solidarity was expected, the United Naga Council chose to declare “neutrality.” 2. On Alleged Meetings: If the Council acknowledges that the conflict is between Meiteis and Kuki-Zo, it raises the question of why the UNC has intervened after reportedly assisting the Meitei community on several occasions. There are credible reports of Meitei representatives being facilitated to Hebron Camp for meetings with the NSCN-IM top leadership. 3. On the Litan Incident of 8th February 2026: The incident at Litan Sareikhong was a local altercation stemming from a drunken brawl. Both villages had expressed willingness to resolve the matter amicably. However, interventions by certain Ukhrul-based Civil Society Organisations escalated the situation. Despite efforts by religious leaders from both communities to mediate, representatives of Tangkhul Naga Long and NSCN leadership did not permit the peace process to proceed. 4. On Representation of the Naga Community: We urge the UNC to refrain from involving the entire Naga community in this matter. The people of Chandel, Senapati, and Tamenglong have already taken their position. It must be reiterated: _Every Tangkhul issue is not a Naga issue._ If the UNC claims to represent the Naga conglomerate, it should not function as a spokesperson for Tangkhul Naga Long or NSCN, nor propagate unverified information. 5. On Ongoing Peace Initiatives: The Nagaland Christian Joint Forum has initiated a peace process. It is hoped that NSCN-IM, NSCN-EF, and Tangkhul Naga Long will not impede this initiative. 6. On Allegations of Attacks: For the record, it has been Tangkhul militants who have carried out attacks on Kuki-Zo villages, including Litan Sareikhong, Mullam, Leplen, Songphel, Shangkai, Mongkot Chepu, Thawai Kuki, and Zalenbung. Kuki-Zo Village Volunteers have not attacked any Tangkhul village to date. 7. This is a picture from the Singapore race riots of 1964. Malay and Chinese communities, during a period of heightened communal tension, clashed violently. The situation escalated, and the government imposed emergency measures, including curfews and shoot-on-sight orders in certain areas. The riots were one of several factors that contributed to Singapore’s separation from Malaysia. Singapore then became an independent, Chinese-majority Southeast Asian country, and its period of rapid economic growth followed. The reason I am sharing this is to argue that, in some cases, allowing groups with deep differences to determine their own futures can be worth considering. In the context of Manipur, this raises the question of whether Meitei and Kuki communities should be allowed separate paths rather than being compelled to remain within a single political arrangement. Any durable solution would need to take into account the depth of mistrust, the history of conflict, and the realities on the ground, rather than assuming coexistence can be imposed without addressing these underlying issues. 🚨EXPOSED: How China and US nurtured NSCN-IM's Terror Empire through a Deep Network of Arms, Finance, Intel and Santuary. 🧵 ●Up Until 1971, the United States provided significant arms, finance & intelligence support to the NSCN. China's direct support to separatist outfits in India's Northeast began in the mid-1960s after a batch of Naga National Council (NNC) cadres, led by NSCN-IM's Muivah went to Yunnan in southwestern China. This marked the start of a long-standing relationship involving training, ideological exposure & later Weapons assistance. ●Early and Revived Arms Deals with China: The NSCN-IM clinched its first major arms deal with the Chinese Government in 1994. The consignment was offloaded at sea near Bangladesh's Cox's Bazar & then transported overland to Northeast India. ■Anthony Shimray, a senior NSCN (IM) leader & chief arms procurer, was personally involved in this and subsequent deals. He first visited China in 1994 for a joint arms procurement with the NDFB. ■A notable NIA chargesheet against NSCN-IM's Anthony Shimray detailed deals, including a 1996 purchase of 1,800 weapons from China & later attempts to procure more. ■In December 2009, during negotiations in Chengdu, Chinese agents linked to intelligence agencies offered the NSCN (IM) Surface-to-Air missiles (SAMs) along with training, at a price of approximately USD 1 million. ■In 2010, Shimray's arrest & interrogation revealed plans for another major arms shipment. Two Chinese arms companies were to receive USD 1 million for supplying weapons to NSCN & Meitei Terrorists. The arms were to be shipped from the Chinese port city of Dalian, transferred at sea & routed via a land corridor in northern Myanmar, with delivery targeted for October–November 2010. Indian authorities traced a related transaction of around USD 1 million to a Chinese state-linked company called Norinco (China North industries Corporation). ■As recently as 2025, H.S. Ramsan of the NSCN (EF) continued to refer to the Chinese as "our ally" in a formal communication addressed to the NSCN-IM leader, Th. 🚨China's involvement with NSCN-IM has long included training in guerrilla warfare & ideological indoctrination during the earlier phase. The NSCN (IM) has also leveraged links with Naga groups in Myanmar, drug trafficking networks (using narcotics proceeds to fund arms purchases & cadre training) & mercenary training camps for other militant outfits. ■NSCN-IM maintains strong procurement networks in Thailand & Southeast Asia, with reliable transportation routes through Bangladesh & Myanmar. It operates front companies (primarily in travel, tourism, real estate & toy manufacturing) & holds multiple bank accounts in Thailand, Bangladesh & Burma (Myanmar). Weapons have frequently been smuggled via the Thai-Cambodian border. ■NSCN-IM has consistently accused the Centre of delaying the final settlement to the Naga issue & said "the China option" was open for the separatist outfit. ■In an interview with "The Week" magazine, the thrn "chief of Naga Army" Phunting Shimrang, who remained in close contact with the Chinese alleged that the central government was trying to "humiliate" the Nagas by delaying the settlement. "It is only after we went to China, that India woke up. Will India wake up only if the Naga army starts doing that again?" ■In 2022, The external publicity wing of NSCN (IM) sought assistance from China in order to break the deadlock in the long-standing Naga deal with the government of India. Phunting Shimrang who was the commander in chief of the Arms unit of NSCN (IM) currently based at the China-Myanmar border was facilitating the talks with the Chinese government. ■In a confidential letter External Publicity Wing (EPW), Alee Affairs thanked the Communist Party of China (CPC) & the Chinese people, "We have not forgotten the love & support of the Chinese people for our national struggle since the 1950s. Such a spirit of magnanimity had strengthened the foundation of our national movement, & it has helped us to reach the highest point. We are grateful to the Chinese people who are still supportive to our struggle & other struggling people around the world for peace and human rights. Taking this opportunity, we want to highlight in short, the ongoing political dialogue between India & the Nagas represented by the NSCN. After a prolonged military confrontation, the Government of India (Gol) initiated for a political negotiation with the NSCN which started on August 1, 1997. The Gol recognized the unique history and situation of the Nagas on July 11, 2002, through the Amsterdam Joint Communiqué. On August 3, 2015, the Framework Agreement was signed between the Gol & the NSCN as two entities. However, the Gol has backtracked from the Framework Agreement. This has hindered the step toward a negotiated political settlement. Therefore, there is an imperative need for a third-party intervention to break the deadlock." The letter said. ■As recently as 2025, H.S. Ramsan of the NSCN (EF) continued to refer to the Chinese as "our ally" in a formal communication addressed to the NSCN-IM leader, Th. Muivah, signaling a persistent geopolitical alignment" □The continued reference by NSCN-IM to external powers as allies reveals a dangerous undercurrent that refuses to fade. It keeps alive the possibility of intelligence flow, material support & coordinated destabilisation activities in India's sensitive Northeastern region. ■India cannot afford to treat these linkages as mere internal law and order matters. That December, the group received a delivery valued at around USD 750,000 via Cox's Bazar in Bangladesh, alongside another by road to the Burmese border town of Tamu. ■In 2019, Indian security agencies recovered Rs. 72 lakhs in cash from Alemla Jamir, the wife of former NSCN-IM Naga Army chief Phunting Shimrang. Probe agencies later uncovered that the seized amount was linked to a major criminal syndicate that systematically extorted money from businessmen in Nagaland & adjacent states to finance the terror operations of the NSCN-IM. ■Alemla Jamir holds the position of a cabinet minister within the NSCN-IM. Her husband, Phunting Shimrang, had crossed into Yunnan province in China in 2019, accompanied by two other associates. Phungting Shimrang was a Steering Committee of the NSCN & went to China to talk to the Chinese Government for "aid in their fight against India". ■During her arrest, Alemla Jamir was in possession of materials & documents designed to further fuel Separatist activities in the Northeast. The recovered articles carried unmistakable Chinese origin & footprints. 🚨NSCN-IM leaders Sheltered in China: Several senior NSCN (IM) leaders have found shelter in China, particularly in Yunnan province, allowing them to maintain operational links with cadres inside India & Myanmar. These include: 1️⃣Hangshi Tangkhul, the self-styled defence minister of NSCN (IM). NIA filed a charge sheet against him in 2011 for masterminding arms procurement conspiracies in collusion with the Chinese Government. 2️⃣T.R. Calvin, described as the outfit's chief arms procurer. 3️⃣Phunting Shimrang, former Naga Army chief & a senior figure, who crossed over to Yunnan in 2019 along with associates, including Pamshing Muivah (Apam). ■Operating from Yunnan, China, these leaders coordinate with their cadres in India & Myanmar to carry out terror attacks in India. In one instance, Burmese rebels helped Hanshi Tangkhul broker a USD 1.2 million deal for small arms (rifles, grenades, pistols, launchers & machine guns). The consignment was to be loaded at China's Beihai port in the Gulf of Tonkin, transferred to fishing trawlers near Cox's Bazar & smuggled into India. 🚨Intelligence Links and High-Level Contacts: ■In January 2011, A Chinese national Wang Qing, posing as a television reporter & working for China's People's Security Bureau (an intelligence agency), was arrested & later deported. She had entered Nagaland's Dimapur without the mandatory Restricted Area Permit & held a four-hour closed-door meeting with NSCN-IM's supremo Thuingaleng Muivah. ■During his interrogation, Anthony Shimray revealed that Muivah had written a letter to senior Chinese intelligence officers requesting the appointment of Kholose Swu Sumi as the NSCN-IM's permanent representative in China. Muivah himself had visited China multiple times. Shimray also alleged that, in exchange for Chinese support, the NSCN-IM had provided intelligence on Indian Army deployments along the India-China border in Arunachal Pradesh, including aircraft & missile positions. #electionresult2026
