Private passenger rail will never work in this country if said operator needs to spend billions building said systems. The only way it will work is if the government either owns or pays for the infrastructure, and they operate on it via a lease.

Actually Brightline proves private rail works even if they end up having to reorganize their construction build out debt through Chapter 11 bankruptcy. Brightline built their line for a fraction of what it would cost the government to do it, the risk of the construction was all borne by investors & not taxpayers. Operationally brightline turns a profit & once their construction debt is reorganized, they should be able to continue to run High-Speed rail in Florida at a profit. The solution for future HSR builds should be for the government to offer prize grants to private companies who build & operate successful rail lines that offer a public good. The companies could then use that prize grants to payoff their debt without having to squeeze service or enter into bankruptcy.

Brightline didn't fail because it's a passenger train, it failed because it's a private company. Public transportation isn't profitable and that's fine.
Now nationalize it.
