The negotiations between the DRC and Rwanda are unlikely to lead to any agreement, and here are the reasons. The claim by the DRC that it will dismantle the FDLR is not realistic, because up to now, many senior FARDC officers are actually former FDLR who have been integrated as Congolese. The FARDC itself is mixed with FDLR elements, and most armed groups in the DRC, including the Mai-Mai under the Wazalendo coalition, are largely composed of FDLR. Even within the intelligence services of the DRC, many are FDLR. Therefore, saying that the DRC will eliminate the FDLR is not possible. On the other hand, asking Rwanda to remove its defensive measures before the DRC dismantles the FDLR is something Rwanda cannot accept. Even if the whole world imposed sanctions, Rwanda would not make such a mistake. Removing its defenses would be like opening the door to the FDLR to enter Rwanda and kill Tutsis, as outlined in their ongoing genocidal agenda. There are also other clear reasons why Rwanda cannot remove its defensive measures. President Tshisekedi and President Ndayishimiye have publicly declared their intention to remove Rwanda’s leadership. There is ongoing recruitment and military training of young men from different SADC countries. Once their training is completed, they are expected to join forces with the FDLR and form a unified group that would be led by Jean-Luc Habyarimana and other individuals committed to attacking Rwanda from areas such as Uvira and Minembwe. This is also why the governments of Burundi and the DRC are reportedly carrying out drone bombings against Banyamulenge populations, aiming to kill some and displace others from Minembwe in order to establish an օդrome and drone launch sites that could later be used to attack Rwanda. Rwanda has been saying this for years 🤷🏾‍♂️ but Tshisekedi just wanted to hear it from a white man! The white man should also get it in right order. FDLR should be destroyed first! Only then, Rwanda will lift its defensive measures. There is no other way around it.
