Clarification de l'incident dans un hôtel à Washington DC Un membre non armé des services de sécurité d'un VIP rwandais séjournant dans un hôtel de Washington DC a rencontré par inadvertance des agents de sécurité d'une délégation de la RDC dans un couloir d'hôtel accessible à tous les clients. Les deux délégations séjournaient dans le même hôtel. Le membre rwandais a été brièvement empêché d'accéder à l'ascenseur par les agents de sécurité de la RDC, ce qui était inapproprié et un comportement erroné dans un espace commun, mais l'affaire a finalement été résolue sans nouvelle escalade. À la suite de cet incident, le parti rwandais a pris la décision de changer d'hôtel, mais a été harcelé et filmé par des inconnus alors qu'ils étaient partis. Malgré cette provocation, l'équipe rwandaise était à tout moment retenue et professionnelle et évitait soigneusement toute confrontation. Il y a eu de grossières fausses déclarations sur ce qui s'est passé, y compris une malhonnêteté flagrante de la part du ministre de l'Information de la RDC lors d'une conférence de presse hier soir. For those asking, “Why would Kagame do this?” here’s my response: 1. Symbolic pressure on Félix: We can reach you anywhere. 2. Retaliation amid escalating diplomatic tensions. 3. Disruption of DRC morale and national unity. 4. Setting a deterrence precedent. Kagame’s regime is hurting badly — and that’s precisely the point of the recently published book “The Tshisekedi Shift” by Marcus A. Sterling. Attempting something like this on U.S. soil shows just how desperate Kagame has become. It’s borderline suicidal. Even MBS knew better: he had Jamal Khashoggi assassinated outside the United States because he understood the consequences of carrying out such an act on American territory. Kagame needs to realize this isn’t South Africa, where his agents assassinated Patrick Karegeya and attempted to kill Kayumba Nyamwasa, with only bilateral relations taking the hit. Nor is it Kenya, where he got away with the murders of Seth Sendashonga and Théoneste Lizinde thanks to irresponsible leadership like Ruto’s. This is the United States under Trump — and Trump does not mess around. Actions like this could land Kagame (and his enablers) in serious legal jeopardy, right alongside figures like Maduro.

This is Dr. Von Batten. At approximately 4:51 p.m. today, I received first reports of a possible security incident involving the First Lady of the #DRC, Denise Nyakeru Tshisekedi  @DeniseNyakeru. According to preliminary information, individuals identified by security as Rwandan nationals allegedly attempted an unlawful and hostile breach of the First Lady’s hotel room. Security personnel intervened swiftly, leading to a brief but intense struggle. The suspects ultimately escaped, with some accounts indicating they may have fled in a vehicle believed to have official links to the @PaulKagame Government of Rwanda @UrugwiroVillage. At this stage, it remains unclear whether this incident constituted an attempted assassination, an act of intimidation, or an effort to conduct surveillance. What is clear from reports is that the rapid response of security personnel prevented a potentially serious escalation. We commend their decisive action and are grateful that the First Lady is safe. The United States Government has been informed, and we will continue to monitor the situation closely and provide updates as more verified information becomes available. Incident on March 24, 2026, in Washington, D.C. Washington D.C., March 25, 2026 - An attempted intrusion by Rwandan nationals into the quarters of the First Lady of the DRC was intercepted and prevented by the security detail in place. This serious breach of security involving a high-ranking Congolese figure present in the United States at the invitation of her American counterpart was immediately reported to the competent authorities, who have been seized to shed full light on these events. Given the circumstances, this incident cannot be downplayed or reduced to a mere misunderstanding. It occurs within a context where documented behaviors of certain state actors regarding extraterritorial actions and the targeting of individuals demand the utmost vigilance and a rigorous assessment of the facts. We commend the responsiveness of the local authorities.

Where did you get the idea that Jeannette Kagame is even in Washington DC? Rwanda was NOT among the 45 nations invited to Melania Trump’s Fostering the Future Together Global Coalition Summit — unlike the DRC, which is explicitly listed. White House confirmation here: whitehouse.gov/briefings-stat… This suggests any Rwandan presence may have been unofficial / one of those unnamed US State Dept–sanctioned individuals.

Incident à l'hôtel de Denise Nyakeru : une erreur protocolaire sur fond de tensions régionales ​Par Rodriguez Katsuva (depuis Paris) ​Bien qu'il soit difficile de l'affirmer avec une certitude absolue, des sources concordantes indiquent que Jaynet Kagame était invitée aux États-Unis, au même titre que Brigitte Macron, Madame Faye ou Madame Oligui. Plusieurs Premières dames du monde entier ont en effet été conviées à un forum portant sur le « bien-être des enfants à l’ère numérique ». ​Cette rencontre, bien qu’impulsée par Melania Trump, a été organisée en coordination avec la Maison-Blanche et le Secret Service (chargé de la protection des hautes personnalités). C’est ici qu’une « erreur » semble avoir été commise : les délégations de la RDC et du Rwanda auraient été logées dans le même hôtel à Washington DC. ​Les gardes de Denise Nyakeru auraient croisé ceux de Jaynet Kagame (ou la personne désignée comme VIP dans le communiqué de l'ambassade). La reconnaissance physique, mêlée au climat de tension extrême entre les 2 pays, a conduit à une altercation devant un ascenseur. Suite à cet incident, la délégation rwandaise aurait décidé de quitter l'établissement. ​Les images de ce départ ont circulé, le ministre Muyaya en a profité pour entretenir le flou. En citant le Rwanda sans préciser les détails, cette communication a alimenté la théorie d'une tentative d'assassinat contre Denise Nyakeru, exacerbant ainsi les sentiments anti-Rwandais dans l'opinion publique. Cette approche que Patrick appelle « guerre médiatique » est périlleuse. Il est en effet peu probable qu'une tentative d'assassinat soit menée avec des véhicules arborant des plaques diplomatiques officielles ! ​Pourtant, Denise et Jaynet entretenaient des rapports cordiaux il y a encore quelques années ! Cette bourde du protocole américain, en ignorant la méfiance persistante entre les dirigeants des deux pays malgré les accords passés, a servi de catalyseur. Si le service de sécurité Denise a fait son travail, la réaction semble avoir été amplifiée par une paranoïa alimentée par le discours politique : poison rwandais. Pour la stabilité régionale, ce discours de division devrait cesser ! ​L'objectif du Forum : Melania Trump réunit les Premières dames pour discuter de la protection des mineurs face au cyberharcèlement et aux algorithmes addictifs des réseaux sociaux. C'est un sujet "consensuel" qui permet de faire de la diplomatie douce (soft power). ​Les invitées : Ces sommets se tiennent souvent en marge de l'Assemblée générale des Nations Unies ou lors de visites d'État. Le Secret Service gère la logistique de sécurité de toutes les "VIP" étrangères sur le sol américain, ce qui implique souvent de privatiser des étages entiers dans des hôtels de luxe comme le Willard InterContinental ou le Hay-Adams. ​Le saviez-vous ? Dans l'histoire diplomatique, loger des délégations ennemies dans le même établissement est soit une erreur de stagiaire, soit une stratégie délibérée (appelée "diplomatie de couloir") pour forcer une rencontre. Dans ce cas précis, vu l'étincelle que cela a produit, on pencherait plutôt pour la première option !

CLARIFICATION OF INCIDENT AT WASHINGTON DC HOTEL An unarmed member of the security detail of a Rwandan VIP staying in a Washington DC hotel inadvertently encountered security agents of a DRC delegation in a hotel hallway accessible to all guests. Both delegations were staying at the same hotel. The Rwandan detail member was briefly restrained from accessing the elevator by the DRC security agents, which was inappropriate and wrong behavior in a common area, but the matter was eventually resolved without further escalation. Following this incident, the Rwandan party made a decision to change hotels, but were harassed and filmed by unknown persons as they checked out and departed. Despite this provocation, the Rwandan team was restrained and professional at all times, and carefully avoided any confrontation. There has been gross misrepresentation of what transpired, including blatant dishonesty by the DRC Minister of Information in a press conference last night. These contemptible lies should be disregarded and condemned. END

Larry Ellison just told every software engineer on Earth their job description is dead. Not evolving. Dead. Ellison: “The code that Oracle is writing, Oracle isn’t writing. Our AI models are writing.” This is not a startup demo. This is one of the largest infrastructure monopolies on the planet telling you it already replaced the people who built it. For fifty years, building software meant translating human intent into machine instructions. Line by line. Bug by bug. Sprint by sprint. That entire layer is gone. Ellison: “We don’t write the procedure. We declare our intent.” That sentence just made the entire engineering labor market flinch. The procedure was the job. The procedure was the paycheck. The procedure was what made a developer valuable. And now the machine does it without being asked twice. Ellison: “We just tell the model what we want the program to do, and then the AI comes up with a step-by-step process to actually do it.” You are no longer paid to build. You are paid to think. And most organizations have no idea how to evaluate that. The companies still hiring armies of developers to grind through codebases are paying salaries the machine already made worthless. Not in years. In seconds. When a company worth hundreds of billions hands the keyboard to the machine and tells you the output is better, the debate is not winding down. The debate is over. The enterprise that wins this decade does not write the best code. It removes the human from the process entirely and runs on intent alone. The programmers who survive are the ones who realize the craft is no longer typing. It is architecture. It is judgment. It is knowing what to build and why. Everything else now belongs to the machine. And the machine does not negotiate severance.

This week, the United States hosted representatives from the DRC and Rwanda to further implementation of the Washington Peace Agreement under the Washington Accords for Peace and Prosperity. The parties agreed to a series of coordinated steps to advance progress on the ground, including a mutual commitment to specific measures to support each other’s sovereignty and territorial integrity, the scheduled disengagement of forces/lifting of defensive measures by Rwanda in defined areas in DRC territory, time-bound and intensified efforts by the DRC to neutralize the FDLR, and the protection of all civilians.
