He is a resident of Zomi Villa, Imphal, and retired from the Ministry of Social Welfare, Government of India. Pu Letkam Kipgen, who has worked for the welfare of people, is now an Internally Displaced Person who left everything behind at Zomi Villa in 2023. Today, 23 April 2026, the Kuki village of Mullam in Ukhrul came under heavy attack from NSCN-IM-led Tangkhul insurgents. The Tangkhuls, who escalated the Litan incident out of proportion after the new Khemchand government was installed, have now opened a new front for war, showing utter and complete disregard for law and order and the dignity of human life. Manipur : On 21/04/26, in a brazen and deeply troubling disregard for basic human values, Tangkhul villagers from Leingangching (S. Laho) reportedly cut off the only water pipeline supplying drinking water to the 8th Bihar Regiment deployed at Litan COB. This act followed the dismantling of illegal bunkers used by Tangkhul militants along the ridges of Leingangching and Sikibung - positions said to have been used for repeated attacks on Mongkot Chepu village. When attempts were made to obstruct the dismantling of these bunkers including physical intervention by groups of Tangkhul women -security personnel carried out their duties despite resistance. Soon after, the water pipeline was severed as a sign of retaliation, and videos circulating online show the cut pipes being carried into the village and displayed as though they were hard-earned trophies. This is not an isolated incident. Similar disruptions have reportedly occurred in Thawai Kuki and Shangkai villages, where the sole water supply was cut by individuals from Sikibung (Sharkaphung) Tangkhul village. The situation escalated tragically on 11 March 2026, when Thenkhogin Baite and Thangboimang Khongsai who had gone to repair a damaged pipeline were killed. Shockingly, just two days after their deaths, the pipelines were cut again. Even personnel from the @BSF_India deployed in Thawai Kuki attempted to restore the water supply were threatened and warned not to return, with explicit threats of violence. As a result, residents of Shangkai and Thawai Kuki, along with deployed security personnel continue to endure severe water shortages deprived of a basic necessity essential for survival. The Indian Army remains committed to maintaining peace and stability under extremely challenging conditions. However, actions such as cutting off water supplies and threatening those attempting repairs undermine not only operational efforts but also the most fundamental principles of humanity. How long will such incidents be ignored, deflected, or reduced to competing narratives? How long will responsibility be shifted without accountability? And how long must Kuki civilians and personnel alike continue to suffer the consequences of actions of the Tangkhuls that violate the most basic standards of human conduct? The rally highlighted the silence of the state government and New Delhi when innocent, unarmed civilians Thangboimang Khongsai and Thengin Baite were brutally tortured and murdered by an armed group NSCN. The rally also highlighted alleged interference by top political leaders within @BJP4India in an audio leak tape case involving Nongthombam Biren Singh @NBirenSingh. The rally also condemned the airlifting of injured cadres of the armed group NSCN by the Manipur Government after they attacked, killed innocent people in, and burned down Mulam Village. Rather than arresting them, the Manipur State Government, New Delhi, @manipur_police, and @NIA_India allowed them to receive treatment at RIMS Hospital, Imphal as if they were VIPs. When representatives from Tamenglong and Chandel rejected the agenda set in Ukhrul, and those from Senapati chose to remain neutral, the Ukhrul delegates were left with no alternative but to bite the dust. That explains why the meeting concluded without any substantive discussion. As per insider information, the WAR MANDATE agenda was indeed tabled in the meeting. However, the cabinet had to drop the agenda after many representatives from Tamenglong and Chandel refused to support it.
