🔙 Flashback to earlier this month: The Africa Constituency Bureau (ACB) convened over 40 stakeholders from more than 15 countries to reflect on the realities of reprioritising @GlobalFund grants in the 2024–2026 allocation cycle. Amid tighter budgets, countries shared both challenges and opportunities: ➡️ The need to keep reprioritisation inclusive and evidence-driven, even under compressed timelines. ➡️ Protecting investments in health systems, communities, and youth, which are vital for resilience and equity. ➡️ Advancing domestic resource mobilisation and innovative financing to sustain gains beyond donor cycles. ➡️ Exploring African-led solutions for access and procurement of new innovations, such as long-acting prevention tools. ➡️ Ensuring country realities directly inform global policy decisions, bridging the gap between implementation and strategy. Diseases like malaria and TB still kill millions. But because they mostly affect poorer countries, they’re often ignored by the global drug market. Ghana is working to change that by training the next generation of scientists to discover new treatments, for Africa, in Africa. 🌍



🌍 Africa’s Voice in the 8th Replenishment of the Global Fund At an event hosted by #SouthAfrica and the #UnitedKingdom , Africa’s leadership and essential role in ensuring the success of the 8th Replenishment of the Global Fund was spotlighted. @Dr_JeanKaseya called for bold reforms and sustainable African financing: 🗣️ “We are proud Africans. But with a 70% reduction in ODA, our countries must raise more funds from within. We need reforms to ensure our Ministers know what partners bring to the table. #cotedivoire : A central priority of the Government’s UHC agenda—supported by @WorldBank, @GlobalFund Fund and @UNAIDS is to ensure that all people living with HIV, estimated at over 400 000 people, are fully enrolled in the national health insurance scheme. How Debt Is Undermining Health in Africa Data Source: @UNAIDS – “Domestic revenues, debt relief and development aid: Transformative pathways for ending AIDS by 2030” (Eastern and Southern Africa Report) 💰 Between 2017 and 2023, public debt service in Eastern and Southern Africa rose from 5% to 8% of GDP. In 2023, countries spent $68.7 billion on debt repayments—2.7 times more than their entire health budgets ($25.7 billion). 📉 In countries like #Angola, #Kenya, #Malawi, #Rwanda, #Uganda, and #Zambia, debt servicing consumes over 50% of tax revenues, crowding out vital investments in health, education, and social protection—all essential to ending AIDS. 🚨 Of 18 countries reviewed, 7 are already in debt distress or receiving relief (Angola, #Ethiopia, Malawi, #Mozambique, #Somalia, Zambia, #Zimbabwe), and 2 more are at high risk (Kenya, #SouthSudan). Debt relief has done little—Zambia will still allocate two-thirds of its budget to debt service from 2024 to 2026. 📅 Looking ahead to 2030, countries like South Africa, Ethiopia, South Sudan, Mozambique, and Tanzania will each need to mobilize over $1 billion per year for HIV services alone—on top of broader social investments. 📢 Comprehensive debt relief is urgently needed. This must include all creditors—private, bilateral, and multilateral—and aim to cap debt service at no more than 15% of government revenues.
