Manipur’s Integrity Can Be Reorganized Under the Indian Constitution, Modi Must Recognize It By Sasang Haokip The Constitution of India provides mechanisms for reorganization of states and Union Territories. Article 3 allows Parliament to form new states, alter boundaries, and separate administrative units. If Manipur’s integrity is to be preserved in practice, it must be examined through these constitutional provisions, not through political slogans alone. For three years since May 3, 2023, Kuki and Meitei administration have functioned separately on the ground. Buffer zones, separate governance structures, and civilian displacement have created two distinct administrative realities. The Constitution does not require conflict to persist under a single administrative framework when the conditions for reorganization are present. Modi must recognize that constitutional integrity is not measured by map lines, but by governance that serves the people. When shared administration produces recurring violence and distrust, constitutional tools exist to address it. Reorganization, statehood, or Union Territory status are legal pathways already written into the document he swore to uphold. If the goal is lasting peace and stability in Manipur, then constitutional processes must be applied without delay. Ignoring the reality of separation while citing integrity undermines the very purpose of the Constitution. The law provides a path for reorganization where unity in administration has failed. For the Kuki people, the demand is non-negotiable. We will not give up, and we will not be silenced by delay or political pressure. The sacrifices of the last three years have made our resolve clearer, not weaker. Our movement is for justice, dignity, and self-governance under a Kuki state or Union Territory of our own. Until that constitutional outcome is achieved, the struggle will continue, in villages, in civil society, and in every forum where the people’s voice must be heard.

SAME UNIFORM BUT DIFFERENT TREATMENT: Lieutenant General Pradeep Chandran Nair was right. 1. SDPO Chongtham Anandkumar Singh was accused of rape at gunpoint when he was posted in Mayang Imphal. Khumukcham Manimacha Devi, the mother of Khumukcham Shyamasakhi Devi — who drank sulphuric acid and died after the alleged rape — made that statement in her official complaint. (April 2, 2010, sources: _The Sangai Express_ / _The Telegraph_) After his death in Moreh, his case was given priority by the Manipur state government and transferred to the NIA. His family subsequently received ₹50 lakh as compensation. He was even promoted to SDPO despite the rape allegations against him, rather than facing action. 2. Sub-Inspector Onkhomang Haokip had no bad record in his service book. He was posted under Moirang Police Station. He was brutally killed while on duty near the Chingphei outpost. The Manipur government declared him a martyr, stating he was killed by a sniper with a headshot. This was likely done by Arambai Tenggol or UNLF/PLA, who are allegedly Chinese-trained secessionist narco-terrorist groups skilled in sniping. His family received ₹10 lakh as compensation — ₹40 lakh less than Chongtham Anandkumar Singh — whereas almost every civilian from the Meitei community who died during that time was also given ₹10 lakh as compensation. The saddest part is that Sub-Inspector Onkhomang Haokip’s case is nowhere to be seen. There has been no @NIA_India activity nor visible state government action, while his killers are still treated as heroes within parts of Meitei society. Lieutenant General Pradeep Chandran Nair, who once said, “There was no Manipur Police,” was exactly right. Onkhomang Haokip was a corrupt officer. He looted lacs of rupees from ChinKuki men who were in Imphal shopping for Christmas. When he was killed, he was shooting at Meitei civilians alongside ChinKuki terrorists. Chongtham Anandkumar was protecting Manipuris from terrorists. These two men can not be compared in the same breath. The former is a criminal. The latter is a law enforcer performing his duties.

Why won't retired officials of Assam Rifles also talk of the dubious history and role of Assam Rifles in Manipur. We have not forgotten the protest by Meitei Ima who had to disrobe to shame the State to follow the Constitution at least in pretense. The illegal killings in hundreds that happened. The rape, torture and killings. Journalism should stop treating these retired officials as some dispensers of the holy grain of truth.

Manipur isn’t just random unrest, there’s a lot going on beneath the surface. There’s chatter about a private mercenary group Liberation Front of Afghanistan to be deployed there to do the dirty works. At the same time, things won’t really settle unless networks like UNLF are brought under control. These insurgent groups are deeply embedded, and as long as they operate freely, instability will continue. A lot of people online are trying to frame this as Hindu Meiteis vs Christians. That’s a wrong and oversimplified narrative. The situation is not fundamentally about religion. It’s more about insurgency, local networks, and cross-border movement. The Indian Army is not looking at Manipur in isolation. Their approach in Manipur and Mizoram is linked to what’s happening across the border in Myanmar, where the junta and rebel groups are already in conflict. That whole region is now one connected strategic space. This is a long game. Keep an eye on it. One angle people are talking about is a larger geopolitical play involving Western interests. There are even reports about widespread DNA-related activities in Myanmar, hinting at something deeper, though that part is still unclear. Another aspect is internal security. Meitei insurgent networks operating from Myanmar have become a serious problem for Indian forces. Groups like PLA and UNLF are key players here. On top of that, there’s movement of illegal arms and devices, especially when attention shifts elsewhere, like high-alert situations at places such as Srinagar airport or when foreign nationals are caught in Manipur. It also feels like not everything is visible yet. Something more could be happening in the background. Then there’s the political side. CM N. Biren Singh is accused of playing his own political game and adding to the problem. At the same time, security forces are reportedly running operations against Meitei insurgent groups like UNLF, which isn’t sitting well with the state leadership. That tension is making things messier. If you zoom out, some people are also linking developments in Bangladesh and Myanmar to a bigger pattern. The idea being discussed is about creating a corridor towards Tibet, something that echoes old British-era strategic routes through Manipur. The larger concern is this, keep India busy on the western front, while shaping a strategic corridor in the east, slowly turning the region into a potential pressure point.
