In 2021, Rwanda security forces intervened in Cabo Delgado on the invitation of the Government of Mozambique. Over the past five (5) years, the mission was quite successful: peace and stability were restored, families returned home, children went back to school, businesses reopened, Mozambican forces were (and continue to be) trained, and European/American companies could safely resume their $50 billion worth investments in LNG. During the same period, Rwanda security forces have been benefiting from the assistance of the European Peace Facility (EPF), with an amount that represents a little fraction of Rwanda’s actual expenses in Mozambique and of EU investments in Cabo Delgado. Regrettably, we have noted that the two requests by the Government of Rwanda to Brussels were received with reluctance and were politicised by some EU member States (including our two former colonial powers), transforming a critical support to a fellow Mozambican people into an irrational criticism against Rwanda, thrown under the bus by the very countries that economically benefit from our intervention in Cabo Delgado. This is why this year, Rwanda came back to the basics and decided to deal exclusively with the Government of Mozambique, which, on its turn, has secured and will continue to secure the necessary funding for the Rwandan security forces in Cabo Delgado. In this regard, the collaboration between the two governments has been successful and will continue in the same trend, as the work of the Rwandan security forces in Cabo Delgado is appreciated by the sisterly country of Mozambique.

I’m in Kigali, Rwanda, where I just spoke at the opening of @NEISAfrica’s Nuclear Energy Innovation Summit for Africa #NEISA2026, together with 🇷🇼 President @PaulKagame, 🇹🇿 President @SuluhuSamia, and 🇹🇬 President @FEGnassingbe. Africa needs more energy, with around 600 million people still lacking access to electricity. The interest in nuclear power is real: about half of all @IAEAorg newcomer countries are African, and 13 are actively pursuing nuclear power programmes. Rwanda specifically is among the countries looking to nuclear energy as part of the solution, with plans for nuclear to contribute more than 60% of its energy mix by 2050. I handed over to President @PaulKagame the Integrated Nuclear Infrastructure Review (INIR), a report by the IAEA that assesses the country’s progress in developing the infrastructure needed for a safe and secure and sustainable nuclear power programme. Africa’s energy future will be built by Africans, and the IAEA is ready to continue supporting countries across the continent, from infrastructure development and capacity building to new technologies such as SMRs. Recent agreements between the IAEA and financial institutions such as the @WorldBankGroup will be key in turning ambition into reality. Thanks to @RAEB_Rwanda President @SinaZerbo for organising #NEISA2026 and this important conversation on Africa’s energy future.

#ITURI_RDC: Il s’agit de jeunes petits commerçants membres de la communauté Bashi, une ethnie originaire du Sud-Kivu, installés à Bukela, dans la périphérie de Bunia. Ceux-ci ont été arrêtés et torturés par des miliciens Wazalendo du groupe VDP FPIC Chini ya Kilima, accusés d’être des éléments du M23 en raison de leur identité ethnique et de leur apparence physique. Ces miliciens wazalendo les ont arrêtés, en les torturant, après avoir mené un bouclage à Bukela avant de les livrer aux FARDC, qui continuent à les maltraiter avec des propos haineux. Selon les témoignages rapportés, ces jeunes Bashi ont ensuite été remis aux FARDC, qui les ont détenus dans les centres de Kunda et Diango, où ils subissent des traitements inhumains et dégradants, au motif que ce sont des ‘’ Rwandais’’. Dans un contexte aussi sensible que celui de l’Ituri, marqué par des tensions communautaires et des discours de haine récurrents, l’État congolais ne devrait pas permettre à des milices alliées de mener des opérations de bouclage ciblant des populations civiles. Plusieurs témoignages indiquent que des personnes perçues comme ressemblant aux Tutsis ou portant des noms proches du Kinyarwanda sont parfois assimilées à des « infiltrés » ou à des « étrangers rwandais », ce qui alimente des arrestations arbitraires et des discriminations ethniques. À plusieurs reprises, des jeunes Bashi ont été arrêtés dans le Grand-Nord et en Ituri en raison de leurs traits physiques ou de leurs noms, jugés similaires à ceux de locuteurs du Kinyarwanda. Pourtant, les communautés Bashi et Banyarwanda partagent certaines affinités culturelles, linguistiques et historiques. Il existe notamment des noms d’origine kinyarwanda au sein de la communauté Bashi, et certains individus peuvent présenter des traits physiques assimilés aux Tutsis. @hrw, credibility demands consistency and honesty, two things that is no longer exist in your reportings. Since at least 2017, the Banyamulenge community in Minembwe has faced killings, displacement, destruction of villages, and a blockade depriving civilians of basic necessities. Yet your silence on these realities has been deafening. Your reports simply echo the narrative of the Kinshasa regime while ignoring abuses committed by its allies, including Wazalendo militias and the FDLR, CODECO. Videos of killings, persecution, and abuses continue to circulate widely, but your accountability remains selective. Writing reports from offices more than 2,000 km away while dismissing the voices of affected communities destroys trust and raises questions about impartiality. The videos below directly contradict the narrative promoted in HRW reports. Congolese communities around the world are speaking for themselves, and the world is listening. The international community deserves facts, not propaganda disguised as human rights reporting. Truth will outlive every attempt to silence it, and history will judge those who looked away.
