Prop123 is a “diversion” if 1% of 1% l, but only if it comes out of TaBoR surplus—that overtaxtracted money that would otherwise be returned to the citizens of Colorado. If there’s no surplus, there’s no money because the purpose of this program is to increase taxes, because it’s not actually a priority. It was in the blue book because it’s a tax increase, although sold as a “diversion.” The real “diversion” was your attention—-“look over here at “affordable housing”” while picking your pocket. There was no money for 123 this year because there was no surplus for them to plunder.
