🔴 115 Afghan mandate refugees in #Kyrgyzstan — over a quarter of a century without rights, without status, without a future. For more than a quarter of a century, we have lived in #Kyrgyzstan as UNHCR-recognized mandate refugees. This is not a delay. It is an entire lifetime. It is a lost generation. Children were born here. They grew up here. And today, they face the same uncertainty as their parents. THIS IS THE CORE ISSUE: KYRGYZSTAN DOES NOT RECOGNIZE UNHCR MANDATE REFUGEE STATUS. WE HAVE NO LEGAL RIGHT TO STAY. No residency. No protection. No future. This is not integration. This is a legal dead end. We are not statistics. We are families. We are lives waiting for a decision that never comes. 115 people — a small group. But for us, this is everything. We meet the criteria for resettlement. Yet our cases have never been submitted. This is not about complexity. It is about decisions. In 2024, one Afghan mandate refugee family from Bishkek, Kyrgyzstan was resettled to California through UNHCR — while the rest of us, in the same situation, were left behind. Selective protection is not protection. It is exclusion. Return to Afghanistan is not safe. Integration is legally impossible. Resettlement is the only solution. Everything else is delay. Refugee status is not meant to be a fate. We kindly ask you to prioritize our resettlement before more years are lost. #Kyrgyzstan #Geneva #Geneva2025 #EqualProtectionForAll #ResettleMandateRefugeesFromKyrgyzstan @antonioguterres @Refugees @UNHCR_Cent_Asia @UNHCRgov @UNRefugeeAgency @UNHCRCanada @UNGeneva @UN_News_Centre @UNHumanRights @UNOCHA @UN @StatePRM @StateDept @CanadaDev @IRCC @LenaMetlegeDiab @CanadaFP @CanadaPE @ausgov @dfat @BelgiumUN @UNinBrussels @UKMissionGeneva @UNMigration @IOMchief @RefugeeCouncil @BarhamSalih @AntjeGrawe 📢 Media: @BBCWorld @BBCNews @AJEnglish @Reuters @AP @AFP @guardian @nytimes @CNN @FT

The highlight of my recent productive visit to London was meeting and catching up with @GulwaliP, member of the @displacedint Global Advisory Council and author of The Lightless Sky: My Journey to Safety as a Child Refugee. A deeply moving and must-read memoir, the book captures with remarkable honesty the trauma, dangers, resilience, and hope that define the refugee experience. Through the eyes of a child fleeing war in Afghanistan in search of safety, Gulwali gives voice to millions of displaced people too often unheard. Gulwali is not only a powerful ambassador for displaced populations worldwide, but also one of Afghanistan’s most outspoken voices across Europe advocating for refugees, human dignity, and justice. A principled leader whose example deserves to be emulated. Humanitarian aid is never the end goal. This week, UNHCR and @UNDP updated our partnership to advance self-reliance and lasting solutions for people forced to flee. Together, we can help displaced people and host communities build a more stable future. unhcr.org/news/announcem…

Small group. Clear humanitarian case. More than a quarter of a century in limbo. Why is there still no durable solution for 115 Afghan mandate refugees in #Kyrgyzstan? #Geneva #Geneva2025 #EqualProtectionForAll #ResettleMandateRefugeesFromKyrgyzstan
Afghan Mandate Refugees in Kyrgyz Republic@afghan_rfg

⚠️ 115 PEOPLE SHOULD NOT REMAIN STUCK IN LEGAL LIMBO FOR A QUARTER OF A CENTURY. We are Afghan mandate refugees in #Kyrgyzstan. Recognized by UNHCR. But still left without real legal recognition or a durable future. More than 25 years have passed. An entire generation grew up inside uncertainty that was never meant to last this long. Young people who should have been building careers, contributing to society, creating businesses, studying, innovating, and raising families in safety are still trapped between temporary documents and endless waiting. Refugee protection was never supposed to become a permanent pause on human potential. We are a small group: only 115 people. Not a burden to the world. A solvable humanitarian case. Return to Afghanistan is not safe. Integration cannot succeed where legal recognition does not exist. 🕊️ And after all these years, resettlement remains the only realistic and humane solution. Because refugee status is not meant to be a fate. While the world speaks about inclusion, equality, and responsibility-sharing, 115 Afghan mandate refugees in #Kyrgyzstan still remain outside meaningful protection. We respectfully ask donor governments, humanitarian actors, and the international community not to allow this situation to disappear behind statistics, conferences, and reports. Behind these numbers are real human lives, futures, and an entire generation still waiting for a durable solution. @Refugees @UNHCR_Cent_Asia @UNHCRgov @UNRefugeeAgency @UNGeneva @UN_News_Centre @UNHumanRights @StatePRM @StateDept @CanadaDev @IRCC @UNHCRCanada @CanadaFP @CanadaPE @CanadainCA @ausgov @dfat @BelgiumUN @UKMissionGeneva @UNMigration @IOMchief @10DowningStreet @UKHomeOffice @DavidLammy @ShabanaMahmood @LenaMetlegeDiab @antonioguterres @AntjeGrawe @BarhamSalih #Geneva #Geneva2025 #EqualProtectionForAll #ResettleMandateRefugeesFromKyrgyzstan #Kyrgyzstan #Refugees #HumanRights #Afghanistan

Afghan Mandate Refugees of UNHCR in Kyrgyzstan
Reading this as Afghan mandate refugees in #Kyrgyzstan feels painfully familiar. Questions without answers. Years without solutions. Lives suspended in uncertainty. The difference is that we are not in camps - we are trapped in a legal vacuum where UNHCR recognizes us, but the country where we have lived for more than a quarter of a century does not recognize our status. “How long can people live like this?” That question also applies to us. 115 people should not remain invisible to the world after 25+ years. @Refugees @UNHCR_Cent_Asia @UNHCRgov @UNGeneva @UN_News_Centre @UNHumanRights @StatePRM @CanadaDev @ausgov @dfat @UKHomeOffice @10DowningStreet @LenaMetlegeDiab #Kyrgyzstan #Geneva #Geneva2025 #EqualProtectionForAll #ResettleMandateRefugeesFromKyrgyzstan #Refugees #HumanRights #Afghanistan

Norway’s support to UNHCR reflects a commitment to protection, people forced to flee and conflict-affected communities. Great meeting with @GunnRoset, Director of NORAD, in Oslo today, on continued support for crises response as well as pathways to solutions.

🔴 115 PEOPLE SHOULD NOT BE INVISIBLE TO THE WORLD. More than a quarter of a century has passed — yet 115 Afghan mandate refugees in #Kyrgyzstan are still waiting for a real solution. Recognized by UNHCR. Ignored by the system around us. We are not asking for luxury. We are asking for what refugee protection was always supposed to mean: • legal safety • stability • dignity • a future for our children Instead, we remain trapped in a legal limbo where even basic certainty about tomorrow does not exist. While international conferences discuss inclusion and responsibility-sharing, our lives remain frozen between paperwork and silence. A refugee mandate without resolution becomes something dangerous: a permanent suspension of normal life. An entire generation has already grown up inside this uncertainty. Young people who should have been building careers, families, and futures are still waiting for answers after decades in exile. And the most painful question remains: If even a small group of 115 recognized refugees cannot receive a durable solution after 25+ years — what message does that send about the global protection system itself? Integration cannot work where legal recognition does not exist. Return to Afghanistan is not safe. 🕊️ Resettlement remains the only realistic and humane solution. We respectfully ask donor governments, humanitarian actors, and the international community not to let this situation disappear behind statistics and reports. 115 people. Afghan Mandate Refugees in Kyrgyz Republic
⚠️ 115 Afghan mandate refugees. ⚠️ More than a quarter of a century in exile. ⚠️ Still no durable solution. We are officially under the responsibility of the international protection system. Recognized by #UNHCR as refugees in need of international protection. But in reality - where is that protection? #Kyrgyzstan does not recognize our legal status. So after more than 25 years in exile, we are still left with: ❌ no secure legal status ❌ no real protection ❌ no pathway to integration ❌ no durable solution ❌ no future after decades of waiting We are refugees on paper - but invisible in real life. International protection exists in reports and speeches. But in our daily lives, it barely exists at all. No transparency. No meaningful communication. No visible progress. No clear future. Sometimes it feels as if the international protection system has simply disappeared while 115 people continue surviving in permanent uncertainty. Refugee status is not meant to become a lifelong fate. Integration is impossible where legal recognition does not exist. Return to Afghanistan is not safe. 🕊️ Resettlement is the only humane and realistic solution. Only 115 people remain in this situation. A small humanitarian case. A solvable case. #Afghanistan: The Committee to Protect Journalists on Monday called on the European Commission to scrap reported plans to invite the Taliban to Brussels. According to media reports, the technical talks would focus on the return of rejected asylum seekers and Afghans convicted of crimes. The European Union does not officially recognize the Taliban, and formal engagement has been conditioned in part on compliance with international standards on human rights. Afghan Mandate Refugees of UNHCR in Kyrgyzstan
🔴 While documentaries about “returnees” are being screened in Almaty, 115 UNHCR-recognized Afghan mandate refugees in #Kyrgyzstan remain trapped in prolonged exile after more than a quarter of a century. Recognized by UNHCR. Not recognized under Kyrgyz law. No secure legal status. No durable solution. No real future after decades in exile. Refugee status is not meant to become a lifelong condition. Integration is not possible where legal recognition does not exist. Return to Afghanistan is not safe. While the world speaks about “safe and legal pathways” for refugees, those already trapped inside the refugee protection system itself should not be forgotten. Safe and legal pathways should also apply to refugees who have already spent decades waiting inside the system itself. Resettlement remains the only realistic and humane solution for this small group of only 115 people. While the world speaks of protection, inclusion, gender equality, and responsibility-sharing - 115 Afghan mandate refugees in #Kyrgyzstan remain excluded from all of it. We respectfully ask the international community not to forget those still left behind inside the system itself. @BarhamSalih @antjegrawe @Refugees @UNHCRgov @UNHCR_Cent_Asia @UNRefugeeAgency @UNGeneva @UN_News_Centre @UNHumanRights @antonioguterres @usmissiongeneva @USUN @StatePRM @StateDept @UKMissionGeneva @UKUN_NewYork @10DowningStreet @UKHomeOffice @DavidLammy @ShabanaMahmood @AustraliaUN_GVA @ausgov @dfat @CanadaGeneva @UNHCRCanada @CanadaFP @CanadaPE @LenaMetlegeDiab @BelgiumUN @UNinBrussels @UNMigration @IOMchief #Kyrgyzstan #Geneva #Geneva2025 #EqualProtectionForAll #ResettleMandateRefugeesFromKyrgyzstan #Refugees #HumanRights #Afghanistan

Documentaries can spark dialogue & empathy across borders 📽️ UNHCR supported the premiere of the documentary “Unfulfilled Duty” in Almaty, highlighting the humanitarian support provided by Kazakhstan & its people to Afghans, including returnees. @UNHCRAfg @MFA_KZ
