The RPwD Act, 2016, was a landmark reform that expanded recognition to 21 disabilities, shifted from a welfare-based to a rights-based approach, and aligned India with the UNCRPD. “For the first time, the law explicitly recognised political barriers as a major obstacle for persons with disabilities,” said Shri @RamdasAthawale , Hon’ble Minister of State for Social Justice and Empowerment. On 18–19 March 2026, the NCPEDP–@Mphasis AT Hub will host a Masterclass Series for Assistive Technology Startups at New Delhi, bringing together experts and mentors from academia, industry, government, and investment to engage with innovators working in AT. Inclusion cannot be siloed. It requires a collective effort across government, private sector, and civil society. A thought-provoking panel discussion on Inclusive Health Coverage reflected on a crucial question: How far has India truly progressed in including persons with disabilities within its health systems? The consensus was clear—while there has been movement, India is still in the preliminary stages of achieving meaningful inclusion. The conversation underscored that meaningful inclusion requires a collective effort across sectors. With nearly 70% of healthcare driven by the private sector, high out-of-pocket expenditure continues to push many into poverty, making policy reform and accountable insurance systems critical. At the same time, rehabilitation and assistive technology must be recognised as essential components of healthcare, not optional add-ons. Ultimately, inclusive health coverage is not just about access, but about dignity—ensuring that no one has to spend their life’s resources just to survive. On his 8th death anniversary, we remember Late Shri Javed Abidi, whose work brought disability rights into the centre of India’s policy and public conversations. From advocating for stronger laws to building a national movement for dignity, access, and equal participation, his efforts helped change how the country understands disability. After more than two years of sustained advocacy, research, and engagement, we are happy to share an important update. The Delhi Cabinet has approved the inclusion of widow and persons with disabilities (who are currently recipients of government pensions) under Ayushman Bharat–PMJAY. This decision will directly benefit over 1.3 lakh persons with disabilities and their families. This milestone comes after sustained advocacy of over 2 years including the release of our White Paper, “Inclusive Health Coverage for All”, 35+ formal representations to national and state authorities, and sustained follow-ups with policymakers across ministries, state governments and offices of commissioners for persons with disabilities. For too long, persons with disabilities have faced structural barriers and discrimination in accessing health insurance. This announcement is a powerful first step and we appreciate and thank @CMODelhi @gupta_rekha for this much needed action. We remain committed to advancing this agenda nationally and are grateful to all partners who continue to support this journey.
