We call upon the Government of India, the Government of Manipur, the Ministry of Home Affairs, and all concerned security agencies to take immediate and decisive action against all individuals or armed groups involved in the illegal collection of taxes and extortion from commercial vehicles and transporters on the National Highways of Manipur. For a long time, truck drivers transporting LPG cylinders, fuel, food grains, medicines, construction materials, and other essential commodities have reportedly faced intimidation, threats, and unlawful demands while travelling through several highway stretches, particularly in Senapati, Ukhrul, and Tamenglong districts. Such activities create fear among transporters, disrupt the movement of essential supplies, and undermine the rule of law. No armed group or individual should be allowed to operate outside the law or extort money from civilians and transport workers. The safety of truck drivers and uninterrupted movement of essential commodities must be ensured through effective security measures and strict enforcement of the law. We urge the competent authorities to conduct thorough investigations, strengthen highway security, protect transport workers, and take lawful action against anyone found responsible for illegal taxation, extortion, or intimidation. The content circulated through the said WhatsApp channel portrays the Kuki Community in a derogatory manner and makes several serious allegations and historical claims as established facts. If these claims are false or misleading, such content has the potential to incite communal hatred, spread misinformation, disturb public peace, and further aggravate the already sensitive situation in Manipur. We respectfully request the Manipur Police, the National Investigation Agency (NIA), and all competent authorities to immediately identify the administrator(s) and persons responsible for operating the WhatsApp channel "Pawan Cham", conduct a thorough investigation into the content being circulated, and determine whether any offences relating to hate speech, communal incitement, misinformation, or public disorder have been committed. If violations of the law are established, we request that appropriate legal action be taken against those responsible without delay. We are also concerned that the repeated circulation of such content unfairly targets the Kuki Community by presenting disputed historical and political narratives in a manner that could encourage hostility against an entire community. History and identity should be examined through credible academic research and lawful public discourse, not through social media campaigns that may inflame communal tensions. We further request the authorities to direct WhatsApp and other relevant agencies to preserve digital evidence, identify those involved in creating and disseminating the content, and take all lawful steps to prevent the further spread of material that may threaten communal harmony. The Kuki Community firmly believes that every citizen of India, irrespective of ethnicity or religion, deserves equal protection under the Constitution. We therefore request the Government and law enforcement agencies to act impartially and ensure that anyone found responsible for promoting hatred or inciting violence through digital platforms is dealt with strictly in accordance with the law. If authentic, any statement encouraging violence, intimidation, or denying humanitarian assistance is completely unacceptable and has the potential to further escalate tensions and endanger innocent lives. We strongly urge the Government of India, the Ministry of Home Affairs, the National Investigation Agency (NIA), and all competent law enforcement agencies to immediately investigate the authenticity, origin, and intent behind this post. If found to violate the law by promoting hatred, inciting violence, or threatening civilians, those responsible, including the leaders or members associated with the Federation of Haomee, must be held accountable in accordance with the law. We also call for an impartial investigation into reports of intimidation and unlawful activities along the Senapati–Kangpokpi highway, including any alleged involvement of armed groups such as NSCN-IM and the ZUF Kamson Group. Any individual or group found threatening truck drivers, disrupting the movement of essential commodities, or creating fear among civilians should face strict legal action irrespective of their affiliation. We further appeal for the immediate deployment of additional COBRA units, CRPF, Assam Rifles, and other Central Armed Police Forces along the Senapati highway and other vulnerable routes to ensure the safe and uninterrupted movement of food, medicines, LPG cylinders, fuel, and other essential supplies to Kangpokpi District and other affected Kuki areas. Protecting humanitarian access and ensuring the safety of transporters and civilians must remain a top priority. We urge all communities, civil society organisations, and public leaders to reject hate speech, inflammatory rhetoric, and any attempt to create fear through social media or public statements. We strongly condemn the continued killings of innocent Kuki civilians, the destruction of Kuki ancestral villages, and the climate of fear and insecurity prevailing in the hill districts of Manipur. Between 11 March 2026 and 11 July 2026, at least 16 Kuki lives (including one unborn child) were lost in incidents that have been attributed by the user to NSCN Eastern Flank, NSCN-IM, ZUF Kamson Group, along with allegations involving the Shan National Army and Myanmar junta-linked armed elements. These allegations should be investigated thoroughly by the competent authorities. The victims include Thangboimang Khongsai, Thengin Baite, Letlal Sithlhou, Paominlun Haolai, Rev. Vumthang Sithlhou, Pastor Paogoulen Sithlhou, Rev. Kaigoulun Lhouvum, Jangminlal Haokip, Letkhongam Haokip, Tinmary Haokip, an unborn child (7 months), Haokhogin Lhouvum, Letminlun Haokip, Lunminthang Haokip, Jangngam Hangshing, and Haolal Singsit. Many other Kuki civilians have also reportedly suffered injuries, displacement, and the loss of homes and livelihoods. The reported burning of Kuki ancestral villages, including Loibol Khullen, Kultuh, Langka, Teikhang, Lenglong, and other villages, has left many families homeless and living in fear. Every such allegation deserves an impartial investigation and accountability for those responsible. There have also been allegations that armed groups entered India through border areas connected to Ukhrul and Kamjong districts. These are serious claims that require an independent investigation by the appropriate security and investigative agencies. We call upon the Government of India, the Ministry of Home Affairs, and all security agencies to immediately identify, arrest, and prosecute anyone responsible for unlawful killings, attacks on civilians, arson, and intimidation, regardless of affiliation. We further urge the authorities to ensure the safe and uninterrupted movement of civilians and essential supplies on National Highway-2 between Senapati and Kangpokpi. Maintaining law and order, protecting civilians, and keeping national highways open are essential responsibilities of the concerned authorities. ALL EYES ON MANIPUR POLICE & CRPF: It raises serious concerns that despite the provision of security escort teams on NH-37, alleged illegal collection of money described as "taxes" continues at multiple checkpoints in broad daylight by elements reportedly linked to Tangkhul NSCN-IM, ZUF-Kamson, and Meitei secessionist groups including PLA, UNLF, KCP, PREPAK, KYKL and Arambai Tenggol. This raises the question of whether CRPF and Manipur Police are aware of, or complicit in, these collections. Is the state government so constrained that an investigation by the NIA/CBI is required in this matter? Further, what is the position of the so-called Indigenous Forum comprising representatives of Kacha Naga, Tangkhul, Liangmai and Meitei groups, which has been vocal on other issues but remains silent on this matter affecting civilian supply lines? The locations of Awangkhul, Kambiron, Nungba, Jiribam Parking, Noney and Oinamlong have been specifically cited in representations to the government as points where such illegal collections are taking place, allegedly involving various armed groups. These areas have been cited as operating zones of Tangkhul NSCN-IM, ZUF-Kamson and other Meitei secessionist groups. In light of the 15th July 2026 representation submitted by 9 transporters' associations regarding extortion of POL and LPG tankers on NH-37, immediate intervention is requested. It is also noted that the official handle of Manipur Police @manipur_police, the Hon'ble Home Minister Shri Govindas Konthoujam @KonthoujamG and Hon'ble Chief Minister Shri Yumnam Khemchand @YKhemchandSingh have not issued any public clarification on this issue to date.
