Manipur’s Integrity Can Be Reorganized Under the Indian Constitution, Modi Must Recognize It By Sasang Haokip The Constitution of India provides mechanisms for reorganization of states and Union Territories. Article 3 allows Parliament to form new states, alter boundaries, and separate administrative units. If Manipur’s integrity is to be preserved in practice, it must be examined through these constitutional provisions, not through political slogans alone. For three years since May 3, 2023, Kuki and Meitei administration have functioned separately on the ground. Buffer zones, separate governance structures, and civilian displacement have created two distinct administrative realities. The Constitution does not require conflict to persist under a single administrative framework when the conditions for reorganization are present. Modi must recognize that constitutional integrity is not measured by map lines, but by governance that serves the people. When shared administration produces recurring violence and distrust, constitutional tools exist to address it. Reorganization, statehood, or Union Territory status are legal pathways already written into the document he swore to uphold. If the goal is lasting peace and stability in Manipur, then constitutional processes must be applied without delay. Ignoring the reality of separation while citing integrity undermines the very purpose of the Constitution. The law provides a path for reorganization where unity in administration has failed. For the Kuki people, the demand is non-negotiable. We will not give up, and we will not be silenced by delay or political pressure. The sacrifices of the last three years have made our resolve clearer, not weaker. Our movement is for justice, dignity, and self-governance under a Kuki state or Union Territory of our own. Until that constitutional outcome is achieved, the struggle will continue, in villages, in civil society, and in every forum where the people’s voice must be heard.
