Panattur residents created memorandum and were willing to meet and discuss the panattur issue to the CM. But they were called into the near by school and when CM came in they were locked inside by the police. H e calls out the misplaced priority of the Govt in chasing after ill-advised Tunnel Roads, again outlining the need to Plan, and operationalise the #BMLTA. 🧐 @RevathyAshok of @BPACofficial rightly worries why @BBMPCAC doesn't work. The answer is: because it is not statutory nor institutionalised. Because our city has a poor record with institution building and following the constitution. If @RevathyAshok, @TVMohandasPai and @kiranshaw were made to understand that getting the Nagarpalika Act 1992 implemented is most essential to restore planning, governance and sustainability in Bengaluru.... and if they can parrot this day in and day out, the Govt might actually implement it. At present, they are very powerful influencers, but completely wasted because they make superficial demands; what a sheer opportunity loss. 👎🏽 #Vishwanath the so called water conservationist.... expressed a plumbing approach to water management. The anchor asks him a simple obvious question: "why is there a water shortage in Bengaluru?" (almost half of Bengaluru depends on groundwater and water tankers), and he smugly replies that there is no water shortage! Duh!!??? And he launched on a monologue so obfuscated by lot of figures in every direction, that nobody understands anything. He still advocates the outdated plumbing approach to water management (pipelines). He loves the energy and resource inefficient idea of pumping water from hundreds of kms away, then pumping recycled water again to destinations 100 kms away. That 'sustainability is localisation' seems to miss him by 100's of KMs? What part of anything he says is "conservation", nobody has a clue. Strike 1: It is totally lost on him that Bengaluru receives nearly 25 TMC of water through rains, which goes waste because of the Govt's obsession with far away rivers, which destroyed all our lakes and wetlands. He pretends that there are no lakes, no wetlands, no groundwater in Bengaluru? Strike 2: He also supports the much criticized policy of creating parastatals, which has become the biggest bane of our city! Instead, if water planning & managment was part of Masterplanning and a unified govt, in an integrated, holistic manner, we would never have faced this water shortage. Strike 3: This failed plumbing approach of water management, he now wants to expand to other areas. It has already wrecked Bengaluru, now he wants the surrounding areas to also have this failed model? Strike 4: He also wants to pump our sewage to other districts... NO end to plumbing. Has he never heard of an ecosystem approach to water resource management? Clearly, outdated. If only we didn't have blinkered policy makers in the 60's and we didn't build pipelines from Cauvery, and instead if we protected all our wetlands and 2000 lakes, and focussed on capturing the abundant rainfall, and ensured groundwater recharge, we would have had local water security, and perhaps we would have better protected our environment as well....? Even the anchor @rajchengappa seems to understand that better than the supposed expert?! The water management paradigm that is followed by the likes of @chairmanbwssb is dated, and so are the experts that advise them, and have lived off this paradigm. What's more, we need to move away from the failed centralised sewage management as well, and pursue a ZERO DISCHARGE PARADIGM! A clear surprise at the event was the Environment Minister @eshwar_khandre, who read out a scripted but articulate and compelling ideas for recovery and sustainability of Bengaluru: youtu.be/-EVm5jknYo4 Wonder if these ideas would find a way into the plans for Bengaluru... The city still doesn't have urban planners, transport planners or ecologists, or a Planning Authority with capacity building. And we don't have a democratic and integrated, devolved city govt.... All of course due to non-implementation of the Nagarpalika Act 1992. We lack the mechanism to bring about positive changes. Our wish list is that Nagarpalika Act is fully implemented, so that we have a Planning Authority - a Metropolitan Planning Committee, which is capacitated with sufficient nos of urban & transport planners and ecologists, and is put in charge of the Climate Action Plan, as part of the Masterplan. That way, it would get institutionalised, and would stand a chance. And we need to get get rid of all individual parastatals, merge them into a unified city govt, which is devolved and elected. Democracy rests on the foundation of two essential principles: 1) Constitutionality 2) Rule of Law When the Govt itself starts violating these principles, the result = Bengaluru! Bengaluru in a free-fall; infrastructure has been crumbling for decades, but public discussion doesn't go beyond the superficial! Nobody is addressing the root cause for the city's collapse - the violation of the legal provisions which are leading to this mess: The non-implementation of the Nagarpalika Act 1992 (74th Constitutional Amendment Act of 1992)! We are paying the price for this. * The city lacks prescribed planning authority and institutionalised planning capacity. * Governance is missing, City Govt doesn't exist! The State govt runs the city inefficiently through 15-20 parastatals! It is a mess by design! Unfortunately, even the influencers in the city like @TVMohandasPai and @kiranshaw although they have the ears of the ministers, are unaware of the systemic malaise; they have photo-ops with them, and ask for superficial fixes. They don't ask the Govt to follow the constitution, or to build capacity. Being successful business-people they know how important institution-building is. But they fail to make the demand of the Govt. There are no superficial fixes for this mess. Band-aids will not work. What is required is deep surgery - 'systemic correction'. Our public servants (politicians & bureaucrats) get away with their lawlessness, because citizens in general are legally illiterate!
