1) IGAD’s mandate covers development, food security, and intergovernmental cooperation. ✅ 2) IGAD’s mandate does NOT include brokering internal Somali political disputes through unofficial Eid visits. ❌ If IGAD wished to formally facilitate dialogue between Mogadishu and Jubaland, that would require institutional mandate NOT a personal holiday visit followed by a public endorsement post. 🫢😬😳 What you have done is use IGAD’s platform and Somalia’s goodwill to launder political legitimacy for a man who ordered his forces to fire on the Somali National Army. That is not diplomacy. That is not wisdom. And it is most certainly not patriotism. I want to leave you with this: You are NOT a neutral actor. You are the Deputy Executive Secretary of IGAD, a position you hold because the Federal Government of Somalia 🇸🇴 lobbied for your appointment. 🫵🏽That same government is now the one you are publicly undermining by legitimizing a figure it does not recognize, in a dispute that touches directly on Somalia’s constitutional order, its federal security architecture, and an active conflict zone. Listen to me, my fellow Somalis, Sudanese, Eritrean and Egyptian brothers and sisters. 🇸🇴🇪🇷🇪🇬🇸🇩 We must unite, just like the Scandinavian 🇸🇪🇳🇴🇫🇮🇩🇰countries, and combine our strength. We should start by cooperating in key areas: media, intelligence, defense, currency, airlines, investment, and foreign policy. Ethiopia remains the main source of instability in our region, and we must finally recognize this and take action. This anti-African country has long enjoyed support from foreign powers, which it uses to betray and undermine its neighbors. In Sudan, it collaborates with the Emirates to contribute to the suffering and genocide of the Sudanese people. In the Somali Republic, it supports Oromo led ISIS and Al Shabab that terrorize Somalis while hiding under Atmis and Islam. In Eritrea, it is preparing potential attacks to gain access to the sea. In Egypt they started weaponizing the Nile river just to starve millions of Egyptians. I personally hold no hatred toward the Ethiopian people. I have always spoken out about the severe violence and suffering inflicted on the Amhara and Tigray communities in northern Ethiopia. However, I have come to realize that Ethiopia is the core problem in our region — no matter who holds power. This failing state is exploited by Asian, European, and American interests, often influenced by a Zionist-led hateful policies, to weaken and destroy neighboring countries. We must bravely expose the truth, speak out, and stand together against tyranny, moral decay, and foreign-controlled puppets like Abiy Ahmed, who has been responsible for immense suffering and hundreds of thousands of deaths in northern Ethiopia during recent conflicts. None of us benefits positively from Ethiopia’s current role in the region. Therefore, we should demand the relocation of the African Union headquarters. Africa must choose its own leaders and capital city — and only a country that truly respects international law, human rights, and democracy deserves to host or lead the continent. Ethiopia, which bears responsibility for the severe starvation affecting many Amhara and Tigrayan Christians, the deaths of hundreds of thousands of its own citizens during recent conflicts, and its involvement in regional instability—including in Sudan and the Somali Republic—must finally face reality. We have every right to take action to stop this country from continuing to kill and terrorize our nations. Ethiopia must never be allowed sea access, nor should it continue hosting the African Union headquarters or pursuing its interests in ways that undermine regional peace.

Ref: GSH/XX/CXA/USCONG_34 Date: 14/03/2026 To: Honorable Members of the United States Senate Committee on Foreign Relations To: Honorable Members of the United States House Committee on Foreign Affairs Subject: Request for Congressional Oversight Review of the West Virginia–Somalia Critical Minerals Memorandum of Understanding Dear Honorable Members of Congress, I write to you in my official capacity as a Member of the Committee on Foreign Affairs of the House of the People of the Federal Parliament of Somalia concerning a recently announced Memorandum of Understanding regarding cooperation on critical minerals signed between the State of West Virginia and the Ministry of Petroleum and Mineral Resources of Somalia. According to publicly available information, the document was reportedly signed by Kris Warner, Secretary of State of West Virginia, and Dahir Shire Mohamed, Minister of Petroleum and Mineral Resources of the Federal Republic of Somalia. While Somalia welcomes lawful and transparent cooperation with the United States in the responsible development of strategic minerals, the circumstances surrounding this agreement raise serious constitutional, legal, and governance concerns that may warrant congressional oversight. The United States Constitution clearly restricts the authority of individual states to enter into agreements with foreign governments. The Compact Clause provides: “No State shall, without the Consent of Congress, enter into any Agreement or Compact with a foreign Power.” The Federal Republic of Somalia is a sovereign foreign state. Accordingly, any agreement between the State of West Virginia and the Government of Somalia that establishes obligations related to mineral exploration, extraction, investment, or supply chains could fall within the meaning of an “agreement with a foreign power.” If the agreement was concluded without congressional consent or federal oversight, it may raise constitutional concerns relating to the encroachment of state authorities into matters reserved to the federal government - particularly foreign policy and international economic relations. Serious constitutional issues also arise under the Provisional Constitution of the Federal Republic of Somalia. Under Article 44, natural resources belong collectively to the Somali people and must be managed through a cooperative framework between the Federal Government and the Federal Member States. Additionally, the Constitution grants oversight authority to the House of the People of the Federal Parliament of Somalia to review international agreements affecting national resources and sovereignty. To date: o No such agreement has been submitted to Parliament for scrutiny or ratification. o No consultation has taken place with Federal Member States. o No public disclosure of the agreement’s terms has occurred. These circumstances raise serious concerns regarding the legality and constitutional validity of the agreement under Somali law. The timing of this agreement further raises concerns about governance. The constitutional mandates of Somalia’s federal institutions are approaching expiration: o The term of the Federal Parliament expires in April 2026. o The mandate of the Executive Branch led by Hassan Sheikh Mohamud, President of Somalia, expires on 15 May 2026. International governance standards generally discourage caretaker administrations from entering agreements that could bind future governments on matters involving strategic national resources. Critical minerals are increasingly vital to global supply chains, advanced technologies, renewable energy infrastructure, and national security. Ensuring that any agreements involving these strategic resources are legally valid, transparent, and constitutionally authorized is essential to safeguarding both U.S. and Somali national interests. Congressional oversight would help ensure that cooperation between U.S. entities and Somalia proceeds in a manner consistent with constitutional principles and international best practices. Accordingly, any attempt to authorize mineral development in the Awdal region without consultation with me (Representative of Awdal at the Federal Republic of Somalia the House of People), Grand Chief Suldan Samatar Suldan Ibrahim Suldan Jama (Grand Chief Custodian of Awdal Region), and lawful constitutional institutions would constitute a violation of community rights and customary land governance. Public reports indicate that the delegation representing the Somali government in West Virginia included individuals closely related to Hassan Sheikh Mohamud, including: o Jihan Hassan Sheikh Mohamud, daughter of the President o Mohamed Ibrahim Ali Cajib, Member of Parliament and relative of the President o Dahir Shire Mohamed, Minister of Petroleum and Minerals and relative of the President o Dahir Hassan Abdi, he Ambassador of Somalia to the United States and relative of the President These circumstances raise serious concerns regarding transparency and conflicts of interest in the negotiation of agreements affecting national resources. In light of the constitutional violations described above and the absence of lawful authorization under both U.S. and Somali law, the Memorandum of Understanding must be considered legally null and void. In light of these concerns, I respectfully request that the United States Senate Committee on Foreign Relations and the United States House Committee on Foreign Affairs consider reviewing this matter to determine: o Whether the State of West Virginia possessed lawful authority under the United States Constitution to conclude an agreement with the Government of Somalia. o Whether the agreement required the consent of Congress under the Compact Clause. o Whether relevant federal agencies were consulted prior to its execution. o Whether any U.S. laws governing foreign relations, international agreements, or strategic mineral supply chains may be implicated. The Somali people deeply value the longstanding partnership between Somalia and the United States. Our shared commitment to democratic governance, transparency, and the rule of law provides a strong foundation for future cooperation. Hospitals and MCHs are not even safe, health care centres are being destroyed to make a way of building a huge apartment complexes and private properties/villas in the city. What a speech. Former President Mohamed Abdullahi Farmaajo reminded the nation what true leadership and statesmanship look like. History will remember this moment. He spoke with clarity and humility about his own determination to deliver one-person-one-vote elections, but also about the difficult responsibility of governing a fragile nation. STATEMENT Today, Somalia witnessed a deeply troubling development in Parliament. At a moment of acute national fragility, marked by political division, a worsening drought, a near-expired presidential mandate, and heightened foreign-policy sensitivities—efforts were made to advance constitutional changes through security pressure, inducements, and procedural manipulation. A fundamental principle must be stated clearly: a constitution cannot be altered credibly without broad political consensus, public consultation, and respect for transitional realities. Unilateral constitutional change—especially during a political transition—undermines trust in institutions, and legality without legitimacy deepens division rather than resolving it. These concerns are compounded by the political context. The President has less than two months remaining in office, and talks with the opposition are scheduled. Any major constitutional change at this stage risks prejudging those talks and poisoning the political environment. Good-faith dialogue cannot coexist with irreversible decisions taken behind closed doors. Constitutional reform undertaken without inclusion, consensus, and a legitimate mandate erodes democratic norms, weakens institutional credibility, and places Somalia’s political transition at risk. Such actions also undermine the confidence of international partners who have invested in Somalia’s stability, rule of law, and state-building. At this critical juncture, Somalia requires restraint, dialogue, and responsible stewardship—not unilateral actions with irreversible national consequences. These developments reflect a serious failure of governance and statesmanship under President Hassan Sheikh Mohamud, placing unnecessary strain on national cohesion and international credibility. I urge Somali political leaders, civil society, the business community, the Somali diaspora, and international partners to recognize the gravity of this moment and to reaffirm that legitimacy, inclusivity, and constitutional order are indispensable to Somalia’s stability and future. Nations are not destroyed by disagreement; they are destroyed when leaders fail to recognize the moment they are in.
