Trois ans après les Jeux de la Francophonie organisés à Kinshasa du 28 juillet au 6 août 2023, des centaines d’entreprises et des milliers de travailleurs attendent toujours d’être payés pour des prestations réalisées à la demande de l’État congolais. Ces entreprises ont construit, livré, mobilisé des équipes dans des délais contraints pour permettre à cet événement international d’exister. Aujourd’hui, elles sont laissées sans réponse, certaines au bord de la faillite, pendant que leurs employés attendent des salaires dus depuis des années. Ce n’est pas un simple retard administratif. C’est une question de crédibilité et de responsabilité. La Francophonie, à travers l'@OIFrancophonie repose sur des principes clairs : confiance, coopération, respect des engagements. Comment prétendre jouer un rôle de leadership, voire aspirer à influencer cette organisation, lorsque des engagements pris dans ce même cadre restent non honorés ? La question n’est pas seulement financière. Elle est politique. Car lorsqu’un État ne paie pas ceux qui ont contribué à un événement international qu’il a lui-même accueilli, cela envoie un signal très préoccupant : ▪️sur la fiabilité de sa parole, ▪️sur le respect du secteur privé, ▪️et sur la valeur accordée au travail de ses propres citoyens. Et pendant ce temps, la communauté internationale continue de projeter une image de normalité, voire de succès... Cela soulève une question légitime : s’agit-il d’un problème de moyens, ou d’un problème de priorités ? Dans un contexte où les ressources existent, mais où les urgences sociales restent non traitées, il est difficile de ne pas s’interroger sur les choix opérés. D’autant plus lorsque l’on voit circuler, ici et là, des liasses de dollars brandies sans retenue, comme si l’abondance financière ne faisait aucun doute, mais qu’elle semblait simplement orientée ailleurs que vers les besoins essentiels de la population. Avant de prétendre à un rôle moteur au sein de la Francophonie, il serait plus cohérent de commencer par honorer ses propres engagements, en particulier ceux pris dans le cadre d’un événement aussi symbolique. La confiance ne se revendique pas. Elle se mérite. Congolese politicians are truly something. Their First Lady is staying in a hotel with her security detail, and a Rwandan VIP happens to be in the same hotel yet somehow, they believe she should be the only one allowed security or access to the elevator. You’re in the United States, not Kinshasa. If you want exclusive control of an entire hotel, then pay for it. Credit to the Rwandan security team for handling the situation professionally, showing restraint, and ultimately choosing to relocate. Bdw everyone knows this could have ended very differently.

ALERT: URGENT CALL ON THE TARGETING OF BANYAMULENGE CIVILIANS IN EASTERN DRC We raise an urgent alarm to the international community, human rights organizations, and all those committed to justice and human dignity. Reports from the Minembwe area, including Kalingi, Gakenke, and surrounding highland regions of South Kivu in the Democratic Republic of Congo, indicate a serious deterioration of security for Banyamulenge civilians. These reports describe the use of unmanned aerial vehicles (drones) in attacks against densely populated civilian areas. These attacks have reportedly resulted in deaths, injuries, destruction of property, and the displacement of vulnerable communities. According to multiple accounts, these operations involve a coalition of forces including the Congolese army (FARDC), Burundian forces (FDNB), and armed groups such as FDLR and Wazalendo militias, operating in areas predominantly inhabited by Banyamulenge civilians. These developments raise grave concerns because: Civilians appear to be directly targeted instead of protected Such acts, if confirmed, may constitute serious violations of international humanitarian law, including potential war crimes They undermine ongoing ceasefire efforts and regional peace initiatives We call on: -The United Nations to launch an immediate, independent, and transparent investigation -The African Union to take urgent and concrete action -The United States and the European Union to ensure accountability and apply appropriate measures -International human rights organizations to document, report, and act on these allegations The protection of civilian lives must be a priority. Burundi’s President Evariste Ndayishimiye is continuing a plan to organize and train Interahamwe and Imbonerakure in a joint operation with Tshisekedi, FDLR, Jean Luc Habyarimana, and other criminals in a plot to attack Rwanda, according to what reliable information claims. The training camps for those preparing to attack Rwanda are said to be located in the Kibira forest, which is connected to Rwanda’s Nyungwe forest, according to testimonies from people who are familiar with the situation, including those who supply these groups. Rwandan Muslim Community #MeetThePresident It is good news to see Islam and to thank H.E. Paul Kagame for giving them the opportunity to engage with him. It is very rare in the world to find a good President like H.E. Paul Kagame who loves his citizens. Let us also thank him for the support he promised in various initiatives, and we know him as someone whose words are followed by action. Let us continue to thank him for his role in restoring peace and security in Rwanda and for ending the injustice that was once directed at a section of Rwandans, including Muslims, who were previously marginalized in many areas such as education and public employment. Today, all Rwandans are equal and have the same rights in their country. All of this is the result of having a good leader, H.E. Paul Kagame. We also thank the Mufti of Rwanda, Sheikh Mussa Sindayigaya, for restoring unity among Muslims and ensuring that there are no longer divisions, as he brought people together to engage in dialogue as believers and make the decision to unite. This is why they had the opportunity to be received by H.E. Paul Kagame. If I remember well, the last time he met with Muslims was in 2011. This is a positive path initiated by Mufti Sindayigaya, and we hope it continues so that we can unite and build our country together. There are many enemies seeking to undermine our security, especially considering the bad intentions of neighboring countries such as Burundi and the DRC, which aim to destabilize the peace we enjoy, largely due to the genocide ideology they share with FDLR and others who are hostile toward Rwanda. Muslim youth should not be distracted by those who still hold extremist beliefs. Wherever we encounter such ideologies, we must oppose them. Furthermore, Muslim youth, like all other youth, should use social media to counter those who spread false information about our country and its leadership. It would be beneficial for the Muslim community in Rwanda to continue organizing training for youth on how to effectively use social media to counter harmful narratives. Finally, in recent days we have seen some individuals wearing clothing that covers the face (niqab) reappearing in different parts of the country, especially among women. Such clothing can conceal identities, and in some cases, criminals may misuse it by disguising themselves with harmful intentions. If we remember well, similar clothing has been used in some parts of the world by extremists when carrying out attacks. This is an act of extreme brutality committed by a Kasai-origin doctor affiliated with the #UDPS, who allegedly subjected a young woman to severe abuse while she was in labor, completely naked, in an operating room. Instead of providing medical care, the doctor described as acting in a savage manner (and alleged to be a relative of Félix Tshisekedi)—used instruments and sharp tools at his disposal to violently assault his own patient. What makes this even more disturbing is that the woman, who had just given birth and was being stitched, was fully conscious and could feel everything that was being done to her, yet she was subjected to this horrific abuse without any mercy.
