⚖️ DAY 144: MAJOR BREAKTHROUGH! NATIONAL HUMAN RIGHTS COMMISSION (STATUTORY BODY) TAKES COGNIZANCE & DIRECTS DEFENCE SECRETARY TO ACT ON #SPARSH CRISIS WITHIN 8 WEEKS 🏆 #SPARSHFailsVeterans campaign ( 44,257 Views) x.com/i/status/18940… ◾On 08 Apr 26, we received official communication from National Human Rights Commission (NHRC) on our Case No. 369/90/0/2026 (registered 30 Mar 26 on our petition dated 08 Dec 25), attached. ◾NHRC has transmitted our original complaint to the Defence Secretary with the following clear directions, attached: DIRECTIONS OF NHRC COMMISSION (verbatim gist): ▪️The complaint be transmitted to the concerned authority for such action as deemed appropriate. ▪️The authority concerned is directed to take appropriate action within 8 weeks, associating the complainant/victim, and to inform him/her of the action taken in the matter. ▪️Scanned copy of Complaint attached for necessary action as per the directions of the Commission. GIST OF IMPORTANT POINTS HIGHLIGHTED IN OUR ORIGINAL COMPLAINT TO NHRC: ◾SPARSH system caused severe human rights violations for lakhs of aged (70–95+ years), less-educated, non-tech-savvy Ex-Servicemen and widows living in remote areas. ◾Defective data migration: Used legacy PPOs (1976–2016) instead of 2017 ePPOs, resulting in ~50% blank/wrong data. ◾Burden shifted onto vulnerable pensioners: CGDA/PCDA(P) did not correct data themselves; aged veterans forced to update via portal they cannot access. ◾Ineffective grievance mechanism: Complaints closed as “resolved” without actual rectification. PRAYER IN OUR ORIGINAL PETITION TO NHRC (Verbatim Para-6): ◾Take suo moto cognizance of this matter under Section 12(a) of the Protection of Human Rights Act, 1993, given the scale and human rights implications. ◾Direct the Comptroller and Auditor General (CAG) to conduct an Efficiency-cum-Performance Audit of the Controller General of Defence Accounts (CGDA) and Principal Controller of Defence Accounts (Pensions) Prayagraj to investigate and rectify the systemic failures of SPARSH. ◾Ensure remedial measures - ▪️Data correction by CGDA and PCDA(Pensions) using existing records ▪️Provisions for rural ESM to opt-out of SPARSH until resolved, to restore their dignity and financial security. Yet the petition was misrouted and closed as "suggestions": ▪️Sh Dhritiman Bhattacharya, SAO PCDA(P) closed it on 05 Jun 25 stating it falls under suggestions, not grievance. ▪️Appeal FADSS/E/A/25/0000741 filed 16 Jun 25 explicitly requested forwarding to Hon'ble PM office. Respected Lt Gen DP Vats Sir, 🇮🇳 Jai Hind! 🎖️ Thank you for your continued efforts and for personally meeting the Hon’ble Finance Minister Smt Nirmala Sitharaman ji to seek clarification on this important matter concerning our disabled veterans and serving personnel. Sir, with utmost respect and as a fellow veteran concerned about the community's welfare, I humbly seek further light on this assurance. The Finance Bill 2026 (effective from 1 April 2026 / AY 2026-27) explicitly proposes to restrict the full income tax exemption on disability pension (both service and disability elements) only to personnel who have been invalided out of service due to bodily disability attributable to or aggravated by military service. It clearly excludes cases of retirement on superannuation or otherwise (including premature retirement), as per the explanatory notes and Clause references in the Bill. In this context, respected Sir, if the status quo is indeed to continue as assured, could you kindly share any further details or official communication that might clarify how this statutory amendment aligns with no change being effected? Many veterans are anxious due to the proposed language limiting the exemption strictly to invalided-out cases, despite the ongoing sub judice matter and Supreme Court stay on earlier circulars. Your guidance as a super senior veteran (former Commandant AFMC Pune) and former Rajya Sabha member would greatly help dispel confusion and provide reassurance to the community.
