As per Para 11.5.7 page 297 of Select Committee Report on IT Bill 2025 @FinMinIndia apprised the Committee that exemption of Income Tax on Disability Pension will continue as the Honorable SC has ordered to “Maintain Status Quo”. Now in Para 108 D(6) of Finance Bill 2026 this exemption has been taken away from those Disabled Soldiers who Superannuated. Was the Committee misled? "Finance Minister Mrs. Nirmala Sitharaman has recommended in the Finance Bill 2026–27 to impose tax on the disability pension of soldiers and ex-servicemen of this country. Let me tell you, by this move the government may save a very small amount of money, but the emotional and moral cost for our soldiers will be enormous. It is nothing less than taxing wounded soldiers, which means their sacrifice is being penalized. The decision to tax disability pensions hurts the dignity, morale, and trust of the entire armed forces. In the 2021–22 Budget, the same Finance Minister, Mrs. Nirmala Sitharaman, proposed reducing corporate tax from 31% to 21%, which amounted to lakhs of crores of rupees in revenue loss. When the government can afford such a massive reduction in corporate tax, then how can the ₹200 crore collected from taxing disability pensions be considered more important? Furthermore, the Central Government has also waived loans worth about ₹12,000 crore of 26 industrialists who have fled the country. If ₹12,000 crore of loans of people who left the country can be waived, then how can ₹200 crore from the disability pensions of our soldiers be justified? With respect, the gravity of this issue demands your priority action. 📢 THE CATASTROPHIC FAILURE OF SPARSH: - Flawed Data Migration: The Defence Accounts Department (DAD) transferred data using outdated legacy Pension Payment Orders (PPOs) from 1976–2016, ignoring 2017 ePPOs issued post-7th CPC. These groups would serve as vital communication channels to disseminate important welfare schemes, updates, and directives from Higher Headquarters, ensuring no veteran is left uninformed. @DIAV20, #BrigDIAV Sir, As an Ex-Serviceman permanently settled in Dehradun, I have made repeated attempts to connect with Col Aditya Srivastava, Colonel Veteran of Uttarakhand Sub Area (Contact: 95969 90129), via WhatsApp to inquire about the existence of such a group and request inclusion. Despite sharing my details and persistence (as evidenced in the attached screenshots from Jan 2025 to June 2025), I have received no response, nor have I been added to any group as of 18 Jul 2025. Additionally, phone attempts have been unsuccessful, with the number appearing unattended. This lack of communication hinders the timely sharing of essential information with veterans in the region. In contrast, I commend Col Siddhartha Sharma, Colonel Veteran of K and K Sub Area (Contact: 89866 65444), for his proactive approach. Despite my clarification that I reside in Dehradun and not Bangalore, he graciously included me in the K and K Sub Area Veterans WhatsApp Group. This group actively circulates a wealth of welfare-related information, including letters and updates, which are immensely beneficial to Ex-Servicemen. His efforts highlight the potential of such platforms to foster connectivity and support. Sirs, I administer four PAN India WhatsApp Groups for Tri-services Veterans voluntarily, assisting with welfare matters, and have been advocating for better communication channels. The Directorate Indian Army Veterans Cell (DIAV) at IHQ MoD (Army) oversees Colonel Veterans under each Command, Area, and Sub Area HQ for Ex-Servicemen welfare. However, on the ground, there is little awareness of their charter of duties, and many Colonel Veterans lack direct communication with the veteran community in their AOR. Establishing groups with a capacity of 1024 members each (with additional groups created if needed) would leverage existing Ex-Servicemen data maintained by Colonel Veterans. Sirs, Notably, WhatsApp Groups of ECHS Polyclinics and Station CSDs are already operational in most Military Stations, effectively supporting Ex-Servicemen welfare. If these groups can exist and function successfully, Colonel Veterans WhatsApp groups can also be created and made Operational with similar efficacy. On behalf of myself and fellow Ex-Servicemen from my WhatsApp Groups, I request #AdjutantGeneral #BrigDIAV @adgpi @DIAV20 to direct this initiative, support and encourage Colonel Veterans to adopt these channels. Effective communication is critical to supporting our veteran community, and these groups would bridge existing gaps.
