This cannot become another shortcut for Bengaluru’s broken planning system. B-Khata was a tax-collection compromise, not proof that a property was legally planned or environmentally safe. If the government now converts lakhs of B-Khata properties into A-Khata at a discount, it must first publicly clarify whether properties on lake beds, rajakaluves, wetlands, buffer zones, government land and road reservations are excluded. Otherwise, this sets a dangerous precedent: violate first, pay later, and get regularised. Bengaluru needs property clarity, but not at the cost of flooding, illegal layouts and permanent civic chaos.

ನಮ್ಮ ಬೆಂಗಳೂರು - ನಮ್ಮ ಗ್ಯಾರಂಟಿ! ಇಂದು ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಕೇಂದ್ರ ಕಚೇರಿಯ ಸಮ್ಮೇಳನ ಸಭಾಂಗಣದಲ್ಲಿ ನಮ್ಮ ಸರ್ಕಾರದ 6ನೇ ಗ್ಯಾರಂಟಿ - ಭೂ ಗ್ಯಾರಂಟಿ ಹಾಗೂ ಬೆಂಗಳೂರಿಗೆ ಸಂಬಂಧಿಸಿದ ಹಲವಾರು ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಗಳ ಬಗ್ಗೆ ಮಾಧ್ಯಮಗೋಷ್ಠಿಯನ್ನು ಉದ್ದೇಶಿಸಿ ಮಾತನಾಡಿದೆ. ಬೆಂಗಳೂರು ನಗರದ ಇತಿಹಾಸದಲ್ಲಿ ಈವರೆಗೆ ಯಾರೂ ಇಂತಹ ಬೃಹತ್ ಕಾರ್ಯಕ್ರಮವನ್ನು ಹಮ್ಮಿಕೊಂಡಿಲ್ಲ. ನಮ್ಮ ಬೆಂಗಳೂರಿನ 23 ಲಕ್ಷ ಮನೆಗಳ ಆಸ್ತಿಗಳನ್ನು ಅಧಿಕೃತಗೊಳಿಸಿ, ಹಕ್ಕು ಪತ್ರಗಳನ್ನು ಜನರ ಮನೆ ಬಾಗಿಲಿಗೆ ತಲುಪಿಸಲು ನಾವು ತೀರ್ಮಾನಿಸಿದ್ದೇವೆ. ನಾವು ಆರನೇ ಗ್ಯಾರಂಟಿ ಅಂದರೆ ಭೂ ಗ್ಯಾರಂಟಿಯ ಯೋಜನೆಯ ಮೂಲಕ ಆಸ್ತಿ ದಾಖಲೆಗಳ ದುರುಪಯೋಗವನ್ನು ತಡೆಯಲು ಪ್ರತಿಯೊಂದು ಆಸ್ತಿಯ ಮ್ಯಾಪಿಂಗ್ ಮತ್ತು ವಿವಿಧ ಪ್ರಕ್ರಿಯೆಗಳನ್ನು ಪೂರ್ಣಗೊಳಿಸಿ, ಜನರಿಗೆ ಅವರ ಆಸ್ತಿ ದಾಖಲೆಗಳನ್ನು ಒದಗಿಸುತ್ತೇವೆ. 'ನನ್ನ ಖಾತೆ - ನನ್ನ ಹಕ್ಕು' ಅಭಿಯಾನವನ್ನು ನಾವು ಹಮ್ಮಿಕೊಂಡಿದ್ದೇವೆ. ಪ್ರಸ್ತುತ ನಗರದಲ್ಲಿ 7 ಲಕ್ಷ ಬಿ-ಖಾತೆಗಳಿದ್ದು, ಈ ಪೈಕಿ ಆರಂಭದಲ್ಲಿ ಬಂದ 11 ಸಾವಿರ ಅರ್ಜಿಗಳಲ್ಲಿ 7 ಸಾವಿರ ಅರ್ಜಿಗಳನ್ನು ವಿಲೇವಾರಿ ಮಾಡಿದ್ದೇವೆ. ಈಗ ಈ ಅಭಿಯಾನದ ಮೂಲಕ ಎಲ್ಲಾ 7 ಲಕ್ಷ ಜನರಿಗೂ ಅನುಕೂಲ ಮಾಡಿಕೊಡುವುದು ನಮ್ಮ ಗುರಿಯಾಗಿದೆ. 'ನನ್ನ ಖಾತೆ - ನನ್ನ ಹಕ್ಕು' ಅಭಿಯಾನವನ್ನು ಮೇ 16ರಿಂದ ಆರಂಭಿಸಿ ಸುಮಾರು ಮೂರು ತಿಂಗಳ ಕಾಲ ಪ್ರತಿ ಶನಿವಾರ ಬೆಳಿಗ್ಗೆ 10 ಗಂಟೆಯಿಂದ ನಡೆಸಲಾಗುವುದು. ಒಂದು ಪಾಲಿಕೆಗೆ ಹತ್ತು ಸ್ಥಳಗಳಂತೆ ಒಟ್ಟು 50 ಜಾಗಗಳಲ್ಲಿ ಈ ಕಾರ್ಯಕ್ರಮ ನಡೆಯಲಿದೆ. ಸಾರ್ವಜನಿಕರ ಹಿತದೃಷ್ಟಿಯಿಂದ ಎರಡನೇ ಮತ್ತು ನಾಲ್ಕನೇ ಶನಿವಾರ ರಜೆ ಇದ್ದರೂ ಸಹ ಅಧಿಕಾರಿಗಳು ಲಭ್ಯವಿದ್ದು ಕೆಲಸ ಮಾಡಲಿದ್ದಾರೆ. ಯಾರೊಬ್ಬರಿಂದಲೂ ರೂಪಾಯಿ ಲಂಚವಿಲ್ಲದೆ ಪಾರದರ್ಶಕವಾಗಿ ಮನೆ ಬಾಗಿಲಿಗೆ ಖಾತೆ ಒದಗಿಸಿಕೊಡುವುದೇ ನಮ್ಮ ಸಂಕಲ್ಪವಾಗಿದೆ. ಬಿ-ಖಾತೆಯಿಂದ ಎ-ಖಾತೆಗೆ ಪರಿವರ್ತಿಸಿಕೊಳ್ಳುವವರಿಗೆ ನಾವು ದೊಡ್ಡ ರಿಯಾಯಿತಿಯನ್ನು ಘೋಷಿಸಿದ್ದೇವೆ. ಸಾಮಾನ್ಯವಾಗಿ ಇದಕ್ಕೆ ಶೇ. 5ರಷ್ಟು ಗೈಡೆನ್ಸ್ ವ್ಯಾಲ್ಯೂ ಶುಲ್ಕವಿರುತ್ತದೆ. ಆದರೆ ನೂರು ದಿನದೊಳಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸುವವರಿಗೆ ಕೇವಲ ಶೇ. 2ರಷ್ಟು ಶುಲ್ಕವನ್ನು ಮಾತ್ರ ನಿಗದಿಪಡಿಸಿದ್ದೇವೆ. ಆಡಳಿತಾತ್ಮಕ ಸುಧಾರಣೆಗಳ ಜೊತೆಗೆ 'ಗ್ರೀನ್ ಬೆಂಗಳೂರು' ನಿರ್ಮಾಣಕ್ಕೂ ನಾವು ಒತ್ತು ನೀಡಿದ್ದೇವೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಕೆಂಪೇಗೌಡ ಜಯಂತಿಯ ಅಂಗವಾಗಿ ಜೂನ್ 27ರಂದು ಶಾಲೆಗಳು ಮತ್ತು ವಿವಿಧ ಸಂಘ ಸಂಸ್ಥೆಗಳ ಸಹಯೋಗದೊಂದಿಗೆ ನಗರದಾದ್ಯಂತ 15 ಲಕ್ಷ ಸಸಿಗಳನ್ನು ನೆಡಲು ತೀರ್ಮಾನಿಸಿದ್ದೇವೆ. ಆ ಮೂಲಕ ಬೆಂಗಳೂರನ್ನು ಮತ್ತೆ ಹಸಿರು ನಗರವನ್ನಾಗಿ ಮಾಡುವತ್ತ ಹೆಜ್ಜೆ ಇಟ್ಟಿದ್ದೇವೆ. ಈ ವೇಳೆ ಸಚಿವರಾದ ಕೆ.ಜೆ. ಜಾರ್ಜ್, ಬಿಡಿಎ ಅಧ್ಯಕ್ಷರು ಹಾಗೂ ಶಾಸಕರಾದ ಎನ್‌.ಎ. ಹ್ಯಾರಿಸ್, ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರಾದ ಮಹೇಶ್ವರ್ ರಾವ್, ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ತುಷಾರ್ ಗಿರಿನಾಥ್, ಶಾಸಕರಾದ ಎ.ಸಿ.ಶ್ರೀನಿವಾಸ್ ಹಾಗೂ ಪರಿಷತ್ ಸದಸ್ಯರಾದ ಕೆ.ಗೋವಿಂದರಾಜ್ ಅವರು ಉಪಸ್ಥಿತರಿದ್ದರು. #6thGuarantee | #BhooGuarantee #KarnatakaModel

Government-managed data can be improved greatly by following some simple logical checks. One of those is 'place'. Two people in the same home should not be on the voter rolls of different constituencies. This is such a basic check, but our Election Commission has not been able to figure this out after seven decades. Similarly, two homes in the same apartment community are likely to be in the same ward. The fact that many errors in sarkari data are so basic tells us that they're not really using 'technology'. Instead they're simply digitising the earlier processes without leveraging what the tech can do better.
