Learning from the last nearly 100 Governance Actions onchain, no proposal that DReps wanted approved got rejected by the CC. Despite this perfect agreement, the CCs efforts were insurmountable, culminating in @CardanoAtlantic retirement, and ever since increasing fears of more degradation with loud fights over fair compensation.
Noone is happy. Understandably so.
Looking at >14 months of real Governance data, and borrowing techniques from Zero Knowledge, lets change something:
Optimistic Constitutionality removes the Constitutional Committee's need to actively approve every action, and instead, proposals are assumed constitutional by default and move forward UNLESS one CC member raises an objection by voting no.
The CC remains a last line of defense, but now without being a bottleneck, all the while needing dramatically less effort to maintain a strong line.

Breaking News
Cardano (ADA) has now been formally detailed by the SEC as a digital commodity, not a security today.
It is written directly into the Commission’s latest interpretive release. (Released Today)
A digital commodity is an asset that derives its value from the programmatic operation of a functional crypto system, not from the expectation of profits driven by the efforts of others.
ADA is listed alongside Bitcoin and Ethereum under that classification.

Cardano just got programmable tokens at scale.
With CIP-0113, token issuers now have a standard to enforce compliance logic directly to native Cardano assets.
The framework is modular, open source, and live on the Preview testnet.

Introducing the new Modern UI along with:

• Watchlist upgrade — now supports Stake Accounts, Pools, DReps, and Tokens
• Greatly expanded user preferences
• 9 new languages
• Support for Preview & Preprod testnets
• Many improvements under the hood
For now Classic UI remains the default. If you'd like to try the new interface, you can switch to Modern UI in settings.

I quite agree.
First of all, we should only count GAs where a pool actually had a chance to vote. That's already implemented, by the way, now HEPHY has 0 Not voted, which is more in line with what actually happened.
Second, when it comes to mandatory actions (like parameter changes) vs optional ones (like info actions), maybe it makes sense to distinguish between them in the status? Instead of having just Not Voted, we could split it into two. Something like Missed (bad boy) and Skipped (all good, just not really necessary).
