KWIBUKA28: APRIL 30, 1994 – HOW THE GENOCIDE AGAINST THE TUTSI WAS CARRIED OUT ACROSS THE COUNTRY On this day, April 30, 1994, the genocidal government continued its systematic plan to exterminate the Tutsi across different parts of Rwanda. This account highlights some of the places where Tutsi were killed on April 30, 1994. 1. Tutsi killed in Gisenyi town (Rubavu) The Gisenyi Memorial is located in what was known as “Commune Rouge” during the Genocide, in Ruriba Village, Rubavu Cell, Gisenyi Sector, Rubavu District. The site was originally an old cemetery where bodies were buried long before the Genocide. Anti-Tutsi ideology in this region dates back many years, particularly because President Habyarimana originated from this area, along with key members of the “Akazu,” who were central in promoting ethnic hatred. Violence was preceded by hate speech, insults, and propaganda, especially spread through Kangura newspaper. Its editor-in-chief, Hassan Ngeze, was from Nyakabungo in Gisenyi and was also a founder of the CDR party. From 1990, following the start of the liberation war, Tutsi in former communes such as Mutura, Rwerere (Bigogwe), Kayove, Nyamyumba, and Kibirira were killed after being labeled accomplices of the Inkotanyi. Their bodies were often dumped in mass graves at the Gisenyi cemetery to hide evidence. Others were secretly killed in Gisenyi prison and disposed of in the same way. During the Genocide, many Tutsi in Gisenyi were killed—some in their homes, others taken to be executed at mass graves in the cemetery. A key figure in accelerating the Genocide in Gisenyi was Colonel Anatole Nsengiyumva, commander of the Gisenyi military camp. Alongside Théoneste Bagosora, Aloys Ntabakuze, and Joseph Nzirorera, he had, since 1990, planned the extermination of Tutsi in Gisenyi prefecture. They spread hate, trained militias, distributed weapons, compiled lists, and coordinated killings. They organized a network of killers including Omar Serushago, Bernard Munyagishari, Mabuye, Barnabé Samvura, and Thomas Mugiraneza. On the night of April 6–7, 1994, Nsengiyumva held a meeting at the Gisenyi military camp with soldiers, gendarmes, and militia leaders, ordering the distribution of weapons and the installation of roadblocks across the town. On April 7, another meeting at Gisenyi market instructed militias to begin house-to-house killings. While civilians were ordered to stay indoors, soldiers and Interahamwe moved freely, killing Tutsi. Borders with Zaire were sealed to prevent escape. Killings were directly supervised by Nsengiyumva and officers including Major François Uwimana, Sous-lieutenants Fidèle Udahemuka and Abel Rwasa, alongside militia leaders like Bernard Munyagishari and Omar Serushago. Bodies were collected and transported to mass graves at “Commune Rouge.” Attacks also targeted places like Saint Pierre religious center (April 20), St Fidèle school, and Rwandex. On April 30, a deceptive announcement was broadcast telling those in hiding that peace had returned. Those who came out were rounded up and killed at Commune Rouge.
