Right of way and overtaking/passing by are different things though. So how should he have passed them by? Unless right of way implies not being allowed to do so at all, but then it doesn't make sense to allow some to ride a bike in the first place.
Because it doesn't strike me as if he did it in a wrong manner. (Assuming he is allowed to ride a bike there.)
To be honest, imo, they should make the law more clear and require bikes to dismount on pedestrian areas/pathways.

This is a radical change to immigration policy, forcing anyone applying for a green card to leave the country indefinitely, forget whether they have American kids, spouse, etc.
